21. Docket No. 05120002 OA: Patch VI - Ordinance Amendment
The applicant seeks to Amend Chapter 6: Standards of Design and Chapter 9: Plat Certificates,
Deed of Dedication of the Carmel Subdivision Control Ordinance.
The applicant seeks to Amend Chapter 3: Definitions; Chapter 5: S-l/Residence District; Chapter
23C: US Highway 421 - Michigan Road Corridor Overlay Zone; Chapter 23F: Carmel Drive -
Range Line Road Overlay Zone; Chapter 25: Additional Use Regulations; Chapter 25.07: Sign
Ordinance and Appendix A: Schedule of Uses of the Carmel Zoning Ordinance.
Filed by the Carmel Department of Community Services.
Please find enclosed an ordinance amendment draft. The Subdivision Committee returned this
ordinance to the full commission with a favorable recommendation and several revisions, most
notably the removal of sections pertaining to Zoning Ordinance Chapter 5, Chapter 23C and
Appendix A. Other changes were recommended, and are highlighted in yellow in the attached
draft. Below is a summary of the proposal, as revised:
SUBDIVISION CONTROL ORDINANCE
1. Chapter 6: Gates, Private Streets and Subdivision Wall1anguage
2. Chapter 9: Corrections to Plat Certificates
ZONING ORDINANCE
3. Chapter 3: Add definitions for Permanent and Temporary Signs
1. Chapter 5: Remove 11ineral E](traction language from S 1.
5. Chapter 23 C: }1dd maximum standards for percentage and square footage for retail north of 106th
Street in !\1ichigan Road Overlay.
6. Chapter 23F: Allow projecting signs in the Carmel Drive - Range Line Road Overlay.
7. Chapter 25: Clarify private swimming pool setbacks, include subdivision fence/wall standards to
match those in SCO Chapter 6.
8. Chapter 25.07: Further clarify that projecting signs are allowed in Carmel Dr - Range Line Overlay,
reduce size and adjust time limit (# v. % of lots remaining) for Subdivision Construction Signs,
reduce size for some Real Estate Signs, Reformat Interim Sign section.
