Terry Jones and Steve Engelking SPECIAL STUDY COMMITTEE considered the following items: 1. Docket No. 132-00 Z; Dodd Rezone Petitioner seeks a favorable recommendation for a rezone from the S-1/residence district to the B- 8/business district on 11.35± acres. The site is located on the southeast corner of East 146 ' Street and Hazel Dell Parkway. The site is zoned S-1/residence. Filed by Corby D. Thompson of Plum Creek Partners. 2. Docket No. 146-00 DP/ADLS; West Carmel Center, Block F Petitioner seeks approval of plans for a 125,000-square-foot Home Depot home improvement store on 15.00± acres. The site is located at 4155 Retail Parkway. The site is zoned B-3/business and is located within the US 421 Overlay Zone. Filed by Kevin D. McKasson of Glendale Partners. Present for Petitioner: Dave Coots, Attorney, Coots, Henke & Wheeler; Kevin McKasson, Glendale Partners; Jamie Pocezekay, American Consulting Engineers; April Leach, Landscape Architect. Cart coral is of brick design to match building materials. Landscaping on the east side of Commerce Drive, modifications discussed with staff—reviewed by Urban Forester and approved. Jamie Pocezekay, American Consulting says mounding added to west side of project, parking island to middle, shadow box fence material to screen southease corner of project. Mounding and landscaping along US 421. Terry Jones says landscape plan reviewed in November, not the revisions. Architecture does not meet requirements of 421 Overlay. Coots asked for approval conditioned upon architectural issues and landscape review. Additional landscaping was added, over and above landscape plan submitted in November. Kevin McKasson said variance was received on one side of building regarding foundations plantings. Todd Belinger, closest neighbor is now satisfied with landscaping. Leo Dierckman endorsed the building and changes, although it may not necessarily meet Ordinance. Kevin McKasson said the petitioner is willing to add more elements. 1 Jim O'Neal suggested wall that would be agreeable with Department. The Ordinance would be a guideline. One suggestion is to break up wall with faux windows or panels rather than a massive wall. Jim O'Neal moved to forward to Plan Commission with favorable recommendation, subject to architectural and landscaping issues. Motion seconded by Pat Rice, approved 5-0. 3. Docket No. 171-00 ADLS Amend; West Carmel Center, Block A Petitioner seeks approval of the landscape plan for West Carmel Center, Block A. The site is located on the southeast corner of West 106'' Street and North Michigan Road. The site is zoned B-3/business and is located within the US 421/Michigan Road Overlay Zone. Filed by Kevin D. McKasson of Glendale Partners for Walgreens. Present for Petitioner: Dave Coots, Kevin McKasson, Jamie Poczekay. Landscape plans submitted to Scott Brewer;petitioner is being asked to diversify species from original plan. Elevations show screening of dumpster and mechanicals. Terry Jones: Urban Forester received landscape plans yesterday. Landscaping does not meet the Ordinance. The current submission is closer to compliance. Scott Brewer will give a more definitive review. Plan material has been re-located. Overall, the entire area is more in compliance. The splitting into 3 parcels has been resolved and will need to be subdivided. Jim O'Neal moved for approval, seconded by Leo Dierckman, approved 5-0. 4. Docket No. 172-00 ADLS Amend; West Carmel Center, Block A—Wendy's Petitioner seeks approval of the sign package for a Wendy's fast food restaurant and seeks approval to alter the architectural package approved for the structure as part of Docket No. 47-99 DP/ADLS. The site is located at 10585 North Michigan Road. The site is zoned B-3/business and is located within the US 421/Michigan Road Overlay Zone. Filed by Kevin D. McKasson of Glendale Partners for Wendy's. Present: John Thaxton, real estate director, Trident Foods, Wendy's franchise. Band of EFIS added below roof line as requested; dormers added to both west and east elevations. Landscaping: Some trees may have to be removed for sight visibility at intersection, but only one may be affected. Laurance Lillig: Building was thought to face 421 right-of-way, but not so. Drive thru forces building to be oriented as is. Elevations submitted are a definite improvement. Architecture will be a blend of Walgreens and Wendy's. 2 Pat Rice moved for approval, seconded by Jim O'Neal, approved 5-0. 5. Docket No. 183-00 ADLS; Hazel Dell Corner, Lot 6–Children's World Petitioner seeks ADLS approval in order to establish a Children's World day care center on 1.46± acres. The site is located at 13320 Hazel Dell Parkway. The site is zoned B-3/business. Filed by Darren T. Pittman of Falcon Engineering for Aramark Educational Resources. Darren T. Pittman, Falcon Engineering appeared on behalf of petitioner. Children's World at northeast corner of Hazel Dell and 131st Street will have 117 children, 19 staff members. Sample materials presented are in keeping with residential character of neighborhood. Dormers to be added and will soften the building. Address will be in numbers rather than letters for ease of identification for emergency purposes. There is a 30 foot greenspace for buffering between residential; also a 30 foot greenspace on Hazel Dell Commons site with walking trail adjacent to Hazel Dell. Play area is incorporated towards the back and sides of the building with chain link fence to curtail children. There are also 48 parking spaces plus one handicap space. Ground monument sign same brick as building facade. Two parking lot lights, pole mounted. Wall pack lights for building and side areas. Existing, mature trees on west and north sides, majority of landscaping along Hazel Dell Parkway. Several small trees and flowers will buffer parking lot from Hazel Dell; also trees placed sporadically to screen parking lot during pick-up and drop-off times. Laurance Lillig: Department has no issues other than the Dormers, and the petitioner has agreed to comply. Request same materials for dumpster enclosure as for the building-6 feet in height, brick, unloaded from front. Pat Rice: Flags on building not appropriate—Darren Pittman said they will not be utilized. Paul Spranger: Perhaps 4 dormers as opposed to two could be done. Petitioner will draw as an alternate for space and proportionality—maybe can be done—will see in a rendering. Could do four dormers or two dormers at twice proposed size. Laurance Lillig: Children's World signage on gable is not allowed and would require a variance. The lettering is white metal, fencing is black coated vinyl chain link with sidewalk around perimeter of building. Jim O'Neal moved for approval with changes in dormers, and signage an one dumpster detail to match building materials, seconded by Madeline Fitzgerald, approved 5-0. 6. Docket No. 189-00 ADLS Amend; Pearson Ford Petitioner seeks ADLS Amendment approval for the sign package at Pearson Ford. The site is located at 10650 North Michigan Road. The site is zoned B-3/business and is located within the U.S. 421 Overlay Zone. Filed by E. Davis Coots of Coots Henke & Wheeler for Pearson Ford. Dave Coots, Coots Henke & Wheeler appeared for petitioner; also John Pearson, Pearson Ford. 3 The sign lettering is one foot in height. The east elevation will carry New Vehicles Center, pre-owned vehicle center, collision center, parts and service center. The BZA has tabled the replacement of existing pole sign at 421 with ground sign. The Ford oval logo is 9 �/z feet tall. The architectural design of the light band, blue accent lighting, is an issue. Terry Jones stated the band issues were discussed this afternoon. Dept would like band incorporated into Ford sign and then around the building. Collision repair could be constructed as a sign from the beginning to the ending point. What is presented is not fitting for 421 Overlay. Laurance Lillig: The blue band in and of itself is not considered a sign, but the incorporation gives it the aspects of a sign. Again, the band is not in keeping with the 421 Overlay. The overall sign package is consistent with previously approved dealerships in the Township and along 96h Street. However, the package does not exceed previously approved Chrysler dealership to the south Laurance Lillig suggested limiting the base to 7 feet in keeping with the Chrysler dealership on 421. Pat Rice: The lighting and band—either sign or lighting, not architectural. It does not fit within 421. Madeline Fitzgerald: The band should be a single band, not three pieces. Jim O'Neal: likes the project, thought it was classy looking. Agrees with removing pole sign but likes the blue band and thought it accentuated the building. Paul Spranger: The band lighting would be adjusted in accordance with Dept discretion. The light band is not appropriate in the 421 corridor and would set a difficult precedent. The ground sign proportionality would balance the design but not the lighting. Terry Jones said if the band is determined to be a sign, the petitioner would need a variance in addition to the variance for the height of the ground sign. Pat Rice moved to approve the sign package as presented without the band. After further discussion, the motion was WITHDRAWN. Jim O'Neal moved to approve the ground sign as presented, seconded by Madeline Fitzgerald, approved 5-0. Leo Dierckman moved to approve the entire sign package except for the illumination of the band, seconded by Pat Rice, motion denied 3-2 (O'Neal and Spranger) This item Tabled until the February Committee meeting. 7. Docket No. 196-00 ADLS; First Indiana Bank Petitioner seeks Architectural Design, Lighting, Landscaping & Signage approval for a bank. The site is located at 2168 East 116'' Street. The site is zoned B-8/business. Filed by David B. Huffman of CSO Engineers for First Indiana Bank. 4 Present for Petitioner: Phil Nicely, attorney, 600 East 96h Street; Tim Hershey, Dave Huffman,Steve Granner. The building size has increased slightly, the entrance has changed slightly. Merchants Ssquare Drive is to be squared without affecting the building. Elevations submitted of south and west. First Indiana has changed its prototype. As previously approved, the signage on each side would be all the same size-18 inches. Tim Hershey would like building to be completed mid to late summer. Terry Jones: The site is tight with right-of-way involvement and squaring the intersection makes it difficult for building improvements. Previous plan—ATM interfered with traffic circulation. Currently there is a dedicated by-pass lane. Stacking traffic causes internal circulation problems, but would be on bank site only. Laurance Lillig: Previously 4 signs were approved for this site—the Department feels that three signs are adequate. The petitioner entered into an agreement with Redevelopment Commission to acquire a site in City Center as a trade-off on signage. Jim O'Neal moved for approval, seconded by Pat Rice, approved 5-0.
