The applicant seeks the following development standards variance approval for a residential complex sign: Docket No. 13120003 V ZO CH: 25.07.02-01(e)1: Minimum setback from the street R.O.W. 5-ft; request is to place sign within the R.O.W. The site is located at 9801 Westfield Blvd. The site is zoned Aramore PUD/Planned Unit Development. Filed by Nick Churchill with Pittman Partners. 2. TABLED (V) The Seasons of Carmel, Curbing The applicant seeks the following development standards variance approval for a new apartment complex: Docket No. 14020001 V ZO CH: 27.03.02 Perimeter of Parking Lots & Islands to be Curbed, portions w/no curbing requested The site is located at 9801 Westfield Blvd. The site is zoned PUD (Aramore PUD Z-569-12). (SUA & V) Bethlehem Lutheran Church of Carmel,Expansion The applicant seeks the following special use amendment and variance approvals for a church expansion: Docket No. 14010015 SUA ZO CH 21.05: Expansion of Approved Special Use, greater than 10% requested Docket No. 14010016 V ZO CH 6.04.03.F: Max Lot Coverage.35%, 38.5% requested The site is located at 13225 Illinois Street, and is zoned S-2/Residential. Present for Petitioner: Paul Reis, Attorney; Scott Schutz,Project Manager, Equiteam; George Ferch, Pastor; Carol Becker, Co-Chair, Building Committee for Church WWW CARMEL.IN GOV Page 1 of.3 (317)571-2417 Carmel Board of Zoning Appeals Hearing Officer Meeting February 24,2014 • Existing site and overall area shown o Childcare center southwest of property\ o Office building and small offices north and west o Large common area across from church for subdivisions o US 31 directly east o St. Vincent and Duke office buildings o Church is nice buffer between residential areas and more high intensity areas to east and south • Church is Special Use in residential area o Change in use or building requires Amendment • Allow expansion of church to add seats to bring capacity to 250 • Expansion of parking area to allow 46 new spaces • Addition and expansion will not have negative impact on property value or use of adjoining properties • Very compatible with neighborhood and surrounding commercial uses • No impact on utilities • Additional traffic, primarily on Sundays, will not impact Illinois Street • Variance for lot coverage o Residential district allows 35 percent lot coverage • Addition will increase lot coverage to 38.5 percent • Existing playground will be moved north to accommodate expansion • Existing building materials will be maintained • Site play with new parking and building elevations shown • Building the church toward US 31 (east) with steeple feature • Additional entrances • Landscape plan reviewed and approved by Daren Mindham, Urban Forester Public Hearing closed. Discussion: • Proposed site plan confusing o Looked like two building additions • Only one addition: Sanctuary and connector to existing building • Sanctuary is taller • New parking spaces indicated on site plan o Located toward West Main Street with new additional main entrance • Curb cut obtained as part of new INDOT project Department Report: Alexia Donahue-Wold • Amendment needed to Special Use to add onto the church • Additional parking needed for new size of sanctuary • Design of building will match current architecture • Landscaping installed around building addition Department supports both Dockets with the Condition all Engineering Department issues are resolved to meet the Transportation and Thoroughfare Plans. (Tied to US 31 improvements.)
