2. Mailed and Published Public Notice needs to occur no later than January 30,2014. Published notice is required within
the Noblesville Times. `Get"the publicanotice:a&to the.Times by.11:D0a.m;two days:pr`ior to the public notice

public hearing sign on the property is also required by the BZA Rules of Procedure,Article VI,Section 6(see
application) Make sure the public notice meeting time to the newspaper and neighbors reads 6:00 PM and the location

3. The Filing Fee and Nine (9) Informational Packets must be delivered to BZA Secretary Connie Tingley no later than
NOON, Friday, February 14, 2014. Failure to submit Informational Packets by this time will result in the automatic
tabling of the petition.
4. The Proof of Notice will need to be received by this Department no later than noon, Friday, February 21, 2014. Failure

Penske Car Rental (a Licensee of Hertz Rent a Car) would like permission to rent cars
at this location. We are currently located inside the Marriott Courtyard on 103rd and
Meridian. We have outgrown this location and our primary customer base is corporate
travelers that reside in the Carmel Market. They continue to inquire about a location in
the Carmel area that would be more convenient to utilize. We are requesting a "Use
Variance" and a "Development Standards Variance" at 624 S. Rangeline Rd Carmel,
IN 46032 to continue to provide excellent service to our valued customers in this
market.
#8) State reasons supporting the Use Variance and Development Standards Variance:
The addition of Hertz/ Penske Car Rental to the Mohawk plaza will not produce
significant amounts of noise and would not alter the aesthetic appeal of the plaza as it is
today. In the event the property is developed at a later date parking of the rental cars
could be incorporated behind the new building in keeping with a "walkable market" as
desired by the City of Carmel. We have other examples of this being done in California
and other markets. Please see the attached pictures.

Supporting statement Use Variance and Development Standards Variance:
The addition of Hertz/ Penske Car Rental to the Monon Shopping Center will not
produce significant amounts of noise and would not alter the aesthetic appeal of
the plaza as it is today. If the Landlord/owner were to develop the property into a
shopping center that supports the comprehensive plan that includes the creation of
"walkable market place", Hertz/ Penske would support this as it has other locations
nationally in this manner. Parking of rental cars have been moved to parking
garages, roofs or to the rear of new buildings. Retail customer counters and office
space does not have to be in close proximity to parking of the vehicles nor a
location to wash them to provide exceptional service to our customers.

The proposed variance for this commericial property is a Hertz car rental location.
The purpose of the use is to provide rental car services to the general public,
corporate travelers and those needing a replacement vehicle while under repair.
There will be no retail car sales at this location, only rental services. The zoning
ordinance prohibits retail car sales within ZO.CH:23F.16.01/ 23F.04.02. The
applicant will not be engaged in retail car sales operations and those activities
associated with retail car sales ( ex. loudspeakers, balloons, tents sales.) The car
rental business is operated in a materially different manner than a car sales
location.
Penske Car Rental (a Licensee of Hertz Car rental) respectfully requests
permission to rent cars at this location. We are currently located inside the
