Carol can certainly answer with her point of view to your question (she’s inspected the barn), but the Commission did
discuss this matter at the meeting in December. At that time, it was felt that while the barn did have issues, including a
roof in poor condition, that it was feasible and prudent for the owner to rehab the building rather than demolish it. Due
to its significance as a Contributing building in the Overlay District, and as an older structure in the Old Town
neighborhood, it was the consensus of Commission members to recommend to DCS that the building remain. It is
equally important that the barn owner not be allowed to let the building sit and deteriorate, but rather that code
enforcement inspectors stay on the case to insure the repairs are made.

Any word on this yet? The land owner has called us now because he is being held up from getting a demo permit; I guess
the Building Permit is still waiting on input from the CHPC. Will you be discussing this item at your meeting, or has it
already been discussed?

Hi, Carol –
they simply want approval to demolish that old barn at the rear of the site, and either grass the remaining area or pave
it. Mike Hollibaugh thought it might be wise for them to also get the CHPC’s blessing on this, since it is marked as a
Contributing Building, per the Old Town Overlay Regulations. As you know, they need to meet certain criteria for a
teardown of a Contributing Building in Old Town before the Director can approve it, per the Old Town Overlay
regulations.

Commission to get their "blessing" on the demolition.
I would love to get on to the commission's agenda at their October meeting, which I think is next week. Let me

Good afternoon, Mr. Oles –
The Planning Director now has a copy of your teardown request and SDR application. He would like for
you to also contact the Carmel Historic Preservation Commission to get their ‘blessing’ on this tear-

down. That Commission’s contact info can be found online
at: www.carmel.in.gov/index.aspx?page=629, and that website also lists the way you can contact them
and get on their next agenda.
Also, you will most likely need to seek a permit to work within the right of way (the alley), so you can
begin by contacting the City Engineering Dept. to get approval from the BPW. You can probably start
with Dave Barnes in that Dept., dbarnes@carmel.in.gov.
Also, if the barn teardown is approved, you will most likely need to work with the City Engineering Dept.
on any parking area expansion, I assume, with the new storm water regulations and drainage
regulations. (Please note that gravel parking areas are not permitted by the zoning ordinance. ) You can
probably start with Amanda Foley in that Dept. (afoley@carmel.in.gov ). The Engineering Dept contact

Several of us went out to see this structure. The building is clearly historic, and contributes to the historic character of
the overlay.
Last week I brought a structural engineer out who specializes in historic structures, and we agree that It is solid
structurally. It’s problem is that it has not been maintained so water penetration, but it is reversible. The following is a
superficial assessment:
• Roof: needs new sheathing, shingles, & drip edges
• Siding: rotten boards need to be replaced with boards of the same size, thickness & orientation
• Foundation/structure: needs to be pushed back onto its foundation on the south corners (auto accident). The
building is so strong that both sides moved when the accident occurred. It can easily be moved back,
structurally. If the CMU foundation is not replaced, the CMUs need to be re-mortared. It would be nice to grout
them solid and add anchor bolts. It may need some new sill plates. There was lots of stuff stored in the
building, so we could not check of the sill plates for integrity.
• Paint: the owner indicated that the building was repainted with white latex paint 5 years ago. Clearly the red
paint underneath was not chemically compatible with latex. This needs to be investigated before repainted
again. If the red paint was red ochre, it would have had a linseed oil base. But, if it is more recent, it probably
was an oil based paint. Both would have caused paint failure of the type visible on the barn now. CHPC can help
with this.
I asked the owner if why he wanted to tear down the barn, and he said that the renters wanted dry storage. He has
$8,000 that he is willing to spend. The demo will cost $5,000, and he wants to put up some metal sheds for $3,000.
If it were me, I would be looking at the possibility of making this a garage. It would help the value of the home & be
better for the cars/occupants. It might mean moving the building away from the alley behind & adding a lean-to
addition on to the back so that it is wide enough to accommodate cars……not our call, though. This might be a long-
term goal, but for now, maintenance needs to be the immediate concern.

I believe for 231 N. Rangeline, the builder mentioned that they wanted to demo the current garage and construct a new one, but that’s just
from talking to him a few months ago…I don’t have that in writing.
Regarding the 98th St demo, I’m not sure what their plan is following the demo of the house. Also, am I OK to hold this permit until the
meeting next week, since it came in on October 29? I know the commercial ordinance requires us to approve or deny permits within (I believe)
5 business days. I wasn’t sure about the ordinance regarding demolitions.

I believe for 231 N. Rangeline, the builder mentioned that they wanted to demo the current garage and construct a new one, but that’s just
from talking to him a few months ago…I don’t have that in writing.
Regarding the 98th St demo, I’m not sure what their plan is following the demo of the house. Also, am I OK to hold this permit until the
meeting next week, since it came in on October 29? I know the commercial ordinance requires us to approve or deny permits within (I believe)
5 business days. I wasn’t sure about the ordinance regarding demolitions.

This structure is rightly a contributing building, and is clearly historically signifcant to Carmel. Thomas Carey built the
house in 1880, and the barn in 1900. Mr. Carey was listed in Zina Warren’s book on Carmel History.
Because it is a barn, the structure of the building is important to determination of it’s significance. Jim Blanchard, Nick
and I went there this week, but could not get inside.
Part of the opinion/argument for demolition involves what will replace this structure. Can you ask the owner this
question? If they need a garage, there are options that could be a win-win.
When you talk with them, could you get permission to enter the barn? Several of us would like to see it before making a
judgement on demolition. Even if it is demolished, it should be documented and this information given to the historical
society.
One questions that came up at the meeting was about code enforcement. The building has not been maintained. Do
we have any way to enforce this? The structure appears sound from the outside, except for a possible hole in the roof.
This needs to be covered, and the SW corner has some exposed CMUs that could be subject to freeze-thaw problems if
not protected from the rain.
This could be a nice project for the CHPC and the City, and help our Old Town residents at the same time.
