COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE MEMBERS PRESENT: Mayor James Brainard, Council President W. Eric Seidensticker, Council Members Sue Finkam, Carol Schleif, Richard L. Sharp, Luci Snyder, Kevin D. Rider, Clerk-Treasurer Diana L. Cordray and Deputy Clerk Lois Craig. Councilor Carter was not in attendance. Mayor Brainard called the meeting to order at 6:00 p.m. Pastor Mark Crull, Northview Church, pronounced the Invocation. Mayor Brainard led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS: There were none. APPROVAL OF MINUTES: Councilor Schleif made a motion to approve minutes from the March 3, 2014 Regular Meeting. Councilor Sharp seconded. There was no Council discussion. Council President Seidensticker called for the vote. Minutes were approved 6-0. RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL: John Accetturo addressed the Council regarding remarks made by Councilor Carter at the February 17, 2014 Council meeting alleging Mr. Accetturo made certain remarks regarding the Redevelopment Commission. Bob Wallace addressed the Council regarding the refinancing of ordinances on this agenda. Mark Westermeier, Director of Cannel Clay Parks, addressed the Council regarding the Cannel Clay Parks recent Accreditation and introduced three visitors; Bill Foelsh—Convent Station, NJ, Jill Wait— Broomfield, CO and Linda Smith— Cary, NC from the Commission Accreditation Park and Recreation Association (CAPRA)peer review visitation team. Jeremy Kashman, City Engineer, provided an update on the IL Street project. 1 COUNCIL, MAYORAL AND CLERK-TREASURER COMMENTS/OBSERVATIONS: Councilor Snyder addressed the Council regarding the Hamilton County Humane Society. ACTION ON MAYORAL VETOES: There were none. CLAIMS: Councilor Schleif made a motion to approve claims in the amount of$2,563,835.92. Councilor Sharp seconded. There was no Council discussion. Council President Seidensticker called for the vote. Claims were approved 6-0. Wire Transfers, Month of February 2014: Councilor Sharp made a motion to acknowledge wire transfers in the amount of$1,151,897.50. Councilor Schleif seconded. There was no Council discussion. Council President Seidensticker called for the vote. Wire Transfers were acknowledged 6-0. COMMITTEE REPORTS: Councilor Snyder reported that the Finance, Administration and Rules Committee had not met. The next meeting will be held on Thursday, March 20, 2014 at 5:30 p.m. Councilor Sharp reported that the Land Use, Annexation and Economic Development Committee had not met. The next meeting will be held on Tuesday, March 25, 2014 at 5:30 p.m. Council President Seidensticker reported that the Parks, Recreation and Arts Committee had not met. Councilor Schleif reported that the Utilities, Transportation and Public Safety Committee had met and discussed Ordinance D-2154-13 which remains in committee. There was brief Council discussion. Councilor Schleif provided a report on the Stonnwater User Fees. The committee also discussed Ordinance D-2162-13 which remains in committee. Report from the Council Appointee to the Redevelopment Commission. No one was available to present a report. OLD BUSINESS Council President Seidensticker announced the Thirteenth Reading of Ordinance D-2144-13; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 4, Section 131(b)(c)(d)(e)(f) "Support for the Arts Fund #504" of the Carmel City Code. Council President Seidensticker lifted this item from the Finance, Administration and Rules Committee. Councilor Snyder addressed the Council and WITHDREW this item. Councilor Sharp made a motion to nominate Joe Griffiths. Councilor Snyder seconded. There were no other nominations. Councilor Sharp made a motion to reappoint Joe Griffiths by acclamation. Councilor Snyder seconded. Without objection from the Council, Joe Griffiths was reappointed to the Carmel Cable and Telecommunication Commission by acclamation. ANNOUNCEMENTS Council President Seidensticker stated that the meeting scheduled for Monday, April 7, 2014 would be cancelled. Carmel Clay Schools will be on Spring break the week of April 7th. A Special Meeting will be scheduled for Claims approval. Mayor Brainard addressed the Council regarding the City's and the Cannel Redevelopment Commission's Fund balance at the end of 2013.
