Please find enclosed one copy of the Secondary Plat and Construction Plans for the Village of
West Clay Section 9007. The plans have been revised per your comment letter dated July 12th,
2004 and various TAC comments. Revisions and /or comments are:
1. Docket number 04070007 SP has been added to the Secondary Plat.
2. The Surveyor's signature and date will be added to the plat at a later date, after all
agency reviews, approvals and final checking of the plat is done. Executed copies will be
forwarded to your office at that time.
3. A concrete monument was added to the northeast corner of lot 91.
4. A copy of the water, sanitary, and drainage system is enclosed.
5. Landscape plans were previously submitted on Jul 17 2004 for TAC review.
6. PUB was changed to PUD per comment.
7. The PUD ordinance number was updated per comment.

The City has received your continent letter and drawings dated November 19, 2004 based upon the City
review of July 28, 2004.
The comments from the City review have been satisfactorily addressed with the following exceptions:
CONSTRUCTION PLAN COMMENTS- SECTION 9007
1. Sheet C101 Development Plan
Comment on previous review: "Correct assumption that Humbolt Lane around Humbolt
Commons will be two -way traffic on either side? Also, Dumbarton around Derry
Common Does the PUD ordinance allow for two -way traffic on streets that are only
eighteen feet wide.
Comment on previous review: "Assume that Humbolt Commons north boundary and the
right of way line is the first circular line? Perhaps a dimension would make this clearer."
It is still unclear what this line represents. Please label and dimension this line on Sheet
C101.
Comment on previous review: "Please define MFPG better for homeowners and
builders. The City has difficulty explaining this item to homeowners both during and
after home construction." Thank you for adding this to the plans. Please add to
subsequent submittals.
Based on additional review, the City provides an additional comment:
1. Please remove the landscape plan from this set of plans. Approval of the landscape plan does not
come from the Department of Engineering.

Dear Mr. Burke:
The City has received your comment letter and revised drawings dated April 5, 2004. Thank you for
addressing the comments in the City's review letter dated February 23, 2004. Based on a review of your
comments and the submitted drawings, the issues from the City's first review were satisfactorily addressed
with the exception of the following:
1. The Secondary Plat still shows the signatories for the Hamilton County Commissioners. Please
revise for the City of Carmel Board of Public Works and Safety.
2. The street underdrain detail still shows the underdrain under portions of the mainline pavement.
Please replace this detail with the City of Carmel standard detail.
3. Revise the note for the Special Straight Curb Inlet Detail to state: "As Detail shows, structure shall
be constructed such that no part of the structure extends under the mainline pavement beyond the
limit of the casting frame."
Based on the same review, the City offers the following comments:
General Items
4. Please show that you have addressed all of comments provided by CrossRoad Engineers as a part
of their Drainage Review.
5. The City agrees to the proposed changes outlined in your letter dated June 14, 2004 as the letter
relates to the revised outfall and pathway alignment modifications to preserve the existing,
established trees and vegetation. The City requests the addition of a 10 -foot easement to allow
access to the pathway for use by the public and for maintenance purposes. How do you propose to
construct the pathway across the proposed pond overflow? Is it possible to relocate the pond
overflow so that the discharge point is to the south, directly into Clay Creek rather than the
roadside ditch?
6. The City assumes that the deceleration lane for southbound traffic on Hoover Road has already
been installed.
Secondary Plat
7. This Department does not desire the overlap of the property boundaries and easements into the
existing Panhandle Eastern Property. This Department understands that prior commitments may
have been made and that this entire development has been through the Primary Plat approval
process. It is unlikely that Panhandle Eastern would allow any other utilities to be constructed
within their easement, defeating the purpose of platting a DU &SE easement on the lots. The City
would prefer the lot line be contiguous with the existing easement limit as is the case with Lots
846 -850 and 834. If the plat will continue to show this overlap, the City recommends the deletion

of the DU &SE easement shown. If the easement must remain as shown, is it warranted to add
language to the plat that any easement or right -of -way shown across the Panhandle Eastern
Pipeline easement is subject to the rights of that easement and their approval?
8. There is no DU &SE at the back of Lots 851 -854. Does the developer ever anticipate the need for
utilities in this area?
9. Please add a 20 -foot Building Line note to Lot 849 on Sheet 4 of 7.
10. Please label the easement at the front of Lots 845 and 846.
Development Plan, Sheets C101 and C102
11. Please define "Engineered Fill" in the specifications and establish a minimum specification for the
material. Edit General Note 14 as needed.
12. Is it possible to move the notes concerning the Panhandle Eastern Pipeline easement to a more
readable part of the sheets?
13. Ensure General Note 9 agrees with the information presented in the details.
14. Please define MFPG better for homeowners and builders. The City has difficulty explaining this
item to homeowners both during and after home construction.
15. All swales shall be a minimum of 1% slope. Please label slopes on the drawings.
16. Add a note to sawcut all existing pavement, walks and curb where new material abuts existing
material. Add a note to sawcut existing pavement and curb at connection of Finchley Road to
provide a smooth transition.
17. Please indicate a flood route for the Block "C Block "D" and Block "E" and surrounding lots
area.
18. Can Structure 708 be constructed with the piping angles and alignments indicated?
19. There is no swale at the back of the lots and Block areas that back up to Meeting House Road.
Will these areas drain directly down, over the curb and into the street drainage system?
20. Will lots 851 -855 drain across the Panhandle Eastern pipeline easement and into Structures 710
and 711?
21. The City recommends pulling the 2.5 -foot radius back at the tip of the wedge of Leighton Court.
This feature would appear to make a turning movement very difficult.
Traffic Control Plan, Sheet C107
22. Please add a note to the Sheets that the placement of all permanent subdivision traffic control
signage is governed by Ordinances under the jurisdiction of the Carmel City Council.
23. The City typically requires no lower than 25 -mph speed limits. Does the proposed 20 -mph limit
conform to the zoning requirements of the Village?
Plan and Profiles, Sheets C201 -C203, Sheets C401 -C403 and Sheets C601 -C603
24. There are a few instances where 2' minimum cover per County Standards is not provided.
25. The City recommends the addition of water main crossings to the Street, Storm and Sanitary
profiles to ensure there are no conflicts.
26. The City typically requires a minimum of 0.3% slope for all storm sewers. However, the proposed
storm water system has been reviewed and approved by the City's consultant.

27. The sanitary sewer between Structures 405 and 406 is very close to the existing pipeline. The
space provided does not allow for much Contractor deviation in construction. How is this sewer to
be installed?
Entrance Plan, Sheet C302
28. Revise the Hoover Road Pavement Section Detail to have the following pavement section: 1.5"
H.A.C. Surface #11 over 5" H.A.C. Base #5D over 7" Compacted #53 Stone over 4" Compacted
#2 Stone.
29. Delete Asphalt Path Section Detail from this sheet.
Maintenance of Traffic Plan, Sheet C303
30. The 4 -inch solid white lane shall be installed at the edge of the widened pavement lane, not the
existing pavement as shown.
31. Revise Note 2 to include notification of the Hamilton County Highway Department, the City
Engineer and all agencies on the Department of Engineering standard notification list, which will
be provided by the Department of Engineering on request.
Details, Sheets C801, C803 and C805
32. It is apparent from the details that chair back curb is to be installed along all roadways. This type
of curb does not facilitate driveway access. Is it intended to cut out the curb and install depressed
curbs when the final driveway location for each lot is determined? Please provide details for
depressed curbs at driveways and for transitions between straight curb and depressed curb. The
City requires Performance Bonds for the Contractor to put the curbing in initially. How does the
builder cutting out and replacing this curbing impact the original work and bond?
33. Recommend structure types noted in the SDT match the detail names.
34. Spacing between sidewalk joints shall be no greater than 1.25 times the width of the sidewalk.
35. Add note that sidewalk at driveways shall be 6" minimum or driveway thickness, whichever is
greater.
36. The City recommends deleting duplicate Manhole and Swale details that appear on Sheets C803
and C805. The County standard details apply for this project.
37. City and County standard is a 6" diameter SSD for street and swale under drains.
38. Replace Detail 7, 10 and 12 on Sheet C801 with the City of Carmel Standard Detail.
39. Edit pavement sections on Detail 1 /C801 to be as follows: 1" H.A.C. Surface #11 over 5" H.A.C.
Base #5D over 7" Compacted #53 Stone. Additionally, add a note to the pavement section
specification and any details that states that all paving is to be completed in the same paving
season.
40. Delete Detail 11 on Sheet C801. The County Detail on Sheet C805 shall be used.
41. Add note to Detail 2 on Sheet C801 that all transverse joints shall be tooled or sawed to 'A of the
walk thickness.
42. Please revise Details 2 and 7 on Sheet C803 to provide precast inlets with precast openings in -lieu
of the reinforced concrete pipe noted.
Please provide our office with a follow up letter and revised plans indicating all revisions. It is critical that
this office be made aware of all modifications made on the plans being re- submitted, particularly if any
such changes are considered "new" or fall outside of the City's initial reviews.

Dear Mr. Burke:
We have reviewed the construction plans submitted to the Hamilton County Surveyor's
Office on July 7, 2004 for this project and have the following comments:
1. The proposed project falls in the jurisdiction of the City of Carmel
2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone.
3. This project will be a Hamilton County Regulated Drain Subdivision, subject to
approval of the Hamilton County Drainage Board. As per the prior agreement for
the Village of West Clay, the underdrains will not be part of the regulated system.
4. The proposed project falls in the Elliott Creek Regulated Drain Watershed.
5. Please submit the following procedural items to this office, petition for regulated
subdivision, outlet permit, subdivision non enforcement agreement (VOWC
Drain), engineer's estimate, and all associated bonds for 120% of construction
cost. The applications are available on our website at
httn: /www.co.hamilton.in.us, go to Departments, Surveyor, and Forms. Please
note a new Petition for Regulated Drain Subdivision is posted on the
Hamilton County website.

6. Per the Hamilton County Surveyor, please design improvements to the Elliott
Creek Regulated Drain from the eastern property line of the Perez property to the
west boundary of VOWC 9005. The scope will include, but not limited to,
dredging, channel widening, channel stabilization, and possible additional
clearing. This watershed is rapidly developing and improvements are needed to
allow for further development to take place. Also, please submit the analysis of
Elliott Creek that was requested with section 9005 of VOWC.
7. Please submit drainage calculation for this section of VOWC.
8. Please include a structure date table, HCSO Standard D -19 as the format, on sheet
C101,
9. Please extend the swale behind lot 114 south to the swale behind lot 116, so the
water can drain out of the swale.
10. Although the underdrains will not be part of the regulated drain, the Hamilton
County Surveyor's Office believes the underdrain in the eyebrow at lot 91, should
be in the outside radius of the eyebrow. This would keep the required SSD lateral
out from under the roadway and will help to ensure problems in the future are
easier to resolve, The HCSO would suggest that 2 SSD risers be set at the high
point of the SSD in the eyebrow (like HCSO Standard SSD -3), to provide an
access point for future maintenance,
11. The rear yard lot dimension is missing on lot 90 on both the construction plans
and the plat.
12. All casting should be labeled "Dump No Waste Drains to Waterway," which are
readily available now from local casting distributors. Please add a note to the
plans that will make the contractor away of this requirement.
13. Please include a landscape plan with the next submittal.
14. Please note that further comments may be necessary at a later date.

This letter is in response to your Secondary Plat Application for Village of WestClay, Section 9007.
This is a preliminary letter to let you begin on revisions. Members at the TAC Meeting will make
additional comments on July 21. Please complete the following items after you have received additional
comments at the TAC Meeting.
Section 9007 Plat
1. Please place docket number on plat: #04070007 SP.
2. Please add surveyor's signature, date, and seal on plat.
3. Please place a concrete monument on the northeast corner of Lot 91.
4. Provide a paragraph describing the water, sanitary sewer, and storm drainage systems.
5. Please provide a landscape plan (2 copies; one to DOCS and one to the Urban Forester) by
July 14 for adequate review.
6. Please change the spelling of `PUB' to `PUD' under the Bulk Area Requirements sections.
7. Also, change the PUD Ordinance No. to the most recent: Z -387, under the Bulk Area
Requirements sections.
Please submit a revised Secondary Plat with the above mentioned changes. Once these changes have
been made and comments addressed, please produce a Mylar copy for signature by this Depaltuient.
Two paper copies of the plat must be filed with the Mylar prior to recording, and three paper copies and a
Mylar of the recorded plat must be submitted following recording. Our approval of the secondary plat
(signature) will be forthcoming upon revision of the plans according to the items listed above.
