Compliance with Carmel Zoning Ordinance and the Carmel Drive/Range Line Road
Overlay Requirements
Penske/Hertz Car Rental, LLC:
Current location at the Marriott and 103`d & Meridian, Carmel, Indiana for more than 10 years.
This location averages between 350-400 rentals monthly. At least 75%of those being corporate,
Gold Card member rentals.
Majority of customers are from the business corridors in Carmel and surrounding area. With
upcoming Meridian Street Highway Project, Penske Car Rental needs to relocate from Marriott
at 103`d& Meridian, Carmel, Indiana, to 622 South Rangeline Road, Suite D3, Carmel, Indiana.
• Compliance of Penske's requested variance with the Carmel Road/Range Line Road
Overlay:
o Has no impact on the exterior structure of any building;
o Makes no change to exterior lighting at Monon Square;
o Utilizes existing vacant space in Monon Square.
o Includes only a permissible sign above its suite and a portion of the existing sign
for Monon Square;
o Does not negatively impact any existing landscaping at Monon Square; and
o Does not alter the existing street/circulation system
o Site is unique due to central location with ample parking available-360+parking
spaces
o Minimizes community infrastructure costs by utilizing existing building and
improvements.
o Does not alter or change existing exterior architectural design or exterior lighting
o Does not require any new points of ingress or egress to the property.

o Does not alter site layout or parking and site circulation
o Does not seek to alter the building height or building footprint.
o Does not seek to alter the side and rear setbacks.
• Penske's efforts to address comments from the Board of Zoning Appeals Department:
o Penske has arranged with Monon Square to locate deeper within the shopping
center, as shown on Exhibit 1, where it will not be as visible from the street
o Penske will agree to the expiration of the use variance in less than five (5) years
on January 31, 2019
o The variance is requested only for Penske's car rental, with no sales of cars
permitted
o Will limit variance to only this tenant space.
o Servicing of rental vehicles will take place inside the tenant space
o Agreeable to changeable copy sign on Monon Square billboard
o Penske signage above the tenant suite would be consistent with other tenant
signage in the Monon Square
o Location within the center minimizes impact of traffic and circulation of vehicles
o Penske will incorporate into its lease with Monon Square any use variance
conditions the Carmel Board of Zoning Appeals deems fit to apply;
o Penske will agree, and incorporate into its lease, that it will not impede any
redevelopment work to update or remodel Monon Square including, but not
limited to, relocation of exterior car storage to one or more off-site locations;
o Penske will agree to limit average exterior car storage daily at its site to fewer
than twenty (20) vehicles with the exception of Saturday afternoon to Monday
noon when the exterior car storage shall not exceed sixty (60) vehicles; and
o Penske will add landscape screening behind its access area to the rear entry of the
leased space to help shield direct view from City Center Drive.
• The nature of Penske's business and volume of cars that would be rented from this
location means the proposed use should not significantly increase area traffic.
