Assistant City Engineer Department of Engineering One Civic Square Carmel, Indiana 46032 Re: Health and Wellness Suites of Carmel – Project Review #2 Project No. 2013.00569 Dear Mr. Ducan: This is a response to the January 27, 2014 letter regarding the review of the construction plans. Below are the original comments from the letter and the responses for each comment. 1) Previous comment 1 of a letter dated June 4, 2013. Per your April 25, 2013 email to Amanda Foley, the construction of a 10-foot path across this property’s frontage on Pennsylvania Street and dedication of right-of-way for a total of a 65-foot ½ right-of-way will satisfy all requirements of the City of Carmel Thoroughfare Plan as it relates to the Engineering Department. Please contact the Planning Department regarding street trees and buffer plantings required by the Thoroughfare Plan. Please submit a cost estimate for the commitment to the thoroughfare fund. A cost estimate for the 6’ bike lane was submitted to Amanda Foley on January 6, 2014. This estimate was subsequently approved by Ms. Foley on January 7th . We will contract the Planning Department regarding street tree and buffer requirements. The landscape plan was previously reviewed and approved under the old ordinance. 201300569 Mr. Gary Duncan, Jr., P.E. February 3, 2014 Page 2 2) Previous comment 2 of a letter dated June 4, 2013. Please omit the following from the plan set and the Title Sheet: Sheet L100, Overall Planting Plan; Sheet L103, Planting Details; Sheet E102, Site Lighting Plan; Sheet A100a, Overall First Floor Plan; and Sheet A100b, Overall Second Floor Plan, Perspective Views 1, Perspective Views 2, Overall Elevations – Monument Sign and Enclosures. The Department of Engineering does not have approval authority over landscape plans, site light plans, or architectural plans. Please remove the titles for these sheets from the index. Listed sheets have been omitted from the plan set for the Engineering Department. 3) Previous comment 5 of a letter dated June 4, 2013. Are any offsite easements proposed? Please provide a copy of the easement agreement for the pipe and discharge. No new offsite easements are proposed. The pond outlet pipe will discharge to the existing pond to the south. The existing stormwater drainage easement for the pond was provided to Amanda Foley on January 22, 2014. 4) Previous comment 5 of letter dated June 4, 2013. Will the existing 10-foot landscape easement along Pennsylvania be vacated with this project? Is the owner vacating this easement? After reviewing the current easement agreement, the owner of the easement is the City of Carmel. Amanda Foley has confirmed that the easement should be vacated with this project. We are currently working with Mainstreet to prepare the vacation documents and will be provided to the City shortly. 5) Previous comment 11 of a letter dated June 4, 2013. Please ensure the outlet to the receiving stream is properly stabilized. The Storm Water Technical Standards Manual 302.12.5 states “Outlets shall not directly discharge onto the ground surface as surface flow.” Outlet is no longer needed. The proposed pond will outlet into the existing pond to the south. See revised Grading Plan, sheet C400. Proper rip rap stabilization is shown at the outlet to the existing pond and is shown on the Erosion Control Plan. 6) On Sheet C401, please label the 100-year elevation on the pond cross-section. 100-year elevation has been labeled on the pond cross-section.
