Members present were: Leo Dierckm.an, Chairperson; Dave Cremeans; Linda Flanders; Paul rVI p Spranger; Wayne Wilson. Department Staff in attendance: Laurence Lillig. 1. Docket No. 188 Z; DePauw Rezone *This Item Currently Tabled. Petitioner seeks favorable recommendation of a rezone from the S-2/residence district to the B-5/business district on 10.02+ acres. The site is located northwest of West 13 1 s Street and North Meridian Street. The site is zoned S -2 /residence within the US 3I/Meridian Street Overlay Zone. Filed by E. Davis Coots of Coots Henke Wheeler for DePauw University Earlham College. 2. Docket No. 47 01 CA; The Retreat *This Item Currently Tabled. Petitioner seeks Commitment Amendment approval to revise the approved Preliminary Site Plan and No Build Zone. The site is located north of I -465 and west of Westfield Blvd. The site is zoned R -4 Residential. Filed by Harry F. Todd of Gibraltar Properties for Gibraltar Properties, Inc. Note: Items 3 and 4 were heard together. 3. Docket No. 50 -01 CA (Commitment Amendment): 1437 Keystone Way Victory Beauty Systems Petitioner seeks Commitment Amendment approval to permit an additional sign. The site is located at 1437 Keystone Way, northwest of the intersection of North Keystone Avenue (US 431) and East 116` Street. The site is zoned B- 8/Business. Filed by Kevin Miller of Action Sign Company for Victory Beauty Systems. 4. Docket No. 51 01 ADLS: 1437 Keystone Way Victory Beauty Systems Petitioner seeks ADLS approval for a sign. The site is located at 1437 Keystone Way East, northwest of the intersection of East 116 Street and North Keystone Avenue (SR 431). The site is zoned B-8/Business. Present for petitioner: Dave Coots, attorney, and Jim Singleton, property owner. Department comments, Laurence Lillig. The Department has not received an up- dated, dimensional landscape plan. Department recommends negative consideration. There has been no change in conditions that would merit amending the commitments. The CarX sign is not being removed. The petitioner would require a variance through the BZA for a sign facing Keystone Avenue. The committee members suggested eliminating the wing wall, thereby giving the canopy definition. The awning should be taken all the way to the end of the wall. The proposed sign should be pointing down to 25 inches rather than 30. Overall consensus of the committee was to reduce the wing wall and re -scale the sign. Further suggestions: The eastern portion of the building should be re- worked to be more in line with the overall look of Merchants Plaza; the awning would match Linder's, also the EFIS. The Victory sign on the south elevation would be reverse channel letters, backlit, 24, 25 inches in height. Laurence Lillig commented that commitments regarding the west end of the building could be re- worked. When CarX changes to another user, that tenant would come in for similar treatment. Victory Beauty Systems will re- design according to committee suggestions and return to the November committee for review. Drawings of the re- design are to be submitted to the committee and Department in advance of the meeting. Dave Coots will submit dimensional landscape plan. Note: At this point, Dave Cremeans exited the meeting and did not return. 5. Docket No. 97 01 DP /ADLS; Hilton Garden Inn Petitioner seeks Development Plan and Architectural Design, Lighting, Landscaping Signage approval for a Hilton Garden Inn full service hotel. The petitioner proposes to construct a 63,500 square -foot hotel on 5d acres. The site is located at the southeast corner of U.S. 31 and Main Street (131st Street). The site is zoned B-2/Business and is within the US 31/Meridian Street Overlay Zone. Filed by James J. Nelson of Nelson Frankenberger for Meridian Hotel Partners, LLC. Present for petitioner: Jim Nelson of Nelson Frankenberger, Bob and Tim Dora. The petitioner has made certain commitments that are now signed and ready for recording. An area has been reserved for acquisition by the State for 6 years. Another area has been reserved for State acquisition unless the City of Carmel requests acquisition of right -of -way as a part of roadway improvements, in which case, the petitioner will dedicate right -of -way without compensation. Another area, (C is being dedicated at this time. In response to a question from Madeline Fitzgerald at public hearing, the distance from the center 2 line to the entrance is 250 feet. This was reviewed by Technical Advisory Committee and was not thought to be a problem. The p lan has been amended to include a fountain in the lake area in front of the Hotel, possibly g li hted. The landscaping along the north property line adjacent to 131 St Street now provides for the continuation of the 5 Red Oak trees, and the low -lying plant material species has been replaced. The ground sign has been abandoned; there will be signage on the north and south facia of the building only. Jim Nelson displayed materials for the green metal roof on the pavilion area, dark green in color. Department Comments, Laurence Lillig. The landscape plan is to be reviewed by Scott Brewer, Urban Forester. The five items on the department report, (ground sign, fountain in the pond, review of the metal roof and confirmation of right -of -way for the roundabout have been addressed. Soft, up- lighting is suggested to illuminate the building. Linda Flanders moved to recommend approval to the full Commission, subject to the landscape plan review and approval, seconded by Wayne Wilson. The vote was 4 -0 to recommend approval. 6. Docket No. 114 ADLS Amend; RCI Sign Replacement Petitioner seeks Architectural Design, Lighting Signage approval for a new sign. The site is located at 9998 North Michigan Road. The site is zoned I -1 and is within the US 421 Michigan Road Overlay Zone. Filed by Robin Bellefuil for RCI. Ron Bellefuil of RCI appeared before the Committee to formally request a change in illumination on signage on the east side of the building to the new company logo. The new signs would utilize the same materials as is currently being used; the location would be the same, and the lighting intensity would be the same. Department comment. Laurence Lillig cautioned the petitioner about the use of banners seen on this property. The petitioner will comply with the ordinance. Wayne Wilson moved for approval of this item, seconded by Linda Flanders. Approved 4 -0. 7. Docket No. 115 ADLS Amend; Liberty Mutual Sign Petitioner seeks Architectural Design, Lighting Signage approval for a new sign. The site is located at 11611 North Meridian. The site is zoned B- 6/Business and is within the US 31 Meridian Street Overlay Zone. Filed by Staley Signs for Liberty Mutual. Doug Staley of Staley Signs appeared before the committee requesting permission to replace the existing GRE sign with a sign for Liberty Mutual. The proposed sign will be brass color letters, backlit, and halo lighting around the perimeter. The new sign will be in the approximate, same location as the existing same. 3 Paul Spranger moved for the approval of 115 -01 ADLS Amend, seconded by Linda Flanders. The motion passed 4 -0 for approval. 8. Docket No. 118-01 ADLS Amend; Lowe's of Carmel Petitioner seeks amended Architectural Design, Lighting Signage approval for a building modification. The site is located at the southeast corner of 146th Street and US 31. The site is zoned PUD. Filed by Dave Smith of Ratio Architects, Inc. for Lowe's. Dave Smith of Ratio Architects, Inc. appeared before the Committee on behalf of Lowe's. The petitioner is requesting a modification in the building to add windows to match the existing, with pre -cast sills, etc. There will be no open areas as initially planned. Paul Spranger commented that the modification brings the architecture of the building in to congruity; spandrel glass is being used. Laurence Lillig reported that the Department is recommending favorable consideration. Paul Spranger moved for approval of 118 -01 ADLS Amend; Lowe's of Carmel, seconded by Wayne Wilson.
