TECHNICAL ADVISORY COMMITTEE MARCH 2.0 , 1 9 8 6 Mirzutos COMMITTEE MEMBERS PRESENT: Kent Ward, Steve Couts, Charles Kiphart, Jim Daugherty, John South, Dave Richard, Charles Whitsitt, Randy Powell Larida Caritar Located at 9699 N. Michigan Road, Clay Township, Zoned B-2. Concept Plan. PETITIONER PRESENT: Phil Lande - New Building - 5,000 sq. ft. , maximum of 3 tenants. - Chief Couts will want one of staff on-site when the fuel tanks are installed. - Kent Ward has reviewed drainage plans. - Parking lot to be paved and curbed. - Proposed to pave parking lot when 96th Street improvement completed (will require a variance if not paved by time building is open. ) - Plan will need to show detention limits on site plan. - 96th Street to be improved by State and County in future. - Comprehensive Circulation plan requires 80-ft total right-of-way on 96th, a secondary thoroughfare. We would request Mr. Lande to dedicate 40' half right-of-way on 96th Street per County Engineer and Highway Superintendent. - If new lights, sheilded down type fixtures required. - Will need to develop unified sign package. - Petitioner will seek variance on some signs. - Will need drainage swale on east side of property or install gutter on building and direct water to parking lot. - 96th Street improvement needs to include upgrading drainage swale. - Two curb cuts existing:two proposed. - Parking requires 40 spaces, proposed 42 or 48. - Enclosed trash area proposed. - Show curbing and asphalt on east end of existing building/trash area. - Septic permit has been granted to the new building into existing septic system. - Curb cut approval from Charlie Whitsitt needed. - Check with Hamilton County Health on need for grease trap for Friendly Foods. - Plans will need to show existing and dedicated 96th Street pavement and right-of-way lines. - New culvert pipe to be installed prior to paving. - Petitioner will appear at April TAC meeting with final plans. Woodfield Subdivision , Sectiorns 4 .rid 5 Docket No. 15-86PP, 71 lots on 45.03 acres of land zoned R-1. N.E. of present Woodfield Subdivision, south of 146th St. and east of Gray Rd. in Carmel, IN PETITIONER PRESENT: Stan Neal - Mr. Langston should be present at the TAC meeting. - City sewer and water. - Need letter on annexation. • 1 TECHNICAL ADVISORY COMMITTEE Minutes -March 20, 1986 Page 2 WOODFIELD SUBDIVISION (Continued) - Hamilton County Drainage Board approved concept of rebuilding the Freemont Randal Legal Drain per Board requirements. This will need to be resolved and plan approved prior to Secondary Plat approved by Plan Commission. - Pond will be built with first section construction (Sec. 4) - TAC would request an overall plan showing road drainage in all of Woodfield Subdivision area. - Discussion was held concerning the possible need for the road going north to 146th St. to be paved at some specific time in the future, such as after 75% of the lots are under construction in Sec. 4 and 5. This concern is based on the, number of lots in all of Woodfield Subdivision (142 lots total) being served by only one access road off of Gray Road. - Variance for two private cul-de-sacs and sidewalks not considered. - Private streets even with dedicated right-of-way present special problems for Utility Dept. - In the instance where a water line is stubbed at the end of a cul-de-sac, a fire hydrant and a storm sewer inlet should be located at the end of the cul-de-sac. - Drainage plan not yet approved by City Engineer or County Surveyor. Developer responsible for getting letter by Plan Commission Committee meeting, April 1, 1986. - Fire Chief approved fire hydrant location. - Need additional storm water inlets on Lot 49 and between Lots 40 and 39, and on Lots 36 and 71. TAC recommends approval of technical aspects of project per above comments. Converted from church to office use. 6.07 acres PETITIONER PRESENT: Don Gwinnup - From church to administation offices/no lease spaces - Need four (4) site location maps for Committee members, April 1, 1986. - Septic system to be abandoned. Will go on city sewer per Carmel Board of Public Works. - Drainage - any future development of this parcel will require a comprehensive overall storm water detention facililty. The positive outlet direction and location for the detention area will be determined during the design of the future development plan. This has been approved by City Engineer. - Fire hydrant location across street. - Drainage swale will be installed along northwest corner of parcel to relieve existing drainage problem. - Signage okay. - Landscaping okay. - Road right-of-way, accell/decell lanes, okay - Will reinstall sidewalks - Paved parking and concrete curbs. T r o nw o o d S u b d i v i s i o n Docket No. 17-86PP, 31 lots on 57.83 acres, S-1 zone, south side of 106th and 1000 ft. of Ditch Road. Variance to allow for private streets and 18 ft. street/driveways. PETITIONER PRESENT: Mike Terry, R.J. Klein, Martha Groves, Perry Meeks - Variance request for private streets and 18' streets, loops not curbed. - Chief Couts requests that looped streets be 26' wide for equipment maneuvering. Special architectural treatment of these 26' roads is to be encouraged. - Asphalt Streets proposed. - Streets to be curbed - Dedicated road easement. - No sidewalks proposed. - Homeowners Association will maintain all common areas. - Subsurface drainage provided - Indpls water to be provided. - Septic systems proposed with perimeter subsurface drainage system. - Need for additional drainage easement around perimeter of project, to include outer limits of swale. - 30 ft, z right-of-way on 116th needed to be shown on plans. - Swale on both sides of perimeter / screen earth mounds, show flow arrows on development plan - Entrance off of 116th Street to existing house will be eliminated. - One divided entrance serving 31 lots, no other outlet roads proposed. - Curb cut approval from County Highway will need to be received before construction of houses begins. - Passing lane on 116th will not be required because of power pole location - Accell/decell lanes approved per County Highway. - Clear Springmill Stream - All revisions need to be to D.O.C.D. by March 28, 1986. - Need Chief Couts approval 'of fire hydrant locations by April 1, 1986. PETITIONERS PRESENT: Jim Tuohy, Randy Carroll COMMITTEE MEMBERS PRESENT: Kent Ward, Tom Welch, Chuck Kiphart, Kurt Woerner, John South - New structure is 120 sq. ft. larger than existing structure. - Same architectural materials with addition of red band at top (new photo). - No new signs on kiosk. - Structure will be similar to one at Allisonville Road and 116th Street. - No violations on site per staff investigation. - No permanent signs or logos in windows proposed. - Effect on drainage is minimum. - City engineer approves plans as submitted - Existing parking is sufficient. PETITIONER PRESENT: Dave Freiburger - Variance as related to drainage plan approval for project. - TAC members reviewed drainage plan of proposed building site. - Zoning Ordinance requires all parking lots to be paved and curbed. - Petitioner does not have to curb driveways when there is no parking involved. - Commercial entrance drive radii must be curbed per City - Parking area used as storm water detention must be curbed in order for storm water to be detained on parking lot, northeast corner. - Curbs requested to be eliminated on east side of parcel. Does not affect drainage of project Calvert Res idernce Pond Plan, Sepcial Use, Concept Review, Docket No. S-12-86. PETITIONER PRESENT: Ron Howe - Will be on TAC April 17, 1986 - Emergency spillway elevation, 877 min. - Need seeding plan - Top of dam elevation 879; manhole at street to be changed to inlet - S.C.S. will assist property owner in developing construction plans. PETITIONERS PRESENT: Kevin Hulster, Dale Sollenberger, Steve Schutz, Dennis Grumpp, Bill Strang - Concept drainage plan and revised site plans presented at meeting - Off-site drainage improvements are being discussed and a solution is being developed between all involved parties. - Send copy of revised plans to all TAC members. - Width of through private streets to meet city standards which are 30' wide or back to back if curbed with 60 ft. public easement. - Subsurface drainage in dry detention areas needs to be shown. - Sewer and water lines will be private, built to city specifications. - Show drainage flow arrows for perimeter drainage swales. - Curb cuts per Carmel Board of Public Works - Erosion control plan submitted - Several drainage items to be addressed per Kent Ward and Tom Welch's approval. - Sign package being developed TAC APPROVES TECHNICAL ASPECTS OF PROJECT PER ABOVE COMMENTS BEING INCORPORATED INTO REVISED PLANS. PETITIONER PRESENT: Bob Turner, William Weaver - Outside gravel storage area will need to be fenced, revise plans. TAC APPROVES TECHNICAL ASPECTS OF PLANS PROPOSED PER ABOVE COMMENT Carmel Science and cYiric 1c y Park Apartment Concept Plan, located directly south of Wilson Village Subdivision. PETITIONER PRESENT: Chris White,Dan Mayer, Gordon Mess - Plan Commission will probably require interior sidewalks in project as for Cool Creek Apts. - Plan was presented for general information only - TAC will review final development at a later date. - All parking lots to be curbed. - Recommend use of parking lot inlets with pipes to lakes - Need for third outlet at west end of parcel - Through streets to be 30' wide or apply for variance (was required for Cool Creek Apts. ) - Trash areas enclosed. - Need for additional fire hydrants per Chief Couts. - Project should be fenced for securi.t' reasons, especially north boundry line.
