Sorry I didn't get back with you sooner. I'm the President of our homeowners association and this spring we had a pipe that
drains into the lake break. I spent the morning working on that, fun huh!
Attached is the letter that he sent with the coverage maps and will answer most of your questions regarding the different color
of the areas. The maps show towers that were are within 4 miles of our proposed site. So in the white areas there probably are
towers; they just weren't within the 4 miles. The red areas are area of noisy signals.
The new tower provides the location for a better signal, so the answer is that this site will provide both coverage and capacity.

On Monday, will you present you findings on the dockets and then I follow? How will we find out if the board wants to hear each
docket separately or will it just be a separate vote?

I also had a few other questions for you.
- Is the new tower proposed for better cell coverage or more for increased capacity like for more data?
- I am still a bit unclear about the coverage maps. I was wondering if you could go into more detail about them. What do the
different colors represent? What is the map showing? Cell phone coverage, data coverage, etc? I ask because based on the
maps it seems there are areas (which are red or no color) which don't have any service. Is this accurate? Or is this map only
showing coverage based on certain towers in the area?

Here are some notes and set up information about the maps for the proposed site at Carmel, IN.
Model: Okumura -Hata- Davidson suburban
Receive height: 6.5'
Receive gain: 0 db
Coverage colors: Green = better than -100 dbm (good signal)
Yellow = -110 to -110 dbm (some noise on signal)
Red = -110 to -120 dbm (noisy signal)
All antennas located at the tops of their towers.
All base station signals transmitted at an ERP of 50 watts.
Carmelproposed is a plot of the coverage of the proposed site with out any others.
Carmelwoproposed is a plot of all other sites in the area with out the proposed site.
Carmelall is a plot of all (including the proposed) sites.
The tower labeled AT &T at 39.926250 & - 86.076778 is listed to New Cingular PCS in the FCC database.
The tower labeled Crown at 39.948351 & - 86.072028 is listed to Pinnacle in the FCC database.
The main noticeable addition by adding the JB site is better coverage in the Home Place, and Echo Crest
areas.

Below are comments for this project specifically addressing the area of landscaping. I have reviewed the drawings and offer the
following comments:
URBAN FORESTRY REVIEW COMMENTS
1) On sheet SP -1, please distinguish between trees being saved and trees being removed. It seems that there are trees
within the wood privacy fence that are being preserved.
2) On sheet SP -1 and SP -2, please label where the tree preservation fencing will be installed. This should be shown outside
the construction limits of the project and in a location to preserve the trees intended. Fencing should also include the
trees south of the 12' wide asphalt drive that need to be protected.
3) On sheet SP -2, will there be additional landscaping installed or will the existing trees be preserved in the '15' landscaped
and maintained area'?
It is important that this office be made aware of modifications made on the plans being re- submitted, particularly if any such
changes are considered new or fall outside of our previous reviews. Please illustrate how these revisions will be addressed,
including changes resulting from Plan Commission, Special Studies or other committee meetings by letter or revised plan. If

I just spoke with Deanna Pitman the school's Principal. She is fine with the construction of the tower, but did wonder if there
was going to be any road closures and when we thought we may start construction. I indicated that construction will probably
be this summer / spring and there won't be any road closures. She said that's fine because it probably won't impact the school.
She did refer me to Ron Farrand at the main office of Carmel /Clay Schools. Mr. Farrand is a member of the TAC committee. He
indicated to Principal Pitman that he doesn't have a problem with JB Towers' proposal.
Also, I am sending the fees and packets to Connie Tingley's attention via fed -ex priority overnight. She should have them before
10:30am.

Hi Alexia,
1. I'm not sure if I sent this photo last time but it is the best "close up" I have on file. I also copied a tower elevation form a
different site that shows (I'm not sure if it is to scale) what Centennial placed on this tower. It was a close mount
platform to which they mounted their antennas. It is important to note that we don't have any wireless licenses with
the FCC and none of the antennas on this tower will be ours.
2. I'm not an engineer, so I'm thinking the antenna distance from the tower is determined by several factors such as tilt
needed for the antennas to work with the rest of their system, number of antennas needed, possible interference
situations , etc. Pictures 1 -A and 1 -B are from a tower vendor Valmont. 1 -A &B show the type of antenna mount used in
the tower elevation. Picture 2 is just another example of an antenna mount. At Valmont alone they had 20 -30 different
types of close mounts.
3. Probably the best page to describe this from is site plan sheet 2. The black box is the actual area we leased. The line that
is inside of the black box with the circles and lines is our fence. That is the area we are cleaning out and will be available
to our tenants.
4. I'm not sure of the aerial, I know the surveyors are really backed up because of all the snow this winter, I'll ask and see.
I'm sure he will do it for us . I'm just not sure when we will get it!
5. This will be our only tower in Carmel right now. However the increase in the green color is because of our new tower.
Also this is a new draft of the site plan there are detail added about protecting existing trees and because of the new fence
design the site will be enclosed with existing vegetation.

1 have a few more follow up questions for this Docket 14020014 -16.
1. The photo example you provided of a monopole with flush mount antennas shows the monopole from far away. 1 was
wondering if you could provide something that shows the monopole closer up. Also, when you submitted the
application you provided a pole elevation illustration. Could you provide something like that showing the flush mount
antennas?
2. What distance will the antennas project form the tower if they are flush mount?
j 3. The new plans show a 15 foot landscaped area, thank you. Is this within the lease area? There is a black box drawn
around the tower area and the landscape buffer goes beyond that box. What does that black box represent?-LeAs
4. Could you provide an aerial with the site plan laid over top?
,/ 5. Finally, on the coverage maps you submitted, there seems to be a lot of yellow and red area. Do these maps only show
coverage for your towers, or does it represent coverage for the area based on all of the towers and carriers in the area?

I received your voice message. Our 36" water transmission main sits in the middle of our 25ft. water line easement, but will
need to be field located to determine the exact location. Our biggest concern with this project is understanding how much cover
the water main will have on tip of it when the project is complete. We would like to see a profile drawing showing any changes
to the existing grade over the water main. Thank you.

In addition to the pole foundation, your site plan calls out for: five (5) separate equipment areas totaling 900
sq.ft.; nearly 500 Ift of proposed asphalt drive (unspecified width); a new asphalt parking area (unspecified
dimensions); and a reconfigured tennis court (unspecified dimensions). My rough scaling off the.pdf provided is
over % acre. Please confirm actual dimensions and total ground disturbance during completion of detailed

Thank you for your reply. The compound area we are requesting is 80' x 80'. There is also an access and utility
easement. The actual ground disturbance is in the drilling of the foundation which typically is a hole 6' in
diameter and around 40' deep, well under the .25 acres. Attached is the site plan. As you will see all the work we
do will be under the 10,890 square foot minimum for further review.

We have no comment with regards to the Special Use or Variance requests. At such time as detailed
construction plans are made available, confirmation of total ground disturbance should be provided. If the
disturbance is greater than or equal to 0.25 acres, then I will require one full size set of plans and drainage
calculations for review per the City's Stormwater Technical Standards Manual.

JB Towers, LLC is seeking a Special Use Approval and approval for two Variances in order to build a monopole
cellular communications tower at 10636 Lakeshore Drive West at Woods Swim Club in Carmel Indiana. The
