Docket Nos. 05080009 SP & 05080010 DP: Carmel Science & Tech Park, blk 7 The applicant seeks approval for a development plan and 5 new lots. The site is located southeast of Carmel Dr & Adams St and is zoned M-3/Manufacturing. Filed by Mike DeBoy of DeBoy land Development Services, Inc. The applicant is requesting approval of an overall development plan to create 5 new lots. Each lot will return to the Plan Commission for individual DP/ ADLS approvals. This process is laying out the interior circulation and access points into this site. The public hearing for this item was held at the October 18th Plan Commission meeting. No one spoke in opposition to the project. Please see the informational packet prepared by the applicant for an overview of the project. The major issued raised by the Plan Commission is the proposed access on Carmel Drive. Engineering comments regarding the Carmel Drive Access are as follow: Construction of accel/decel lanes on Carmel Drive if this access is pursued. As it relates to this access, the current location is not in a location that Engineering could support. We have indicated that the access must be aligned with the future relocated curb cut on the opposite side of Carmel Drive. With the improvements to City Center Drive, the opposite properties access onto City Center Drive will become right-inlright-out. Engineering has had discussions with the development to the south to move the Carmel Drive entrance past the median being installed as a part of the City Center Drive project. Engineering has indicated that the relocated Carmel Drive Cut will be full access. A proposed access from Block 7 must be aligned with the opposite access. From a spacing standpoint, a cut west of the median that will be installed shortly will be able to be provided a full access median break as a part of a future Carmel Drive improvement project. Engineering supplied the applicant with a list of additional required plan revisions on August 18. Based on conversations with the petitioner's design consultant, they have agreed to resolve all items from the Department of Engineering T AC comments, but have yet to submit the requested revised drawings. The Department recommends that the Special Studies Committee continue the request to the December 6th meeting to allow petitioner to resolve outstanding items and submit requested engineering revisions for staff review.
