Dear Mr. Burke:
The City has received your comment letter and drawings dated September 1, 2005 based upon the City
review of July 12, 2005.
The comments from the City review have been satisfactorily addressed with the following exceptions:
COMMENTS - CONSTRUCTION PLANS
25. Please indicate widening across the property frontage or to the extents of the auxiliary lanes,
whichever is greater for IS-foot travel lanes on the property side of Towne Road. Any new
pavement placed in the Towne Road right-of-way for widening shall meet the following section:
1.5 inches HMA #11 surface on 2 inches HMA #8 binder on 3 inches HMA #5D base on 7 inches
#53 stone on 4 inches #2 stone or match existing, whichever is greater. Please delineate this
section with hatching on the plans and appropriate reference in the legend. Not required, TOlvne
Road is being improved as part of larger project. Did not see where provided on Sheet C302
as noted. City is willing to lvaive this requirement. Adequate lvidening is indicated on 126tb
Street.
26. The City typically requires I" milling with 1.5" H.A.C. #11 resurfacing for the entire width of the
existing roadway across the property frontage or to the limits of the auxiliary lanes, whichever is
greater. Please indicate the milling and resurfacing of Towne Road. Towne Road would then also
need to be restriped with thermoplastic striping. Please develop a plan for the restriping. Please
add a note to this plan that all striping shall be thermoplastic. Please delineate the milling and
resurfacing areas with hatching on the plans and appropriate reference in the legend. It is
understood that TOlvne Road is being improved by Brenwick, the City ,vas remiss in not
requesting this ~llingand resurfacing o( 126tb Street. ,The City normally requests these
improvements across all frontages. 'Vould Brenwick be ,villing 'to consider this for 126th
Street across the Section's frontage? The life of the existing pavement will undoubtedly be
impacted by the increase in traffic due to the sections west of Towne Road.
30. Please add an Asphalt Path Detail that requires 1 inch HMA #11 surface on 2 inches HMA #8
binder on 5 inches #53 stone. Please revise such that it is #11 surface instead of #1 surface.
Based upon additional review, the City provides additional comments:
1. Sheet C801, please revise note with side\valk detail to "ALL TRANSVERSE JOINTS SHALL BE
TOOLED OR SAWED TO ~ OF THE WALK THICKNESS."
2. The Department requires that the construction dra\vings be developed in accordance with the City
of Carmel digital submission standards and that all required submittals for primary plat, secondary
plat, and construction drawings be made.
3. Please confirm with Crossroad Engineers that all of the requirements of the drainage review have
been satisfied.
4. On the north half of 126th Street, please provide widening of the existing travel lanes which are
being widened to 12 feet in each direction across the entire frontage to the existing intersection or
to the limits of the Towne Road improvements.
5. Please edit detaill/C302 for the improvements on the south side.

4. T.A.C. Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department and Hamilton County Surveyor's
Office issues have been resolved. The design engineer must certify all drawings submitted for
final approval. Because of the dual jurisdiction between the City of Carmel and the Hamilton
County Surveyor, we will require a minimum of eight-sets of drawings for approval after all issues
have been resolved. The drawings will be stamped as approved and will be signed by the Carmel
City Engineer. The seven-sets will then sent to the Hamilton County Surveyor's Office for
approval and signatures. Three sets are to be returned to the City of Carmel, The Hamilton
County Surveyor's Office will retain two-sets. The Developer, the Engineer and the Contractor
will each receive one-set.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel's Board of Public Works and Safety.
6. Carmel Utilities/W ater Distribution should be provided copies of all drawings and revisions for
review of water issues. They will provide a separate review regarding these issues.
7. Carmel Utilities subscribes to "Holey Moley" who should be contacted directly for all water main
locations.
8. We have submitted copies of the following previously:

. Subdivision Building Permits
. Permit Data, Contacts, etc.

BONDING REOUIREMENTS
9. Upon initial review, it appears the following bonding requirements will apply to this project:
Performance GuaranteeslEngineer's Estimates
Individual Performance Guarantees will be required for the following subdivision improvements:
. Streets (Base, Binder and Surface. The asphalt surface may not be bonded separately from
the stone base and asphalt binder).
. Perimeter Streets/Roads (126th Street, Towne Road) Right of Way Improvements if applicable
(right of way pavement including accel, decel, passing blisters, widening, stone shoulders,
striping, etc.)
. Curb & Gutters
· Water Mains (Offsite Water Mains may be bonded separately if applicable).
. Street Name Signs
· Sidewalks/Asphalt Paths. May be bonded separately as follows:
Interior - Builder's lot concrete sidewalks within dedicated right of way.
Exterior - All other including concrete sidewalks/asphalt paths in dedicated right of way
adjacent to common areas or perimeter streets.
Note: Storm Sewers/Storm Drainage, Erosion Control and Monuments & Markers bonding
is under the jurisdiction of the Hamilton County Surveyor's Office. Sanitary sewers are
Clay Township Regional Waste District bonding jurisdiction.
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost of labor and materials to construct the individual improvements, to be provided by the
design engineer. Please orovide detailed Ene:ineers Estimates for each imorovement
includine: unit costs.. auantities.. materials and tvoes of materials.. etc. This office is to be
orovided with this detailed estimate orior to or in coniunction with submission to the
OwnerlDevelooer. Upon completion and release of individual Performance Guarantees, a three-
year Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon
15% of the Performance amount for Streets and Curbs and 10% of the Performance amount for all
other improvements. Perform~nce Guarantees may be Performance or Subdivision Bonds or

Irrevocable Letters of Credit. Please reference the enclosures for more detailed explanation of our
procedures.
Right of Way Permit and Bonding
Any work in the dedicated right of way of 126th Street and/or Towne Road will require a Right of
Way Permit. If the work is included in the scope of work of a posted Performance Guarantee, no
additional bonding will be required. Ifit is not included, a License & Permit type Right of Way
bond will be required in the amount of $2,000.00 per instance of work in the right of way. Any
open cut in the pavement of 126th Street or Towne Road will require separate Board of
Public Works and Safety approval.
10. We have engaged Crossroad Engineer's to review all drainage plans and drainage calculations
submitted to this office for review. We will share these review comments from Crossroad
Engineers as they are received.
AVAILABILITY AND CONNECTION FEES
11. Water Availability (acreage) Fees must be paid after all other Engineering Department
requirements have been satisfied and prior to the start of construction activities. Water
A va il ability Fees are based upon total platted acreage for the development at the current rate of
$1,010.00 per acre. Based upon the secondary plat's indicated acreage, the following Water
Availability Fees would apply:
21.989 Acres @ $1,010.00/Acre = $22,209.00
Water Connection Fees are currently $1,310.00/single-family residence/l.0 EDD. Connection
Fees are paid when the infrastructure has been completed, satisfactory test results obtained and the
subdivision has been released for building permits. Water Connection Fees are paid on a per-lot
basis.
· If an irrigation system, swimming pool or clubhouse is planned for this or any future
section of the development, additional Water Connection Fees will be assessed based
upon the recommendation of the Director of Carmel Utilities.
COMMENTS - SECONDARY PLAT
12. The Department recommends a minimum spacing of 500 feet between adjacent
intersections/subdivision entrances. As now shown, there are four 126th Street intersections within
a distance of only approximately 1,000 feet. The functional boundaries of these intersections
overlap and this is not a desirable condition. Please revise such that the minimum 500- foot
spacing is achieved. Please show all existing driveways/entrances on both side of 126th Street and
Towne Road.
COMMENTS - CONSTRUCTION PLANS
13. On Sheet CI0l please show all existing driveways/entrances ori both sides of 126th Street and
Towne Road. Please identify the street on the south side of 126th Street opposite Rhett Street.
14. The utilities are shown as existing. When were plans for these approved, who approved the plans,
and when were the utilities installed?
15. Any off-site easements necessary for installation of utilities must be secured prior to the
Department of Engineering approving the drawings.
16. ADA ramps are required at all locations where the sidewalks or asphalt paths cross the streets.
17. Please indicate and label a 10-foot wide asphalt path along the frontages of 126th Street and Towne
Road.
18. Please provide a continuation of the sidewalk along the south side of Halsey Green, Block "W."
19. The Department recommends that the right-of-way of all interior streets be 50 feet and that the
pavement width be 30 feet.
20. The horizontal curves on St. Julian Street and Buckland Street have radii of only 50 feet. The
minimum required radius is 150 feet.
21. All lots adjacent to side yard easements should be wide enough to accommodate the anticipated
house model and any planned driveways such that there is no encroachment into the easements.
22. Please revise construction plans such that a minimum distance of 500 feet is provided between
adjacent entrances.
