Each comment listed from the review letter contains a response addressing each issue. Below are the original comments with the response in italics. 1. The proposed project falls in the incorporated area and MS4 jurisdiction of the City of Carmel Noted 2. The proposed project DOES NOT fall in a City of Carmel Wellhead Protection Zone. Noted 3. The proposed project falls in the W.R. Fertig Regulated Drain. This watershed has a restricted release rate of 0.1 cfs per acres for the 10 year 24 hours storm even and 0.25 cfs per acre for the 100 year 25 hours storm event. Drainage calculations reflected the W.R. Fertig restricted release rates. Calculations can be found in the revised Drainage Report. 4. Please submit an outlet permit for the indirect discharge into the W.R. Fertig Regulated Drain. The application is available at Surveyor’s Form Page. Outlet permit is included with this submittal. In the drainage calculations, the initially determined hydrologic soil groups were not changed to the next less infiltrating capacity category for the post developed runoff calculations, as specified in HCSTSM Section 302.03. The less infiltrating capacity category was used in the revised Drainage Calculations. Calculations can be found in the revised Drainage Report. 6. HCSO concurs with Crossroads comment #13 in regards to minimum orifice sizing, exceeding the 10 year release rates, and providing the detention volume per the calculations to meet both the required release rates. Please address accordingly. The revised calculations reflect a 6 inch lower orifice (per Crossroad comment). The release rates and detention volume calculations can be found in the revised Drainage Report. 7. HCSO does not see evidence of a define conveyance between the proposed outlet point and the W.R. Fertig Drain approximately 240 feet south. While there is a drainage easement along this route, the property owner likely will need to be contacted and improvement made to the conveyance between the points. Another outlet point option would be to investigate following the current path of part of the existing site runoff through Panattoni Buisness Park. The proposed outlet point has been revised to 200 feet further south. This outlet point will be within close vicinity of the 30 inch RCP pipe of the W.R. Fertig Regulated Drain. The new outlet location can be found on the Grading Plan, sheet C.401 as well as the Storm Sewer Plan and Profile, sheet C.409. This was discussed previously via phone as an acceptable solution. 8. Please address all additional drainage review comments from Crossroad Engineers, reviewer for the City of Carmel. All review comments from Crossroad Engineers have been addressed and a response letter has been sent to them with the revised plans. 9. Please submit revised construction plans/drainage calculations once all TAC comments are addressed. Revised plans and reports to be submitted.
