The Carmel/Clay Board of Parks and Recreation will govern in a proactive manner as it applies to
providing safe and well maintained parks, recreation facilities and programs in a fiduciary and
responsible manner. The Board is a policy governing board, fulfilling its duties as mandated by state
statute, putting the welfare of the citizens of Carmel and Clay Township first, and enabling staff to
manage the park and recreation system in a manner that reflects the vision and mission. Our promise to
our citizens is that we will leave the parks and recreation system better than we found it.

Mr. Kirsh made a motion to approve the minutes as presented, seconded by Mr. Leirer, and unanimously

Ms. Kristunas made a motion to acknowledge receipt of the City of Carmel Financial Report for January
2014, and seconded by Mr`Kirsh Afte'rha brief discussion regarding the Park Impact Fee,the motion was

Ms. Kristunas made a motion vto ackno ledge receipt of the Clay Township Financial Report for January

Ms. Kristunas made amotion to acknowledge receipt of the CCPR P&L Statements for January 2014,
seconded by Ms. Franklin, and unanimously passed 7—0.
Claim Sheet February 25,2014:
Ms. Kristunas made a motion to approve the Claim Sheet as presented, seconded by Mr. Kirsh, and
unanimously passed 8—0.
Clay Township Claim Sheet February 25, 2014
Ms. Kristunas made a motion to approve the Clay Township Claim Sheet as presented and seconded by Mr.
Kirsh. After a brief discussion, the motion was unanimously passed 7—0.

Assistant Director Klitzing stated that there were no items at this time.

Discussion Items/Board Comments
Mr. Leirer asked why we have two Park Board meetings each month. Staff responded that the Department
must pay its bills within 30 days; thus, the need to approve claims twice a month. Mr. Leirer also inquired
about The Waterpark cabanas. Assistant Director Klitzing stated information would be provided to the Park
Board Members.

Mr. Franklin announced that the Parks Foundation had its annual meeting. Items discussed included the
website, which is up and running,the capital campaign, art installation around the Monon Community

Center, and staffing changes. 4
Mr. Kirsh stated that he believes the current Park Impact Fee this year filone could be nearly a million
dollars. Assistant Director Klitzing announced the current fee is5$1,679 for each residential dwelling unit and
it will go up to $1,847 in June. At :.
Board President Engledow stated he had recently been on the Monon Trail, which was quite busy. The trail
is in good shape; however, he noticed some vandalism

were doing some resurfacing. Assistant Director Klitzing said�,the Department is considering possible trail

the heaters on and off so they are only used uring majorNicesevents, which controls costs. The approaches
