Docket No. 05060043 PP: Laurel Ridge The applicant seeks approval to plat 17 lots on 47.12 acres with the following Subdivision Waivers: Docket No. 05060044 SW: 6.03.04 -Connectivity To seek relief from providing stub streets to adjoining properties. Docket No. 05060045 SW: 8.09.02 - Alternative Transportation To seek relief from providing a pedestrian path along Ditch Road. Docket No. 05060046 SW: 6.03.19 - Access to Arterials, Parkways, & Collectors To seek relief from houses fronting collector streets/200 foot required separation from collector streets. Docket No. 05060047 SW: 6.03.22 - AccelerationlDeceleration, & Passing Lanes To seek relief from providing acceleration/deceleration and passing lanes. Docket No. 05060048 SW: 8.09.02 - Private Streets To allow the construction of private streets serving the entire subdivision. The site is located at the SE corner of Ditch Road and W. 106th Street and is zoned S l/Residential. Filed by Joseph Calderon of JBCl, LLC for JB Cohen The applicant is proposing a 17 lot subdivision on 47.12 acres requiring the approval of seven subdivision waivers. Please refer to the information packet provided by theapplicant to view the proposed layout. The public hearing for this item was held at the August 16th Plan Commission meeting. No one spoke in opposition to the project. These items were discussed at the September 6, Subdivision Committee Meeting. The following were forwarded with unanimous support (4-0): Docket No. 05060043 PP: Laurel Ridge Docket No. 05060044 SW: 6.03.04 - Connectivity Docket No. 05060046 SW: 6.03.19 - Access to Arterials, Parkways, & Collectors (to be mitigated by increased architectural and landscaping standards). Docket No. 05060047 SW: 6.03.22 - Acce1eration/Deceleration, & Passing Lanes Docket No. 05060049 SW: 8.09.02 - CuI de Sac Length Docket No. 05060050 SW: 6.02.01 - Subdivision in Floodway/Plain PCR-2005-0920.rtf6 CARMEL PLAN COMMISSION DEPARTMENT REPORT September 20, 2005 The following waiver request was not supported: Docket No. 05060045 SW: 8.09.02 - Alternative Transportation The petitioner has agreed to install a pedestrian path along the rights of way. South of their entry along Ditch Road the installed path will be reduced in width due to its proximity to limiting natural features along the right of way. Staffrequires a redesign of the area where this pedestrian path crosses the subdivision entry (see Tab 2 of the updated packet). The pedestrian path must cross this entry way in a more direct manner and preferably at the point of shortest crossing distance. As proposed, the crossing is made unnecessarily difficult for bicyclists. The petitioner will be required to make a contribution into the improvements fund equal to the monetary cost of the uninstalled pathway width. This figure should be presented to Carmel Engineering for approval. The following waiver received a 2-2 vote (no action). Docket No. 05060048 SW: 8.09.02 - Private Streets: Staffhas no opposition to this, with the understanding that the petitioner will need to get approval and any applicable waivers/variances from the Hamilton County Highway Department. The Subdivision Committee instructed the petitioner present the following information for Plan Commission review: 1. Copy of the complete and professional landscape plan that meets the requirements of the Urban Forester, as well as a status update of its review. 2. Color elevations of proposed views into the site from Ditch and/or 116th Street (showing proposed walls, landscaping, and residences). The Department recommends that the Plan Commission approve the Primary Plat and Subdivision Waiver requests as amended and forwarded by the Subdivision Committee on September 6th subject to the recording of the following written commitments: 1. All exterior lots (17, 1,5,6, and 7) must have brick wrap on right of way facing elevations, and increased landscaping in a rear bufferyard and common areas. 2. Installation of a small acceleration lane on the north side of the entrance that meets approval of the aamilton County Highway Department. 3. Installation of a 5 foot wide sidewalk along the entirety of both sides of the private internal street. Additional Note: Written findings are required for action on the Primary Plat and waiver requests. The applicant shall present these to the Commission at the meeting prior to approval.
