MEETING MINUTES
MONDAY, MARCH 3, 2014 - 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEMBERS PRESENT:
Council President W. Eric Seidensticker, Council Members Sue Finkam, Carol Schleif, Richard L.
Sharp, Luci Snyder, Kevin D. Rider, Clerk-Treasurer Diana L. Cordray and Deputy Clerk Lois Craig.
Mayor James Brainard and Councilor Carter were not in attendance.
Council President Seidensticker called the meeting to order at 6:00 p.m.
Pastor Bryan Harrison, Christ Community Church, pronounced the Invocation.
Council President Seidensticker led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS:
Councilor Finkam wanted to thank the City's Public Safety crews publically for their service during the
recent snow storms. In attendance was Street Commissioner, Dave Huffman; Director of Utilities, John
Duffy; Assistant Chief of Police, Jim Barlow; Fire Chief Matt Hoffman; Assistant Fire Chief Dave
Haboush; Assistant Fire Chief Bob Hensley and firefighters from Station 41 and 44. This past
weekend plaques were presented by Mayor Brainard to recognize the City's Public Safety crews for
their hard work.
APPROVAL OF MINUTES:
Councilor Snyder made a motion to approve minutes from the February 17, 2014 Regular Meeting.
Councilor Sharp seconded. There was no Council discussion. Council President Seidensticker called
for the vote. Minutes were approved 4-0 (Councilors Schleif and Snyder abstained).
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL:
There were none.
COUNCIL, MAYORAL AND CLERK-TREASURER COMMENTS/OBSERVATIONS:
Clerk-Treasurer Diana L. Cordray addressed the Council regarding the advertisement and adoption of
the City's 2014 budget.
Councilor Snyder addressed the Council regarding the Hamilton County Humane Society.
Council President Seidensticker stated that the meeting scheduled for Monday, April 7, 2014 would be
cancelled. Carmel Clay Schools will be on Spring break the week of April 7th. A Special Meeting will

be scheduled for Claims approval. Council President Seidensticker also informed the Council that US
31 would be closing early and he has asked City Engineer, Jeremy Cashman, to prepare a presentation
for the next Council meeting which is scheduled for Monday, March 17, 2014 at 6:00 p.m.
ACTION ON MAYORAL VETOES:
There were none.
CLAIMS:
Councilor Sharp made a motion to approve claims in the amount of$3,094,531.51. Councilor Snyder
seconded. There was no Council discussion. Council President Seidensticker called for the vote.
Claims were approved 6-0.
COMMITTEE REPORTS:
Councilor Snyder reported that the Finance, Administration and Rules Committee had not met. The
next meeting will be held on Thursday, March 20, 2014 at 5:30 p.m.
Councilor Sharp reported that the Land Use, Annexation and Economic Development Committee had
not met. The next meeting will be held on Tuesday, March 25, 2014 at 5:30 p.m.
Council President Seidensticker reported that the Parks, Recreation and Arts Committee had not met.
Councilor Schleif reported that the Utilities, Transportation and Public Safety Committee had not met.
The next meeting will be held on Thursday, March 6, 2014 at 6:00 p.m.
Dave Bowers, Council representative on the Carmel Redevelopment Commission, was available for
questions of the Council regarding the financial activities of the Carmel Redevelopment Commission.
There was brief Council discussion. Clerk-Treasurer, Diana L. Cordray, addressed the Council.

Development. Councilor Sharp made a motion to move this item into business. Councilor Rider
seconded and presented this item to the Council. Council President Seidensticker referred to Jon
Dobosiewicz, Land Use Professional, Nelson & Frankenberger, representing the petitioner, to address
the Council. There was no Council discussion. Council President Seidensticker opened the Public
Hearing at 6:49 p.m.

of the Common Council of the City of Cannel, Indiana, Amending the Carmel Drive—Range Line Road
Overlay Zone in the Cannel Zoning Ordinance. Councilor Rider made a motion to move this item into
business. Councilor Sharp seconded. Councilor Rider referred to Adrienne Keeling, Department of
Community Services, to present this item to the Council. There was brief Council discussion. Council
President Seidensticker opened the Public Hearing at 7:31 p.m.

petitioner, to present this item to the Council. There was brief Council discussion. Council President
Seidensticker opened the Public Hearing at 7:43 p.m. Seeing no one who wished to speak, Council
President Seidensticker closed the Public Hearing at 7:43:30 p.m. There was no Council discussion.
