First, the Committee has requested a new Landscape Plan incorporating both the DOZ (Phase I) and Meadowlark (Phase II) sites. The Committee has requested that this new Plan incorporate the following features: • buffering of the residential areas to the north of Phase II and south of Phase I; • a park -like treatment along the eastern part of the project; • landscaping sufficient to buffer the parking lot proposed south of the Phase I buildings should it become necessary for the parking lot to be installed; and, • a return to the native species that were the key feature of the originally approved Landscape Plan for Phase I. Second, the Committee has required the landbanking of the parking proposed south of the Phase l buildings. This will require your clients to apply fora Variance of Section 27.5: Amount of Parking Spaces Required of the Zoning Ordinance. As this Variance petition is made necessary by a requirement of the Plan Commission, the filing fee of $450.00 will be waived. Third, this petition was continued to the January 4, 2000, Special Study Committee meeting and will not be on the December 21, 1999 Plan Commission agenda. The Landscape Plan should be prepared and the Variance petition filed prior to the. January 4, 2000, Special Study Committee meeting. OF COMMUNITY SERVICES RE: Landscape Audit of D.O.Z. Office Complex Dear Special Study Committee, Attached is a copy of the, original landscape plan approved for the D.O.Z. office building. Also attached is a copy of the existing landscaping for the D.O.Z. office building. Red indicates landscape material that matches both the species and location indicated on the original plan. As you can see, there is little similarity between the approved landscape plan and the existing landscaping. From homeowner correspondence in the file, Plan: Commission minutes and the specifics of the landscape plan itself, :it is clear the original intent, of the, landscape plan was to utilize native plant material to integrate-the office buildings into' the surrounding natural wooded environment, to help screen the' surrounding residents from the buildings and to support wildlife in the area. The majority of the plants installed are non -native plants and therefore have little or no, wildlife value. The plant matenal that was to be installed in the back of the building was not installed, leaving no buffering or screening for the adjacent homeowners. The health of the plant material installed varies. With the exception of a few, the majority of shrubs appear to be healthy; however, many of the trees appear to be of poor quality and many of the evergreens indicate poor vitality. Overall, the current landscaping was installed with little regard to the landscape plan approved by the Plan Commission, and it is the Department's opinion that this matter should be weighed carefully when evaluating the Meadowlark Park project.
