Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. 18090008 SP: The Grove at the Legacy, Sections 3A, 3B, 3C. The applicant seeks administrative approval of three Secondary Plats & the Construction Plans, for 57 lots on 7.82 acres. The site is located northwest of Cherry Creek Blvd. and Community Dr. The site is zoned PUD/Planned Unit Development. Filed by Todd Pyatt of PM Development Holdings, LLC. Brett Huff with Stoeppelwerth & Associates, Todd Pyatt of PM Development Holdings and Tim Walter with Platinum Properties presented the project. Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham said as long as the landscape plans have not changed, there are no comments. Angie Conn – City of Carmel Planning & Zoning - Department is awaiting a written response to comment letter. Alex Jordan – City of Carmel Engineering - Comments sent. There were no major issues. Dave McCoy – City of Carmel Addressing Coordinator - Mr. McCoy said he will start working up some addresses for the site. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez said she will defer all comments to Angie Conn. No additional comments. 9:10 a.m. Docket No. 18090010 OA: Legacy PUD OA The applicant seeks approval to amend the Legacy PUD text in order to adjust the maximum residential unit limitations and specify the location and facilities for the amenity area. The site is located south of 146th Street and west of River Road. It is zoned Legacy PUD Z-501-07. Filed by Nelson & Frankenberger, LLC on behalf of Platinum Properties. Jim Shinaver with Nelson & Frankenberger and Tim Walter with Platinum Properties presented the project. Daren Mindham – City of Carmel Urban Forestry - No comments. Angie Conn – City of Carmel Planning & Zoning - Ms. Conn said she will defer to Alexia Lopez for comments. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez said there are a few comments that will be sent. One comment is regarding the Amenity Area and Ms. Lopez asked what the trigger will be for the DP/ADLS application. Mr. Shinaver said the plan is to advance this project as soon as possible but understanding that there are other moving parts. Ms. Lopez asked if the Barker’s canopy is included in the plat and if not, if it would be included in the Legacy section of the plat. Mr. Walter said there is a lot of open space left to be platted so that would probably clean it up as one big open space plat at some point. Mr. Shinaver said regarding the public notices, he will provide an exhibit showing the areas which will be affected. Mr. Walter said the improvements will be a trail system, benches and possibly a shelter. 9:20 a.m. Docket No. 18090012 Z: Sherman Drive Townhomes Rezone (submitted in ProjectDox) The applicant seeks approval to rezone 0.43 acres to UR/Urban Residential in order to develop 4 townhomes. The site is located at 7 Sherman Drive. It is zoned R-2/Residential. Filed by Paul Reis with Krieg DeVault, LLP on behalf of AZR Haver LLC. Docket No. 18090013 DP/ADLS: Sherman Drive Townhomes (submitted in ProjectDox) The applicant seeks site plan and design approval for a 4 unit townhome building. The site is located at 7 Sherman Drive. It is zoned R-2/Residential (pending a UR/Urban Residential Rezone.) Filed by Paul Reis with Krieg DeVault, LLP on behalf of AZR Haver LLC. Kevin Buchheit with Krieg DeVault, Aaron Hurt with Civil & Environmental Consultants, and Dan Moriarity with Studio M Architecture presented the projects. Mr. Hurt said there will be a construction entrance near where the driveway currently sits, but the driveway and house will eventually go away. He added that the hope is to keep the existing large trees in the back if possible. Mr. Hurt said there will be underground detention and the site is less than one half of an acre. Regarding utilities, Mr. Hurt said there will be a new sewer line on the back of the building and a new water line on the front of the building. There is also an overhead electric line which will need to be accounted for. Mr. Moriarity said after discussing the drawings with the Planning Department, it was determined that it’s important for the building to remain both Mid-Century Modern in design and also to remain two stories. Daren Mindham – City of Carmel Urban Forestry - No comments regarding rezone. Mr. Mindham said the three existing trees are set back enough, but with the size of limbs that will need to be cut for construction, the middle Beech tree may not survive. Angie Conn – City of Carmel Planning & Zoning - Ms. Conn said she has three comments. The first comment is regarding guest parking and how much parking will be provided for the four-unit development. Ms. Conn said this question will most likely come up at the Plan Commission meeting so applicant should be prepared to discuss this. Also, Ms. Conn asked about the two easternmost garages and how the cars will maneuver to get out of the site. Mr. Moriarity said the expectation would be for the cars leaving the site to three point turn to get out. Finally, Ms. Conn said the last item she would like to see addressed is the ownership and whether each unit will be platted or if it will be a condominium. Mr. Moriarity said he doesn’t believe this has been addressed. Mr. Jordan said regarding the DP/ADLS, the comments have been sent in Project Dox. Mr. Jordan said the redevelopment release rates will need to be clarified, and additional details will need to be provided regarding the storm sewers. Dave McCoy – City of Carmel Addressing Coordinator - Mr. McCoy said he will start working up addresses soon, and added that unit 1 will most likely be addressed off Sherman Drive and the other three will be addressed off Main Street. Alexia Lopez – City of Carmel Planning & Zoning - Project is still being reviewed in Project Dox. Ms. Lopez asked if more of a slanted roof would tie in more with the surrounding buildings. Mr. Moriarity said the existing design actually does slope to the back, and a more severe slant could be considered. Ms. Lopez asked the petitioner to consider products which would allow the existing tree roots to continue to grow underneath the driveway, while still allowing drainage. 9:45 a.m. Docket No. 18090015 DP/ADLS: Onyx Office Suites (submitted in ProjectDox) The applicant seeks site plan and design approval for a new, two story office building, totaling 31,808 sq. ft. It will be about 30’ tall with 132 parking spaces provided. The site is located at 10439 Commerce Drive. It is zoned B-5/Business and is not located within any overlay zone. Filed by David Klain of D.B. Klain. David Klain with D.B. Klain and Mark Thorpe with Weihe Engineering presented the project. Daren Mindham – City of Carmel Urban Forestry - Comments were added to Project Dox. Mr. Mindham said most of the comments were small housekeeping items and there were no major concerns. Angie Conn – City of Carmel Planning & Zoning - Ms. Conn said she will defer all comments to Rachel Keesling. Alex Jordan – City of Carmel Engineering - Comments have been submitted via Project Dox. Mr. Jordan said one item he would like to see changed is to possible get rid of the three discharge points for the two filter strips and combining all of them into one storm sewer. Mr. Thorpe said he does not think this will be possible but thinks it may be possible to combine two. Dave McCoy – City of Carmel Addressing Coordinator - Mr. McCoy said addresses will be assigned soon. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez said she will defer all comments to Rachel Keesling. Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling said she will complete the review in Project Dox so the applicants will be able to review the comments. Also, the lighting photometric plan needs to extend all the way to the property line. Also, Ms. Keesling said the ground sign is shown as being 8-feet tall, but a 6-foot sign is what would be allowed. Ms. Keesling added that there may be a commitment as to what the building should look like. Also, a general comment about the architecture is the department would like to see a masonry base around the perimeter rather than having the siding extended to the ground. Page 4 of 4 City of Carmel Technical Advisory Committee October 17, 2018 9:55 a.m. Docket No. 18100001 PUD: 106th and Ditch PUD Rezone The applicant seeks approval to rezone 22.43 acres to PUD/Planned Unit Development in order to develop approximately 36 single-family dwellings. The site is located at the NW corner of 106th Street and Ditch Road. It is zoned S-1/Residential. Filed by Tim Ochs with Ice Miller, LLP on behalf of, JJB Development LLC. Jamie Browning with Browning Investment, Roger Kilmer with Ice Miller, and David Marks with V3 Companies presented the project. Mr. Browning said this has been designed in a way that will best protect the most trees. Daren Mindham – City of Carmel Urban Forestry - Comments sent regarding the PUD wording. Mr. Mindham said he does not think any of the common area will count as open space, as the open space ordinance requires two access points and the area has to be available for the entire community to use. He added that the buffer yards are not wide enough to be counted toward the open space. Angie Conn – City of Carmel Planning & Zoning - Ms. Conn said she will defer all comments to Alexia Lopez. Alex Jordan – City of Carmel Engineering - Mr. Jordan said he has a couple comments about changes which need to be made to the verbiage of the PUD. Also, he added that the City Engineer Jeremy Kashman has advised that the road widths need to be revised from 13-foot to 14-foot. Mr. Jordan said there were a couple variance requests that were slipped into the PUD, so these will need to be removed and submitted to the Board of Public Works for approval. Finally, Mr. Jordan asked if a Wetland delineation has been done for the property. Mr. Marks said this has been completed. Rodney Johnson – Indianapolis Power & Light - Mr. Johnson asked if there is the potential to add on to this subdivision further west, as he noticed the road dead ends. Mr. Marks said there will eventually be another entrance off of Crooked Stick Lane, so there will need to be coordination with IP&L regarding the poles on the east side of the lane. Mr. Johnson said the current lines run on the west side of Ditch Road, and the north side of 106th Street. Alexia Lopez – City of Carmel Planning & Zoning - This project is still being reviewed. Ms. Lopez said exhibit D was mentioned in the PUD but was not actually submitted, so the Department will need a copy of it. Also, an S-1 comparison chart will need to be submitted to show a comparison to the current zoning. Ms. Lopez asked about the possibility of a stub street in case the property to the east is developed. This comment will be added to the comment list for the petitioner to address.
