H. Public Hearings:
lb. S-1/Residence Ordinance Amendment (85-96 O.A.)
The proposed ordinance was heard at a special meeting on December 11th of the Plan
Comnussion. At that time, the Commission recommended that notices be sent to each property
owner west of Springmill Road affected by the ordinance amendment. On January 24th, 621
notices were sent those affected property owners.
The proposed ordinance changes the allowable density levels for all areas currently zoned
S-1/residence.
•For properties west of Spnngmi'il, north of 116th Street and south of 141st Street, the
proposed density level is a maximum of 1.0 units per acre.
•For properties north of 141st, Street and south of 146th Street, and south of 116th Street
and north of 96th Street, the proposed density level is a maximum of 1.3 units per acre.
•All properties zoned S-1/residence east of Springmill would be allowed a maximum of
3 units per acre.
The Department recommends approval as submitted.
L Old Business:
li. Hills Development (95-96 Z)
The petitioner seeks approval to rezone 8.44 acres of land from R-3/residential to R-
4/residential. The site is located on the south side of 126th Street between the Westpark
Subdivision to the west and the Meridian Corner Shoppes to the east.
The plan as proposed does not meet the recommendations contained within the current
Comprehensive Plan. The land use plan recommends this area be developed as Low Density

Residential with a density level of 1-3 units per acre. The current proposal exceeds 8.5 units per
acre.
In addition, the Thoroughfare Plan calls for a frontage road along the entirety of the
Meridian Street Corridor. The State of Indiana's plans also call for a frontage road along Meridian
Street which would dissect this property.
The Department recommends denial of the project as proposed.
2i. DOZ Office Complex (3-97 ADLS)
The petitioner seeks Architectural Design, Landscaping, Lighting, and Signage approval
to construct a 20,000 square feet medical and general office complex on 2.6 acres.
The Department recommends approval contingent upon a revised landscape plan being
submitted and reviewed.
3i. Cadson Office and Retail Buildings (69-96 DP/ADLS)
Petitioner seeks approval to construct a total of 9,700 square feet in additions to the
existing buildings. The petitioner will also be appearing before the Board of Zoning Appeals for
three variances for the required greenbelt, the required curbing around any new parking areas,
and the required landscaping around the buildings.
The Department has presented another alternative plan to the petitioner for their
consideration.
The Department is continuing to negotiate with the petitioner and will offer a report at
the Plan Commission meeting.
4i. Alley/Frontage Place Ordinance Amendment (88-96 O.A.)
This ordinance amendment would require that lots and houses within a certain distance
of a main road be required to face the street and gain access to that main street by means of an
alley or frontage road.
The Department was asked by the Subdivision Committee to continue to review and re-
work the proposed ordinance and reappear before the Subdivision Committee in 60 days.
5i. Hearing Officer Ordinance Amendment (87-96 O. A.)
This zoning ordinance amendment would establish a Hearing Officer for some matters to
be heard before the Board of Zoning Appeals.
The Plan Commission recommended this proposal be reviewed by the Board of Zoning
Appeals. The BZA reviewed the proposed ordinance at their regularly scheduled meeting on
January 27th. The BZA's overall opinion was that the Hearing Officer position was not needed
at this time, and thus, the Department is withdrawing this proposal from the Plan Commission's
agenda.

New Business:
lj. Executive Commons (6-97 ADLS)
The petitioner seeks approval to construct a 33,000 square feet office complex on 2.714
acres. the site is located 2 lots east of the existing Walgreens facility.
The Department is continuing to work with the petitioner on the details of the proposed
site plan including the curb cut locations, landscaping, and lighting.
The Department recommends this project proceed to the Special Study committee on
March 4th for further review.
2j. Napa Auto Pats (7-97 ADLS)
The petitioner seeks to install a new sign at their location at 111 Medical Drive.
The Department recommends approval as submitted.
