Dear Mr. DeHart:
The City bas received your commentlelter and drawings dated April 4, 2007 based upon the City review of
March 16,2006.
The comments from the City review have been satisfactorily addressed with the following exceptions:
PROJECT COMME~ONSTRUcrION PLANS
18. The Department is requesting that the Boardwalk Shops project participate in or commit monies
for the milling and resurfacing of Adams Street from the limits of the current City Center Drive
Phase IT road project to Carmel Drive. Adams Street will be impacted by the increase in traffic
resulting from the Boardwalk Shops and the proposed development to the southeast Tbe
development of Block 7 bas started and this part or Adams -Street Is scbedulecll 1'01' milling
and resurfacing by tbat project. Now that participation iD phy.sical construction is not
required, the City repeats its previous request for the financial participation for the work to
be completed by tbe Block 7 project.
Based upon additional review, the City has additional comments:
1. The configuration of the entrance is not as indicated on the recent Board of Public Works and
Safety submittal. Per the letter for the curb cut to the Board, the Department of Engineering
cannot support the proposed entrance con~guration (widths, etc.) presented. Tbe Board of'Publie
Works eurb cut approval letter indicated that the configuration was Dot approved. Thank
you for indicating tbat the Fire Department is acceptable to the 14' lanes. However, as
pnmouslyindicated, the Board approval did not approve the conf"IgUratioD. Please provide
30' curb retum radii.
2. How Is tbe on-street parking graded? The Department of Engineering would expecttbe parldng to
grade away from the street.and the installation ofan inlet within the limits of the curbed area.

3. Please confirm with the Department of Community Services that the proposed on-street parking is
configured as desired. The Department of Engineering would not expect to see bead-in,
perpendicular on-street parking. Thank you lor your response. However, per our previous
letter Engineering did not recommend the 90 degree parking or tbe signage to back. in.
Engineering approves these spaces siuee you indicated that thIs configuration Is tbe result of
discussions with the Department of Community Services. the owner, and the plan
commission.
4.. Please confirm with the Hamilton County Surveyor's Office that the IOO-year elevation is
contained on-site. As the detention is remOte, the overland flow path of the lOO-year stann cannot

7. Please canfirm, again if you have already dane so, thatthe sidewalk behind the an-street parking
spaces is cantained in a dedicated ingress/egress easement. One is nat indicated on Sheet C 1.

Dear Mr. DeHart:
The City has received your comment letter and drawings dated February 23, 2006 based upon the City
review of January 20, 2006.
The comments from the City review have been satisfactorily addressed with the following exceptions:
PROJECT COMMENTS-CONSTRUCTION PLANS
18. The Department is requesting that the Boardwalk Shops project participate in or commit monies
for the milling and resurfacing of Adams Street from the limits of the current City Center Drive
Phase II road project to Carmel Drive. Adams Street will be impacted by the increase in traffic
resulting from the Boardwalk Shops and the proposed development to the southeast. The
_ development of the Carmel Science and Technology Park, Block 7 has been delayed. We
request that the plans indicate milling and resurfacing of the full width of Adams Street
across your frontage.
Based upon additional review, the City has additional comments:
1. The configuration of the entrance is not as indicated on the recent Board of Public Works and
Safety submittal. Per the letter for the curb cut to the Board, the Department of Engineering
cannot support the proposed entrance configuration (widths, etc.) presented. The Board of Public
Works curb cut approval letter indicated that the configuration was not approved. Lanes
shall be 16 feet width minimum unless the Fire Department considers the lane width of 14
feet acceptable. The curb return radii shall be a minimum of 30 feet.
2. How is the on-street parking graded? The Department of Engineering would expect the parking to
grade away from the street and the installation of an inlet within the limits of the curbed area.
This is acceptable provided that the valley gutter indicated is installed across the parking
area. Please add the valley gutter detail. The current City standard is on the website.
3. Please confirm with the Department of Community Services that the proposed on-street parking is
configured as desired. The Department of Engineering would not expect to see head-in,
perpendicular on-street parking. We will respect discussions that have been had to this point
with the Department of Community Services and the Plan Commission; however, the
Department of Engineering does not recommend the 90 degree parking or the signage to
back in. The parking spaces should be parallel or angled. However, engineering will
approve the spaces as configured if the configuration represents the expectations of previous
discussions.
4. Please confll1l1 with the Hamilton County Surveyor's Office that the 100-year elevation is
contained on-site. As the detention is remote, the overland flow path of the 100-year stonn cannot
cross Carmel Drive. Carmel Science and Technology Park, Block 7 agreed to reconstroct portions

9. Please confirm that the five-foot wide concrete sidewalk is consistent with the Alternative
Transportation Plan with the Department of Community Services. The presence of existing five-
foot sidewalks in the vicinity may not meet Alternative Transportation Plan requirements, and
should not be the basis for the Boardwalk Shops development to install concrete walks.
12. Please indicate and label all proposed and existing rights-of-way. Did not find label for Adams
Street right-of-way.
16. Please delineate any street cuts on the plan for saw cut, removal, and replacement. Provide the
City's standard street cut patch detail. Thank you for provic:Iing the City's street cut patch
detail on Sheet 7. However, the street cuts have not been indicated on Sheet Cl as requested.

Dear Mr. Dehart:
This letter is in response to your Secondary Plat & DP/ADLS Applications for Carmel Science & Tech
Park, Blk 2- Boardwalk Shops. It is anticipated that you will be heard at the August 17 T AC meeting,
where additional comments may be voiced. The Department cannot perform an adequate review of your
petitions without submission of the secondary plat and additional exhibits. A second review letter will be
sent once the Dept. receives the required items. Please complete the following:

1. A Plat has not yet been submitted. Fulfill all requirements on the Secondary Plat application
checklist.
2. Please add docket no. on plat.
3. Place the flood statement on the plat.
4. Fill in all instrument nos. referred to on the plat.
5. Place the zoning, M-3/Manufacturing, on the plat.
6. Label street names and show/label the half road rights of way of Adams St. and Carmel Dr.
7. Please provide a copy of the covenants, if any.

9. Provide a photometric/lighting plan with foot-candle measurements for the whole site.
10. Provide a clearer Xerox copy of the Magnuform II (pole light) page.
11. Why won't vintage lighting be placed throughout the site? The use of two different pole
lights may not be the best design choice.
12. Provide details on the lighting fixtures for the building exterior, if any.
13. Provide wall signage details/locations/colors/font. Show the maximum square footage
area/rectangle per tenant on the building elevation, to show some uniformity in sign size.
14. The directory sign can only be 5-ft tall and 20 sq ft in area. Only 1 directory sign is allowed.
15. Label the center id ground sign face square footage (each sign), must be less than 30 sq ft.
16. The center id ground signs must be 10-ft from the road right of way, per Ch. 253.07.02-1 I.e.
and only 1 Center id ground sign is allowed per frontage, per Ch. 25.07.02-11.b.
17. Show a landscaped area around all ground sign bases, equal to the sign square footage.

5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way and/or dedicated easements will require a Consent to Encroach Agreement between
the Owner/Developer and the City of Carmel. This Agreement requires Board of Public Works
and Safety approval.
6. I am enclosing the following items for your use:
· Commercial Project Approval Procedures.
· Performance Release Procedure.
· Permit Data, Contacts, etc.
· Commercial Permitting Procedures.
BONDING REQUIREMENTS
7. Upon initial review, it appears the following bonding requirements may apply to this project:
PerCormancelMaintenance Guarantees
This project may be required to provide Certified Engineer's Estimates and Performance/Maintenance
Guarantees for the following improvements:
· Perimeter monumentation if the monuments were not previously installed.
· Perimeter concrete sidewalks/asphalt paths.
· Perimeter road improvements.
Provide detailed/itemized Certified Engineer's Estimates in the amount of 100% of the cost of labor
and materials for the requested improvements. Provide individual Performance Guarantees in the
amount of the Engineer's Estimates. When the improvements have been constructed and accepted and
the Performance Guarantee is released by our BPWS, 3-Year Maintenance Guarantees will be required
in the amount of 15% of the Performance amount for streets and curbs and 10% of the Performance
amount for all other improvements.
Street Cut/Right oCWay Permit and Bonding Requirements
Any work in the dedicated right of way of Carmel Drive or Adams Street will require a Right of Way
Permit. If the work is included in the scope of work of a required Performance Guarantee, a separate
License and Permit Bond will not be required. If the work is not included in a Performance Guarantee,
a License and Permit bond will be required. The bond amount will be determined by the number of
instances of work in the right of way @ $2,000.00 per instance. Ooen oavement cuts in dedicated

Department of Engineering Right of Way Inspector/Manager for details regarding this issue.
PROJECT COMMENTS-CONSTRUCTION PLANS
8. The Department of Engineering cannot support the proposed access to Adams Street as shown as
it will be difficult to accommodate future improvements to the Adams Street/Carmel Drive
intersection. The Department of Engineering has requested that the developer of the property to
the southeast align their main access from Adams Street with the existing full access drive on
Adams Street, even though the access is still closer to the Carmel Drive/Adams Street intersection
than the City would otherwise consider acceptable.. The Department requires that the Boardwalk
Shops development utilize the existing full access to the east.
9. Please confIrm that the five-foot wide concrete sidewalk is consistent with the Alternative
Transportation Plan with the Department of Community Services. The presence of existing five-

10. The bike path along Carmel Drive is indicated as concrete. This needs to be asphalt.

13. Any off-site easements necessary for installation of utilities must be secured 'prior to the
Department of Engineering approving the drawings.
14. ADA ramps are required at all locations where the sidewalks or asphalt paths cross the streets.
