The applicant seeks the following development standards variance:
Docket No. 05090013 V ZO Chapter 23D.03.A.l(a)(iii) over 70oh. lot coverage
The site is located at 210 N Range Line Rd. It is zoned B-l/Business and is within the Old Town
Overlay. Filed by Penny Pruett for Bob Wilson Consulting.

The
petitioner
is seeking
vanance
approval to
have
greater
than 70%
lot coverage (impervious surface) on a lot within Old Town. Lot
coverage is comprised of pavement and building footprints. The
2004 aerial picture above shows that the site has very little
green space left.
Analysis:
The site is at the northwest comer of Range Line Rd and 2nd
Street NW. In addition to this request, the petitioner is seeking
Site Plan & Design Review approval to remove two parking lot
grass islands and convert them into additional parking spaces, and plant two additional trees on site.
There is also a utility pole in the place of one of the proposed parking spaces; the cost of moving this
pole is thousands of dollars. The Department and Urban Forester are not in favor of the proposed
changes. (See the attached email correspondence.) He is concerned with the drainage issues and
disappearance of green space within Old Town. It may be the case that there is too much use on this
small lot. If this variance is granted, it will possibly set a negative precedent within Old Town that
paving your whole site is okay.
Findings of Fact:
1.) The approval of this variance will be injurious to the public health, safety, morals, and
general welfare of the community because:
This comer lot already has much of its area paved, with little green space. The character of Old
Town may be compromised if this lot is allowed to further pave over its green space. Also,
adding 2-3 extra parking spaces will not solve the parking issue on the site.
2.) The use and value of the area adjacent to the property included in the variance will be
affected in a substantially adverse manner because:

extra parking spaces will not solve the parking issue on the site.
