17h. MMTAT - Mobile Testing Center
The applicant seeks the following use variance approval:

The site is located at 13090 N Pennsylvania St. and is zoned B2/Business within the US 31 Overlay.

General Info:
The petitioner is seeking
use variance approval to
have a temporary mobile
testing center within the
parking lot of the Hilton
Garden in hotel at 131 st
St. & Pennsylvania St.
This use is not allowed
within the zoning district
or the overlay.
Analysis:
The mobile testing center
is essentially a freight
truck parked in a parking
lot, to serve as a location for on-site high stakes testing and certifications. MMTAT provides mobile
computerized training, testing, and Incident Command Centers that are delivered and setup at any
location. The mobile testing center is currently located at the northeast comer of the hotel parking lot.
The Department recommends the truck be relocated to a less-visible site on the parking lot. The truck
is covered with the business' signage and slogans. This truck may have to be treated as vehicular
signage and comply with the sign ordinance.
On another note, the full service hotel is required to have 40 sq ft of conference room space for every
guest room. With 110 guest rooms, the hotel is required to have 4,400 sq ft of conference room space,
but only has 1,300 sq ft. This may be a reason why a mobile testing site is located in the parking lot.
Findings of Fact - Use variance
1. The grant of this variance will not be contrary to the public interest, due to the existence
of special condition(s) such that enforcement of the zoning ordinance will result in
unnecessary hardship because:
There is not an unnecessary hardship on the property. The mobile facility can be placed
somewhere outside of the corridor.
2. The grant of this variance will not be injurious to the public health, safety, morals and
general welfare of the community because:
The main issue is the temporary structure (mobile testing facility) locating within the highly
visible US 31 Meridian Corporate Corridor, and operating out of a freight truck structure.
