Dear Mr. Mill:
Thank you for reviewing the plans for the professional office building. Lot 5, Hazel
Dell Comer project. We received ,your comment letter dated March 12, 200 1, on
March 15, 2001, and provide the following responses to your comments:
1. Performance Guarantee Req.ement
Item No.1: We are presently working with the contractor to establish an
estimate of the cost of labor and materials for the installation of the required
monuments. Lot 5 will be improved before Lot 6,' so we will post the
performance guarantee for the shared lot line. We will provide this
information and the performance guarantee to your office as soon as it is
prepared. We understand that the performance guarantee may consist of a
performance bond. or a certified check made payable to the City of Carmel for
100% of the estimate to install the required monuments.
2. Board of Public Works and Safety
Item No.2a Secondary Plat: ,As (ijscussed above, we, ,will post the
perfonnan~e guarantee for 'the required monument, when we obtain a cost
estimate from the contractor. After receiving plan commission approval and
subsequent DOCS approval of the secondary plat, we will submit this plat to
your office for approval.
Item No.2b Consent to Encroach Agreement: There are no plans to irrigate
this project. The retaining wall has been extended out into the landscape
easements to allow for reasonable slopes from the property out to the right-of-
way for the proposed landscaping. The grading in this area is governed by the
finished floo~ elevation, which is governed by the grading of the shared access
from Lot 6. Based on these items, we feel that the encroachment is necessary.
Ample landscaping i'n this area will screen the retaining wall. A second
encroachment reflected on the revised plans is a concrete pathway that was a
requirement of the plan commission to connect the site to the asphalt pathway
along Hazel Dell Parkway. Per our phone discussion on March 16, 2001, we
will be receiving the required forms from your office to start the
encroachment agreement process.

Item No.2c Water and Sewer Availability: We will contaCt the owner and inform him that he
will need to pay the connection fee for water and sewer service from the City of Cannel totaling
$16,019 prior to your apprQval of the constnlction plans.
3. Other
Item No.3: The construction plans have been revised to identify Hazel Dell Road as Hazel Dell
Parkway.
Item No.4: The alignment of the storm sewer by the east parking lot has been revised to agree
with the alignment presented in the Schneider development plan.
Item No.5: The location of Sanitary Manhole No.5 has been revised to agree with the location
presented on the Schneider development plan.
Item No.6: The alignment of the sanitary sewer lateral has been revised to be directly connected
to sanitary manhole No.. 5.
Item No.7: 'The location of the water main in the west right-of-way of Hazel Dell Parkway has
been revised to agree with the location shown on the Schneider development plan. . .
Item No.8: All infrastructure installed with the Schneider development plan has been labeled as
"by others" on our drawings.
Item No.9: The top of casting .and invert elevations have been provided on our drawing sheets
for all structureS to be installed as a part of the Schneider development plan.
Item No. 10: Per our phone conversation on March 16.2001, ACE is presently designing the
retaining wall. We will provide the required detail to your office when the design is complete.
4. Certified Construction Drawings
Item No. 11: We have made' all of the required revisions (including all TAC revisions) to the
drawings.and are submitting the five sets to your office for your approval.
S. Sewer Permit Requirement
Item No. 12: We understand that all water mains, sanitary sewerS and stonn sewers must be
installed with acceptable test results prior to the issuance of a sewer permit, .and that the
commercial curb cut and asphalt path on Hazel Dell Parkway must be complete before we can
obtain a' building permit. As you are aware, Corby Thompson is installing' the on-site
infrastructure with the exception of our water service lateral and sanitary lateral. We will work
closely with Mr. Thompson to identify that these items are complete.
We understand that the following items are required to be submitted to your office prior to
scheduling a pre-submittal meeting to obtain the building permit.
a Sewer permit from Corby Thompson for infrastructure installed in accordance with
Schneider Development plan .
a Confinnation that the commercial curb cut and modifications to the existing asphalt path
have been installed

Dear Sirs:
Thank you for reviewing our plans for the above-referenced project. We received
your comment letter on January 3, 2001. We understand these reVISIons are
necessary to receive approval from your office. We provide the following responses
to your comments:
Water Systems
1. Water meters will be installed in the building.
The attached utility plan has been revised to require the meters and the double
check assembly to be installed inside the building.
2. A valve is required on the service line.
The attached utility plan has been revised to show the addition of a gate valve
on the 2-inch service line.
3. Poured concrete on hydrants or mechanical joints are not alLowed. Provide dry
concrete block and mega-lug restraining glands.
The attached utility plan has been revised to show the proposed water main to
be installed "by others". The water main will be installed by the current
owners of the property as a condition of the owner closing on the property.
We have deleted any details or notes on our plans referencing water main or
hydrant installation. We will forward this requirement to the installers.

Dear Mr. Brewer:
Thank you for reviewing our plans for the above-referenced project. We understand
your office provided the following comments at the T AC meeting on January 17,
2001, and that the revisions are necessary for your office's approval of the plans.
. It would be preferable to stay as far off the west tree line as possible with any
construction activity to preserve the existing tree line.
. Relocate the proposed plantings along the west property line out from under
the canopy of the existing trees.
. Provide tree protection measures and details to protect the existing tree line
during construction.
. Address the proposed utility lines shown under the proposed landscaping to
ensure there are no conflicts.
. Relocate the proposed sign closer to the right-of-way.
. Lower the number of Cimmaron Ash trees and use a different speCIes to
replace the number of Ash trees removed.
. Review the LatinlEnglish names for the proposed plantings in the planting
schedule.
. Identify the existing tree locations and species along Hazel Dell Road.
. Provide tree-protection measures and details to ensure the existing trees on
Hazel Dell Road are not damaged during construction.

Dear Mr. Lillig:
Thank you for reviewing our plans for the above-referenced project. We understand
that your office provided the following comments at the T AC meeting on January 17,
200 1.
1. Move the sign closer to the right-of-way and stay five feet off of the right-of-way
line.
2. Provide 18-foot spaces on the east property line to line up the drive access from
Lot 6 and to provide a wider walkway along the front of the building.
3. Provide 18-foot spaces on the north property line to allow more landscaping
space.
4. Secondary Plat/First Sheet
. Provide a key map showing the location of the property.
. Indicate the Y2 right-of-way for Hazel Dell Parkway.
. Label 131 st Street as East 131 st Street.
. Add Primary and Secondary Plat Docket Numbers.
. Provide the owner's telephone number to the information already shown.
. Indicate dimensions of monuments to be set at the property comers. Refer to
Subdivision Ordinance Section 8.2 for these requirements. This information
should be shown on the site plan as well.
5. Secondary Plat/Second Sheet
. Change the Commission Certification to be the Administrative Certification.
