CRYSTAL FLASH . Petitioners Present: Bill Waddick, Greg Cobb 4' x 10' dock 14' clear between truck and curb for passing Fire extinguisher to be located on dock Received T.A.C. approval contingent on 10# ABC fire extinguisher on dock. 2. DESIGN WOODWORKING 941 S. Range Line Rd. Petitioner Present: Steve Sturtz Entrance curbs to be unchanged Parking lot drainage -- depress lot at NW corner for drainage Direct rear drive drainage & garage to front parking area detention. Show flow arrows. Show curb elevation at NW corner and limit of detention area. Verification of availabilities from Board of Public Works needed. Received T.A.C. approval subject to above. 3. BEVERLY ENTERPRISES S.E. Corner of W. Main Street & Pennsylvania Road Petitioner Present: Mike Comparato, Richard DiLiberty, Al Oak, Joe Sharp. Proposed rezone from S-2 to B-2 & R-5 9 acres to B-2, 16.3 acres to R-5 Development plan under Planned District regualtions will apply to both parcels. Penn Road to improved float Main Street south to south property line of project. City of Carmel standards will apply to Penn Road improvement. 85 Town house units on 16.3 acres (R-5 zoning) 215 Apartments & 59 bed health care facility in retirement center on 9 acres (B-2 Zoning) No direct access between project phases. Sewer - City of Carmel (Annexation anticipated) Water - Untetermined (Carmel or Indianapolis) 2:5 acre retention pond to discharge to south with eventual outlet at Fertig Drain. Letter from property owner to south (currently George Sweet) accepting storm runoff. Future parking area to be developed by a definite date or a variance will be required. Pipe inlets on north side of property will extend to property line. • Flood routing needs to be shown Storm sewer system will be required to continue to south as ground develops. • Accel-Decel lanes required at all curb cuts on Penn Road and Main Street. ▪ Penn Road R-O-W - 35' each half. (70'total ) • Relocate fire hydrants per Fire Chief's recommendation. Sign plan to be developed by November 22, 1983 Committee Meeting. • Lighting plan - OK T.A.C. recommendation - Approval subject to above revisions being incorporated. 4. Health Dept. • Lighting Plan - OK Drainage: Detention area limits need to be shown. Storm water flow direction must be shown. Storm water run-off goes to U.S. 31 roadside ditch (details of ditch needed.) Subserface drain needed along south & west property lines. Swale on north property line to extend west to high point. ▪ Finish Floor Elevation: 861.00 20' perimeter easement needed along south, west, and north lines. Agreement to connect sanitary sewer if within 300' of property line (per Hamilton county Ord.) Carmel Fire- Chief and State Fire Marshal approval required for fire protection system. Sign - Landscape plans - OK State approval required for curb cuts. Petitioners Present: Jim Nelson Attorney Delete parking along south side. Landscaping along north line per review by C. Kiphart. T.A.C. recommended approval based on above. 6. CURRISE & CARLSON Petitioners Present: Al Carlson, Bill Currise, and Jim O'Hara Drainage: Effective drainage system must be approved by appropiate T.A.C. members. Septic system must be approved by Hamilton County Health Department. 7. THISTLEWOCD, SECTION I Petioners Present: Bob Langston and Stan Neal Need construction details (cross section & profile) of detention area. Concrete ditch required in detention area. Detention to be completed prior to building permits being issued. Fire department review and approval of hydrant plan needed. Storm sewer system will be regulated drain. Sanitary system bonds will run to City of Carmel Petitioner to request variance from sidewalk requirement in subdivision regulations. Preliminary plat indicates sidewalks. Proposed project meets techinical requirements. T.A.C. recommends approval subject to above amendments. 8. ST. ELIZABETH SETON CATHOLIC CHURCH Petioners Present: George Rafferty, Will Wright, and Steve Witte Church requests phased development. Phase I involves defering some improvements. Items to be deferred are: 1. Ground sign at 106th Street entrance. -• - 2. Some sidewalks and brick retaining wall around building and Terrace. 3. Tree grates at main entrance. 4. East service road form 106th Street. 5. Sidewalks form Haverstick Road to main building. 6. Sidewalks on other property on Haverstick Road. 7. North parking lot (48 spaces) . 8. Revise curb design in parking lots and drives. 9. Soccer field drainage until soccer field is built. 10. Drainage pipe from north parking lot to first inlet. 11. Culvert under service road at 106th Street. 12. Bollard lights in main parking lot. Pole lights will stay. 13. Four (4) pole lights on access road. 14. Lighting in north parking lot. 15. Landscaping along north to be planned so as not to interfere with ditch maintenance. T.A.C. see no problems with deferring these items.
