The reduction will allow for the construction of a new addition to the home that will house a main level laundry room and single car garage. HOMEOWNER'S MOTIVATION TO SEEK VARIANCE: 1. SAFETY - The existing driveway that accesses the subject property along Eden Glen Drive has stone retaining walls on both sides of the drive that are approximately 4'-0" in height. The retaining walls impede the view of the sidewalk and street for a driver leaving the property. This causes a potential danger to pedestrians, bicycle, and vehicular traffic along Eden Glen Drive. - The existing home is 1 story above grade with a lower level that has a 3-bay "walk out" garage on the east end of the home. The driveway that accesses the lower level garage is steep and difficult to negotiate in inclement weather situations. 2. ACCESSIBILITY WITHIN THE HOME - The main living areas including the kitchen and bedrooms inside the home are on the main/above grade level. The existing garage and laundry room are on the lower"walk out" level of the home. The homeowner would like to improve the accessibility and convenience within the home by adding the main level laundry room and garage addition to the west end of the existing house. 3. REPLACING A POORLY CONSTRUCTED SCREENED PORCH AT THE WEST END OF THE EXISTING HOME. - A previous homeowner constructed a screened porch/three season's room on the west end of the existing house. The addition was poorly constructed and is failing structurally. The screened porch is not compatible with the original architecture of the house. The proposed addition will replace this existing structure. • SITE ARCHITECTURE. Architecture + Landscape Architecture EXPLANATION OF ITEMS TO SUPPORT VARIANCE: 1. IMPROVING VEHICLE PEDESTRIAN SAFETY ALONG EDEN GLEN DRIVE AND HAMPTON COURT: - The new single car garage addition at the west end of the existing house would be the primary garage used and accessed by the homeowner on a daily basis. Site lines will be much improved for a vehicle coming out of the new proposed driveway on Hampton Court as opposed to the impeded views leaving the existing driveway on Eden Glen Drive. 2. REPLACING A POORLY CONSTRUCTED SCREENED PORCH ADDITION THAT IS NOT ORIGINAL TO THE HOME: - A previous owner of the home constructed an addition to the west end of the house which functions as a screened porch/three season's room. The disadvantages of this existing structure are: a. It is not original to the existing house and is not compatible with the original design. b. It was constructed below standard construction practices and is failing in several aspects. c. It impedes on the existing 35'-0" front yard setback along Hampton Court (currently is approximately 26'-7" from existing R.O.W. line. - This screened porch would be demolished to make way for the new proposed main level laundry and garage addition. The new addition is more compatible with the existing architecture and will be a more appropriate termination to the west end of the home than the existing screened porch structure. 3. AGGREGATE SETBACKS ON ALL SIDES OF THE PROPERTY WILL STILL EXCEED CARMEL ZONING STANDARDS: CARMEL ZONING REQUIRED SETBACKS NORTH = 10'-0' (Side Yard) EAST = 10'-0" (Side Yard) SOUTH = 35'-0" (Front Yard) WEST =35'-0" (Front Yard) Total Aggregate = 90'-0" (All Sides) CURRENT EXISTING SETBACKS NORTH = 56'-11" (Side Yard) EAST= 45'-6" (Side Yard) SOUTH = 52'-0" (Front Yard) WEST =26'-7" (Front Yard) Total Aggregate = 181'-0" (All Sides) SITE ARCHITECTURE Architecture + Landscape Architecture SETBACKS AFTER NEW ADDITION IF VARIANCE IS APPROVED NORTH = 56'-11" (Side Yard) EAST= 45'-6" (Side Yard) SOUTH = 52'-0" (Front Yard) WEST = 13'-0" (Front Yard) Total Aggregate = 167'-5" (All Sides) 4. INCREASED ACCESSIBILITY/CONVENIENCE FOR HOMEOWNER INSIDE THE HOME AND INCREASED PROPERTY VALUE: - The new addition will improve functionality and convenience inside the existing home by adding the laundry and garage functions to the main level. - Property value will increase both by adding functionality inside the home and replacing a poorly constructed addition that is not compatible with the existing architecture.
