1 The grant of this variance will not be contrary to the public interest,due to the existence of special condition(s)such
that enforcement of the zoning ordinance will result in unnecessary hardship because.
The proposed variance is for this commercial property is a Hertz car rental location. The purpose of the use is to provide rental car services to the
general public,corporate travelers and those needing a replacement vehicle while under repair There will be no retail car sales at this location,only
rental services.The zoning ordinance prohibits this use within 23F.04.02 prohibited Uses,Appendix A,Tables of uses. The applicant will not be
engaged in retail car sales operations and those activities associated with retail cars sales (ex.loudspeakers,balloons,tents sales)
The car rental business is operated in a materially different manner than a retail car sale location.

The grant of this variance will not be injurious to the public health, safety, morals and general welfare of the
community because*
This rental location will not be injurous to the public health. The business will utilize a shared drive off of South
Rangeline Rd.with no more peak traffic than is already experienced,therefore the safety of the community with not be
threatened. Throughout Indiana Hertz/Penske operates simular business locations with no threat of injury to the Public.
3 The use or value of the area adjacent to the subject property will not be substantially affected in any adverse
manner because:
The existing properties that are on or adjacent to the property are vendors providing services that include car rental services
and various other retail services. Additional parking of our rental cars will be easily defined from the rest of the Monon
shopping center and not interfere with parking of customer' s cars that visit others businesses.
4 The need for the variance arises from a natural condition peculiar to the subject property because.
The existing property is currently zoned I-1 and prohibits use of this property for retail car sales. Hertz/Penske is a car
rental company that offers rental car service to customers who need such services. The 23F:04.02: Carmel/Clay Ordinance
prohibits use of this property for"retail car sales".Within the definition of the zoning code"car rental"is also included in
retail car sales.
5. The granting of this variance does not substantially interfere with the Carmel/Clay Comprehensive Plan because:
At which time the Landlord/owner were to develop the property into a shopping center that supports the comprehensive plan
that includes the creation of"walkable market place". Hertz/Penske would support this as it has other locations nationally in
this manner. Parking of rental cars have been moved to parking garages,roofs or to the rear of new buildings. Retail
customer facing counters and office space does not have to be in close proximity to parking of the vehicles nor a location to
wash them to provide exceptional service to our customerspECISION
IT IS THEREFORE the decision of the CarmeUClay Board of Zoning Appeals that Use Variance Docket No.
is granted, subject to any conditions stated in the minutes of this Board, which are
incorporated herein by reference and made a part hereof

The proposed variance for this commericial property is a Hertz car rental location.
The purpose of the use is to provide rental car services to the general public,
corporate travelers and those needing a replacement vehicle while under repair.
There will be no retail car sates at this location, only rental services. The zoning
ordinance prohibits retail car sales within ZO.CH:23F.16.01/ 23F.04.02. The
applicant will not be engaged in retail car sales operations and those activities
associated with retail car sales ( ex. loudspeakers, balloons, tents sales.) The car
rental business is operated in a materially different manner than a car sales
location.
Penske Car Rental (a Licensee of Hertz Car rental) respectfully requests
permission to rent cars at this location. We are currently located inside the
Marriott Courtyard on 103rd and Meridian. We have outgrown this location and
our primary customer base is corporate travelers that reside in the Carmel
Market. They continue to inquire about a location in the Carmel area that would be
more convenient to utilize. We are requesting a "Use Variance" and a "Development
Standards Variance" at 624 S.Rangeline Rd Carmel, IN 46032 to continue to
provide excellent service to our valued customers in this market.
Supporting statement Use Variance and Development Standards Variance:
The addition of Hertz/ Penske Car Rental to the Monon Shopping Center will not
produce significant amounts of noise and would not alter the aesthetic appeal of
the plaza as it is today. If the Landlord/owner were to develop the property into a
shopping center that supports the comprehensive plan that includes the creation of
"walkable market place", Hertz/ Penske would support this as it has other locations
nationally in this manner. Parking of rental cars have been moved to parking
garages, roofs or to the rear of new buildings. Retail customer counters and office
space does not have to be in close proximity to parking of the vehicles nor a

This letter is in support of Penske/Hertz opening up a new operation in Carmel.As a Carmel resident I
fully support new businesses coming to the area, especially a new rental car company. I believe that
allowing Penske/Hertz to open up a facility will not only aid my family when needing to rent a car, it will
help add jobs to the community. Having family from out of town,they are constantly renting cars,vans
to travel, and majority of the time they choose Penske/Hertz. Adding them to the Carmel area would not
only be a convenience for my family, but an added support for the growing business market, whose
clients regularly need rental vehicles.

This letter is in support of Penske-Hertz opening up a new rental car location in Carmel. Having moved
to the area recently I rented a van off Hertz to aid in my moving process, I was surprised to learn that
they did not have a location in Carmel. I think the added benefit of a new business that not only caters
to the residents of Carmel, but many of the businesses. Penske-Hertz adding a location would be a great
asset for our community that has my full support.

I am writing this note in support of Hertz/Penske maintaining a Carmel location for its rental car service I am a
frequent business traveler and have responsibility for the Ohio, Indiana and Kentucky geographies for our firm,
which requires frequent travel Given that there are no longer direct flights to any of the geographies for which I
am responsible, driving is my only option. Based on my desire to minimize wear and tear on my car, combined
with the risk of damage based on ice, snow, rocks, road hazards, etc., I much prefer to rent than drive my own
vehicle and Hertz gives me an extremely convenient option to do so. I find that Hertz provides superior service
and options and not having a Hertz location in Carmel would create a significant inconvenience for me and many
other business travelers.
