CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, March 19, 2014
Place: Dept. of Community Services Conference Room, 3rd Floor, Carmel City Hall.
Time: 9:00 a.m. (Approximate start times for each item are listed below.)
9:00 a.m. Keystone Woods Subdivision, Cell Tower.
The applicant seeks the following special exception and development standard variance approvals for a
monopole cellular wireless communications tower with accessory structure:
Docket No. 14020014 SE ZO Ch. 25.13 - Towers: Permitted as Special Exception in Residential
Districts.
Docket No. 14020015 V ZO Ch. 25.13.i - Min setback 250’, 125’ requested from north.
Docket No. 14020016 V ZO Ch. 26.01.04- Max Height 120 ft, 150 ft requested.
The site is located at 10636 Lakeshore Dr., northeast of Keystone Pkwy and 106th St., and is zoned S-
2/Residence, within the Keystone Pkwy Overlay. Filed by Jennifer Jones with JB Towers, LLC.
Jenny Jones with JB Towers presented on behalf of the petitioner. This project is a 150-foot monopole tower on
the property owned by Woods Swim Club. The company does not have an FCC license and builds these towers
strictly for co-location. These towers can be used by any wireless carrier, county emergency communications,
wireless internet, or even two-way radios.
Greg Hoyes – Hamilton County Surveyor’s Office
- Letter sent. Since there is only a small increase in pervious area, there are no concerns.
John Thomas – City of Carmel Engineering
- Since the area to construct the tower and drive are greater than one quarter of an acre, a stormwater permit
will need to be filed with the department. The department will require a Storm Water Pollution Prevention
Plan (SWPPP) in the correct format. Also, anything over one quarter acre will require post-construction
BMPs, water quality practices, as well as possible detention. Mr. Thomas said the project is right next to a
creek, so the department will want to make sure this is protected during construction. Mr. Thomas said
there is a landscaped area within the right-of-way. Ms. Jones said the fenced in area for the tower site was a
perfect square, but the current design actually lopsided one side of this in order to preserve trees. Mr.
Thomas said once the full review is complete, the department will issue a comment letter. Mr. Thomas said
the access drive does not need to be curbed, and also the department may possibly need to see the location
of the flood plain limits.

Alexia Donahue-Wold – City of Carmel Planning & Zoning
- Regarding the 15-foot landscaped area being outside of the leased area, Ms. Donahue-Wold asked if there
are potential problems with this area being maintained. Mr. Mindham said an easement may be the solution
to this. Ms. Jones said there is an access and utility easement that currently exists with the homeowners
association, and this may be an area that can be added to that.
9:15 a.m. Docket No. 14020005 DP/ADLS: Penn Circle Phase II.
The applicant seeks site plan and design approval for a 4-story tall apartment building, with 36 units, on 0.73
acres. The site is located at 12346 Old Meridian St., at the southern point of the parcel. The site is zoned OM/O
– Old Meridian District Office Subarea. Filed by Steven Hardin of Faegre Baker Daniels LLP, on behalf of
Milhaus Development LLC.
John Albrecht with DkGr Architects, Aaron Hurt with CEC Engineers, Greg Martin with Milhaus Development,
and Alyson Donica with Faegre Baker Daniels presented on behalf of the petitioner. Mr. Martin said this
project is the second phase of an existing 193-unit apartment development that came through TAC
approximately 36-months ago. Mr. Martin said when the project was started, much of the drainage and other
issues were taken into account in the original design. Phase two of the project will be 36-units fronting on the
corner of Old Meridian St. and Pennsylvania Parkway.
Greg Hoyes – Hamilton County Surveyor’s Office
- Letter sent. The department will require an outlet permit. Mr. Hoyes asked if the calculations were revised
or if this is still part of the master plan. Mr. Hurt said this is still part of the master plan but the developers
have a drainage report that can be sent.
John Thomas – City of Carmel Engineering
- This project is still in review. Mr. Thomas said this project will require a storm water permit. Also, there is
a 6-foot path shown on the plans, but this will need to be 10-feet. Mr. Thomas also said there is a path
transition on Old Meridian Street that is somewhat severe, so the department would like this to be a more
gradual transition. Mr. Thomas asked what the flood protection grades were based on. Mr. Hurt said these
are based on the 100-year flood zone. Mr. Thomas said there is a comment on this plan regarding a low
point, and the department had a question as to why this was indicated on the plans. Mr. Hurt said this was
just to indicate where the water would flow. Mr. Thomas asked if the developers could show where this
water will be routed off-site.
Mr. Thomas said post-construction Best Management Practices (BMP) were already provided, but these
will need to be noted on the plans, and developers will need to provide the construction narrative on the
plans, which will be numbered one through fifteen. Mr. Thomas said there will be Board of Public Works
approvals required for the path cuts of the existing path.

- This project is outside CTRWD jurisdiction. No comments.
Chris Ellison – Carmel Fire Department
- Mr. Ellison said the Fire Department Connection (FDC) is in a poor location, and asked if it can be
relocated along Old Meridian Street to line up with the existing FDCs on the two structures to the north.
Mr. Hurt said this would be possible. Mr. Ellison said this would keep it within 100-feet of the fire hydrant
along Old Meridian Street and also this would be a requirement per NFPA-14 because they will need to
have standpipes in this building. Mr. Ellison asked that this change be made and a drawing submitted to
CFD for review.
Daren Mindham – City of Carmel Urban Forestry
- Comment letter sent. Waiting for a response. Mr. Hurt asked about the landscaping requirement of 30
trees, and asked if it would be possible to request a waiver to reduce this amount. He added that the
concern would be there is not enough room in this area for 30 trees to survive. Mr. Mindham said as long
as the landscaping fulfills a buffer use, there would not be issues, but the waiver would have to go through.

Ms. Conn said the department will need to check if a waiver of 35% reduction can be done by the Plan
Commission. Ms. Conn said anything more than 35% would require a BZA variance. Mr. Martin asked if
the street trees along the path in the right-of-way count toward this number. Mr. Mindham said since this is
not a PUD, the street trees would be separate, and not count toward this number.

Angie Conn – City of Carmel Planning & Zoning
- Comments sent. Ms. Conn said Rachel Keesling will follow-up with an official list of comments. Ms.
Conn said one of the main issues that will need to be discussed is the architecture, as well as the building
materials and colors.
9:25 a.m. Docket No. 14020006 DP/ADLS: AMPG Building
(Accurate Manufactured Products Group, Mayflower Park Subdivision). The applicant seeks site plan and
design approval for a 52,254 sq. ft. building on 5.8 acres. The site is located near 9755 Mayflower Park Dr. and
is zoned I-1/Industrial. Filed by Brad Schrage, P.E. with American Structurepoint, Inc., on behalf of Accurate
Manufactured Products Group, Inc.
Mike Hoopingarner and Josh Hogan with American Structurepoint, and Matt Goldberg with Accurate
Manufactured Products Group presented on behalf of the petitioner. Mr. Hoopingarner said this project is a
manufacturing assembly facility with an office component, and is approximately 45,000 square feet. Mr.
Hoopingarner added that AMPG has a current facility in Marion County, and would like to move to Carmel.
Greg Hoyes – Hamilton County Surveyor’s Office
- Mr. Hoyes said this does not involve anything that drains to a County regulated drain so this will be
Carmel’s review.
John Thomas – City of Carmel Engineering
- These plans are still in review. Mr. Thomas said this project will require a stormwater permit and a
SWPPP. Also, Mr. Thomas said this will require two post-construction BMPs for all of the water quality
volume leaving the site. Mr. Thomas said typically these would need to be in a series and the plans appear
to show this out of sequence with two different sheds, but only one BMP for each of these, instead of two
for each outlet location. Mr. Thomas said at one time, there was a possible detention area to benefit the
right-of-way that was being negotiated on this site, and the department would like to discuss if any progress
has been made on this.
Mr. Thomas said there is no issue with the curb cut locations, but the department would like to know if the
right-of-way will be dedicated consistent with the property to the south. Mr. Thomas asked if there was a
reason the project would be taking drainage to the south and west instead of just the south. Mr. Hogan said
Brad Schrage is the engineer on the project but since he is not in attendance, he would need to address these
questions at a later time. Mr. Hoopingarner asked about an estimated timeframe for receiving a comment
letter. Mr. Thomas said it will depend where the project is in the queue.
Ryan Hartman – Clay Township Regional Waste
- Mr. Hartman asked the byproduct of the facility. Mr. Goldberg said there is no byproduct and the facility
does not discharge anything.
Chris Ellison – Carmel Fire Department
- Mr. Ellison said there is one hydrant that will need to be moved from the east to the southeast of the
property, as well as a hydrant which will need to be added closer to the FDC. Mr. Ellison asked what type
of product will be manufactured. Mr. Goldberg said this facility will manufacture special metal fasteners
and architectural products, so the facility will primarily be used to cut metal.

9:35 a.m. Docket No. 14020007 DP/ADLS: IMPA Conference Center.
The applicant seeks site plan and design approval for a 14,321 sq. ft. building, along with other site
modifications. The applicant also seeks the following zoning waiver approval:
Docket No. 14020019 ZW ZO Chptrs 27.01 & 27.07: Total # parking spaces.
The site is located at 11610 & 11660 N. College Ave. The site is zoned B-6/Business. Filed by Zach Huffman of
Blackline Studio for Architecture, on behalf of the Indiana Municipal Power Agency (IMPA).
Zach Huffman with Black Line Studio Architects, Jacob Kerr and Chirag Patel with Brandt Construction, and
Aaron Hurt with CEC Engineers presented on behalf of the petitioner. Mr. Huffman said Indiana Municipal
Power Agency on the corner of 116th Street and College Avenue has purchased the vacant daycare to the north,
which they would like to turn into a conference center and offices. IMPA would then like to connect the two
buildings. Mr. Huffman said in general the owners would like to make this more of a campus feel, and provide a
warm, welcoming feel when people would drive into the site. Mr. Hurt said the petitioner is proposing
permeable pavers at the entrance turnaround to try to give the project a more upscale feel, as well as manage
storm water.
Greg Hoyes – Hamilton County Surveyor’s Office
- Comment letter sent. This project is covered under the master plan for the Meridian Technology Center,
but a composite plan will need to be provided for the two parcels together, as well as an outlet permit. Mr.
Huffman asked if the Surveyor’s Office has a copy of the master plan. Mr. Hoyes said although he knows
he has parts of the master plan, he will need to look to see if he can locate the plan in its entirety.
John Thomas – City of Carmel Engineering
- Mr. Thomas said the drainage has been master planned. The Engineering Department would like to see
plans to verify the flood routing, as well as to make sure the pipe sizing is adequate. Mr. Thomas said they
will also need to discuss right-of-way dedication on College Avenue and 117th Street, as well as
thoroughfare commitments and a possible path. Mr. Thomas said the BMPs look good, as well as the
concept for the pavers for water quality.

Chris Ellison – Carmel Fire Department
- Mr. Ellison said he met with some representatives from IMPA and proposed changes to the parking lot,
which are now shown on the plans. Mr. Ellison said he does not see any Fire Department Connections on
the plans as well as sprinkler lines for the new addition. Mr. Huffman said the intent is to run a new fire
line out towards College Avenue with the PIV and FDC on the east side of the building along College
Avenue. Mr. Ellison said the developers will need to make sure there are no obstructions between College
Avenue and these devices, and also that the project is within 100-feet of a fire hydrant. Mr. Ellison said
this information will need to be submitted as quickly as possible or else the permitting process could be
delayed. Mr. Ellison said there will not need to be an accessible drive to the PIV, as long as it is in close
proximity to College Avenue.

- Comment letter sent. Mr. Littlejohn had a question about bicycle parking, and asked if a person would need
to carry their bike up steps, or if there was a ramp. Mr. Huffman said the bike parking has recently been
relocated due to this, and it is now located on the southwest corner with much easier access.

of the major issues would be number of parking spots, as well as programming for the venue, specifically
how many people will be in the building at one time.
