PROJECT INFORMATION
Introduction (Exhibit No. 1)
This proposed development is located approximately 750 feet west of the
intersection of Ditch Road and 10th Street. "Ironwood" consists of 31 lots for
single family detached dwellings. The development has 1900 feet of frontage
along 106th Street, which shall be utilized for access into the site. Circulation
within the development shall utilize 50 foot private drive easements with 26 foot
wide pavement. The streets will remain privately owned, being maintained by a
homeowners association. The existing zoning classification for the site is S -1.
The development standards for this classification will be met for the proposed
development.
II. Adjacent Use and Zoning (Exhibit No. 1)
the land use surrounding the site consists of the following:

C. Several single family residential dwellings along the north side of 106th
Street

A. Currently used for agricultural production

The zoning classification surrounding the site is presently S -1 residential.
III. Master Plan
As stated earlier, the proposed development conforms to the existing zoning
classification under the master plan. The site having ready access to 106th
Street consequently offers an efficient means to numerous support facilities of a
recreational and commercial nature. Likewise, utility service facilities are
readily available. Water is available from an existing 12" Indianapolis Water
Company main along the north side of 106th Street, terminating near the
proposed entrance to the site. Telephone and electric service is available from
existing overhead lines located along the north side of 106th Street. Gas service
is available, but will require extension of an existing line located along the west
side of Ditch Road. Enclosed within this report are letters from each utility
indicating available capacity to serve the project.
IV. Utility Service Distribution
Utility services will be distributed utilizing undergound delivery systems.
Telephone and electric will utilize cables and transformers to serve individual
lots. Gas and water will utilize pipe. Demands and consumption rates for these
services will not adversely affect present capacities.
Sanitary disposal will utilize a septic system for each individual lot. Estimated
flow will be approximately 310 gallons per day per lot. A statement from the
Hamilton County Health Department is included indicating general acceptance
of this method.
V. Drainage (Exhibit No. 2 and No. 3)
Storm water management will utilize a system of inlets, pipes, subsurface drains
and swales discharging into a proposed 2.4 acre retention pond or Spring Mill
Run. Drainage calculations are included in this report. The Hamilton County
Drainage Board has been supplied with this information and has sent their
comments directly to the Director of Community Development. Spring Mill Run
drains approximately 947 acres to the north of the site. The Indiana Department
of Natural Resources has been informed of this project and has determined the
100 year flood elevation and floodway limit line for the site. An enclosed copy
of the letter from D.N.R. indicates that the project will not be encroaching upon
the floodway.
VI. Soils (Exhibit No. 4)
Four soil classes are present on the site: Brookston, Crosby, Miami and Shoals.
However, only Brookston, Crosby and Miami are of concern, since the Shoals is
within the channel of Spring Mill Run and no proposed development occurs there.
The major obstacle to overcome from a soils perspective is proper drainage.
Subsurface drains should facilitate adequate drainage, and comments from the
Drainage Board and Health Department support this concept. During
construction adequate erosion control measures will occur, which will meet
Hamilton County Soil Conservation Service guidelines. Such measures could
include, but are not limited to, the use of siltation. traps in major swales and
around inlets, use of ground covers to stabilize steep banks, and straw bales
within swale flowlines. A copy of the SCS report is included in this report.
VII. Streets
As indicated earlier, access to the site shall be from 106th Street. All county
highway standards will be met concerning pavement widths, thicknesses and
alignment at the entrance. All streets within the project shall be private and
maintained by the homeowners association. These streets will conform to the
standard for private streets, as outlined in the Carmel zoning ordinances.
Private access drives located at the northwest and southwest corners are
intended to serve only those lots which they abut. Discussion with county
highway engineer indicates general acceptance of the entrance as discussed in a
meeting with the Hamilton County Highway Department engineer and
supervisor. A copy of their acceptance is included in this report.

Dear Mr. Terry and Ms. Groves:
Reference is made to your letter dated January 29, 1986, requesting information
concerning a tract of land located along Spring Mill Run. This site is located
between 600 and 2600 feet west of Ditch Road and extends 1300 feet south of
106th St. in the NE4, Section 9, T. 17 N., R. 3 E., near Carmel, Hamilton
County, Indiana.
There is no recorded historic flood information available for this stream.
Based on detailed topographic mapping, it has been determined that the 100 -year
frequency flood would reach an elevation of 840.0, feet, M.S.L., at the north
end of the site sloping linearly to 832.0 feet of the south end of the site.
The single family dwellings which you have proposed at present are out of the
floodplain and, therefore, do not need approval of the Natural Resources
Commission. However, a portion of the site is in the floodway of Spring Mill
Run (the floodway has been delineated on your contour map), and, therefore,
approval for any present or future construction, excavation, or fill in this
floodway will be required, as provided by the Indiana Flood Control Act of 1945.
Applications and instructions are enclosed.
Pursuant to IC 13 -2 -22, (1945 Flood Control Act) the entire project so be so
designed that it will not restrict the floodway, be unsafe to life and property,
nor adversely affect the fish, wildlife and botanical resources of the floodway.
It is recommended that any buildings proposed for this site be provided with a
flood protection grade set at least two feet above the 100 -year frequency flood.
The flood protection grade is the elevation of the lowest floor of a building or
structure. If a basement is included, the basement floor should be considered
to be the lowest floor.

proposed construction, nor is it a waiver of the provisions of local building
and zoning ordinances.
Your attention is drawn to the fact that the subject property may be located in
a "Special Flood Hazard Area" as defined by the Federal Insurance Administration
as part of the National Flood Insurance Program. As such, present or subsequent
owners may be required to purchase flood insurance as a condition of obtaining a
mortgage on this property. Flood insurance might also be required for any direct
federal assistance for this property, such as disaster aid.
Under the regular phase of the flood insurance program, premiums can be substan-
tial, depending on the type of building and lowest floor elevation, including
basements. It is suggested that the owner discuss this matter with an insurance
agent prior to initiating any plans for construction.

•' Crosby silt loam, 0 -3% slopes - This nearly level,
deep, somewhat poorly drained soil is on slight rises.
This soil has a seansonal high water table, moderate
shrink -swell potential, high frost action and slow
permeability. Large sanitary absorption fields can
help offset slow permability when the water table is
' lowered with subsurface drainage.
Miami silt loam, 2 -6 percent slopes, eroded. This
gently sloping, deep, well drained soil is on rises on
till plains. The main soil features that affect engi-
neering uses are moderate frost action, moderately
slow permability, moderate shrink -swell potential and
low strength. Erosion is a hazard during construction.
Brookston silty clay loam - This deep, very poorly drained, level, soil is in
broad depressions on till plains. Soil features that affect engineering uses
are a seasonal high water table, high potential frost action, moderate shrink-
swell and permability. This soil has a severe limitation for septic fields.
Shoals silt loam - This nearly level, deep, somewhat poorly drained soil is
' on flood plains. It is subject to frequent flooding. This soil is generally
unsuitable for urban development.
' Comments
1. Surface and subsurface drainage entering the property along the west and south
property lines needs to be addressed.
2. Denote flood plain for spring Mill Run and protect with a drainage easement.
3. Show a detailed grading plan. Existing and proposed elevations should be shown.
Fill depths and construction traffic on proposed septic fields should be carefully
analyzed.
4. Storm water, which will include subsurface drainage, must be discharged into
Spring Mill Ron.
5. Evaluate condition of Spring Mill Run and propose improvements.

I have received the preliminary plans for the above - referenced
subdivision from Mike Terry of Mid - States Engineering, Inc.
Upon review of the preliminary plans, it appears there will be
adequate drainage outlets for subsurface drains around the "septic
system" for some of the lots if needed. However, several of the
lots at this time do not have a direct outlet for subsurface drains.
It would appear that at least some of the lots will need sub-
surface drains around the septic system because, according to
the U. S. Department of Agriculture, Soil Survey, the soils con-
sist of Miami B2 D2, Brookston, Crosby and Shoals.
The Hamilton County Health Department strongly recommends that
each lot have an adequate outlet for subsurface drainage.
This department will only consider issuing septic permits for lots
within a 100 year flood plain. No permits will be issued in
any Flood Way.
Additionally, the Hamilton County Health Department will not
guarantee the issuance of a permit for each lot.
Upon request, an on -site soils investigation and site analysis
will be performed to determine several factors, such as the
following:
1. Exact soil type(s).
2. Disturbed and /or compacted lots that may
result from development of the subdivision.
3. Lots with unconsolidated fill material.
4. Available drainage outlets for subsurface drains if
required.
5. Alternative on -site sewage disposal system if
technically feasible.

Dear Mr. Michael Terry:
This letter is to verify that the Indianapolis Water Company
can serve 106th Street and Ditch Road development (MSE- 285 -174)
by "Rule 12" - Main Extensions - of the IWC Rules and
Regulations.
An additional subsequent connector's fee of $3,000.00 will be
required for three lots on 106th Street for the Main Extension
Agreement 81 -61.
IWC easements will be necessary for the 50 feet private streets
in the development. I have attached the present IWC facilities
in 106th Street.
