MEETING MINUTES
MONDAY, FEBRUARY 17, 2014 - 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEMBERS PRESENT:
Council President W. Eric Seidensticker, Council Members Sue Finkam, Richard L. Sharp, Ronald E.
Carter, Kevin D. Rider, Clerk-Treasurer Diana L. Cordray and Deputy Clerk Lois Craig.
Mayor Brainard, Councilors Schleif and Snyder were not in attendance.
Council President Seidensticker called the meeting to order at 6:03 p.m.
Pastor Steve Wallen, Genesis Church, pronounced the Invocation.
Councilor Sharp led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS:
There were none.
APPROVAL OF MINUTES:
Councilor Sharp made a motion to approve minutes from the February 3, 2014 Regular Meeting.
Councilor Rider seconded. There was no Council discussion. Council President Seidensticker called for
the vote. Minutes were approved 5-0.
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL:
John Accetturo addressed the Council regarding use of residential taxpayer money for
redevelopment.
The following individuals addressed the Council regarding Coyote's in Carmel:
Vincent Mercuri, Alicia Chandler, Judy Campbell, Karen Schneider, Allen Patterson
(representing Hamilton County Parks and Recreation Department) and Kristen Heitman
(representing Providence Wildlife Rehabilitation)
Alex Pegram addressed the Council in opposition of Ordinance D-2161-13 (Use of Weapons
Prohibited)
COUNCIL, MAYORAL AND CLERK-TREASURER COMMENTS/OBSERVATIONS:
Council President Seidensticker referred to Assistant Chief Jim Barlow to address the Council regarding
the Coyote's in Carmel.

Councilor Sharp addressed the Council regarding the Coyote's in Carmel and also congratulated the
Cannel High School girls swim team for their recent 28th consecutive State Championship. Councilor
Sharp also addressed Clerk-Treasurer Diana L. Cordray regarding accounting of the funds received by
the Carmel City Center Development Corp. (4CDC), specifically was any of the money received from
Tax Increment Financing (TIF) funds and information regarding the Carmel Redevelopment
Commission Audit. Clerk-Treasurer Diana L. Cordray addressed the Council.
Councilor Rider addressed the Council regarding the Coyote's in Carmel.
Councilor Carter addressed the Council and thanked Dave Bowers and Bill Hammer for their volunteer
service to the Cannel Redevelopment Commission. Councilor Carter also recognized Cannel resident
Bob Leonard for his recent induction into the Basketball Hall of Fame.
Councilor Finkam addressed the Council regarding the Carmel Porch Fest that will be held in Cannel on
Sunday, September 14, 2014.
ACTION ON MAYORAL VETOES:
There were none.
CLAIMS:
Councilor Sharp made a motion to approve claims in the amount of$1,414,102.05. Councilor Finkam
seconded. There was no Council discussion. Council President Seidensticker called for the vote.
Claims were approved 5-0.
Councilor Finkam made a motion to approve a claim in the amount of$83,709.56. Councilor Sharp
seconded. Council President Seidensticker addressed the Council and presented the background for this
claim (Village Financial) and referred to Bill Hammer, President of the Cannel Redevelopment
Commission to address the Council. Dave Bowers, Council appointee to the Cannel Redevelopment
Commission and Loren Matthes, UMBAUGH also addressed the Council. There was brief Council
discussion. Clerk-Treasurer Diana L. Cordray addressed the Council. Council President Seidensticker
called for the vote. The claim was approved 5-0.
Wire Transfers, Month of January 2014: Councilor Sharp made a motion to acknowledge wire transfers
in the amount of$8,550,343.57. Councilor Finkam seconded. There was no Council discussion.
Council President Seidensticker called for the vote. Wire Transfers were acknowledged 5-0.
COMMITTEE REPORTS:
Council President Seidensticker reported that the Finance, Administration and Rules Committee had not
met. The next meeting will be held on Thursday, February 20, 2014 at 5:30 p.m.
Councilor Sharp reported that the Land Use, Annexation and Economic Development Committee had
not met.
Councilor Carter reported that the Parks, Recreation and Arts Committee had met and discussed the
recent adoption of the bicycle ordinance and also discussed the Parks plans for 2015.

Councilor Seidensticker reported that the Utilities, Transportation and Public Safety Committee had met
and discussed Ordinance D-2154-13, Ordinance D-2161-13 and Ordinance D-2162-13. Ordinance
D-2154-13 and Ordinance D-2162-13 remain in committee. Ordinance D-2161-13 was forwarded to the
full Council with a 3-0 unfavorable recommendation.
Report from the Council Appointee to the Redevelopment Commission. Dave Bowers made a
presentation under item # 8.; Regarding the Village Financial Payment.

Council President Seidensticker announced Resolution CC-02-17-14-01; A Resolution of the Common
Council of the City of Carmel, Indiana, Authorizing a Transfer of Funds by the City of Carmel
Department of Administration ($70,000 from Line Item #4348000-Electricity to Line Item #4460200-

Pools). Councilor Sharp made a motion to move this item into business. Councilor Rider seconded.
Councilor Carter presented this item to the Council and made a motion to approve Resolution
CC-02-17-14-01. Councilor Rider seconded. There was no Council discussion. Council President
Seidensticker called for the vote. Resolution CC-02-17-14-01 was adopted 5-0.
OTHER BUSINESS
Notice of Cancellation of Outstanding Warrants for Fiscal Year 2011 (IC 5-11-10.5). Comments were
offered by Clerk-Treasurer Diana L. Cordray. The amount of Outstanding Warrants is $929.76. There
was no Council discussion. Councilor Finkam made a motion to acknowledge. Councilor Sharp
seconded. There was no Council discussion. Council President Seidensticker called for the vote.
Outstanding Warrants in the amount of$929.76 were acknowledged 5-0.
