Plan Commission to review Declaratory Resolution (Resolution No. 6/2/00/A) adopted June
2, 2000) and Economic Development Plan for property located at the southeast corner of US 31 and
East 146`h Street:

Plan Commission to review Declaratory Resolution (Resolution No. 2000-1) adopted
February.25, 2000) and Economic Development Plan for property located in the vicinity of US
421/Michigan Road.
H. Public Hearings:
lh. Docket No. PP; Long Branch Estates
Petitioner requests approval to plat 150 lots on 119.6 acres. The site is located on
the northwest comer of West I W' Street and Shelbome Road. The site is zoned S-
l/Residence and is being developed as a Qualifying Subdivision under Chapter 7 of
the Subdivision Control Ordinance (ROSO). The petitioner also seeks approval of
the following Subdivision Waivers:
108-00a SW SCO 6.3.3 to forego a stub street connection to adjoining
property
108-00b SW SCO 6.3.7 to plat a cul-de-sac greater than 600 feet in length
108-00c SW SCO 7.7(D)(7) to clear more than 50% of scrub woodlands on site
108-00d SW SCO 7.7(D)(8) to clear more than 15% of steep slopes on site
This Item has already been referred to the Subdivision Committee,
however was Tabled due to the discovery of a Notice problem. Commission needs
to determine if the Notice requirement has been met, and if so, suspend Rules in

order to Reopen the Public Hearing on this item. Following the Reopened Public
Hearing, this Item should be placed on the October 3, 2000 Subdivision Committee.
2h. Docket No. 129-00 PP; Primary Plat application for Kosene & Kosene. The
petitioner seeks approval to plat 115 lots on 35.77± acres to be known as Bonbar
Place Subdivision. The site is located on the northwest corner of I-465 and the
Motion Trail. The site is zoned R-1/residence and is being developed as a
Qualifying Subdivision under Chapter 7 of the Subdivision Control Ordinance
(ROSO). The petitioner also seeks approval of the following Subdivision
Waivers:
129-00a SW SCO 6.3.7 to plat a cul-de-sac in excess of 600 feet in length
129-00b SW SCO 6.3.20 to plat private streets
129-00c SW SCO 6.5.1 to plat lots with.less than 50' of public frontage
129-00d SW SCO 7.7(D)(7)to clear more than 50% of the scrub woodlands on
site
The Department recommends that this petition be forwarded to the October 3,
2000, meeting of the Subdivision Committee.
3h. Docket No. 134-00 Z; Rezone petition for Majestic Residence. The petitioner
seeks a favorable recommendation for a rezone from the S-1/residence district to
the B-5/business district on- Lots 29 through 32 of North Augusta Subdivision,
Section 2. The site is located on the southwest corner of North Augusta Drive
and West 97t' Street. The site is zoned S-1/residence and is located_ within the US
421 Overlay Zone.

The Department recommends that this petition be forwarded to the October 3,
2000 meeting of the Special Studies Committee.
4h. Docket No. 135-00 DP/ADLS; Development Plan and Architectural Design,
Lighting & Signage, applications for. Majestic Residence, Inc. The petitioner
seeks approval of three general office. buildings totaling 54,000 square feet. The
site is located on the southwest comer of North Augusta Drive and West 97'
Street. The site is zoned S-1/residence and is located Within the US 421 Overlay
Zone.

5h. Docket No. 141-00 Z; Rezone petition for. C. P. Morgan Communities. The
petitioner seeks a favorable recommendation .for a rezone from the R-1/residence
district to the M-3/manufacturing district on two parcels totaling 7.4f acres. The
site is located at 1306 & 1342 East 116ffi Street. The site is zoned R-1/residence.
This item has been included erroneously, and is being administratively removed.
This does not constitute a Table action.
611. Docket No. 143-00 OA; Ordinance Amendment petition for the City of Carmel.
The petitioner seeks a favorable recommendation for amendments to Section 29.6:
Filing Fees of the Carmel/Clay Zoning Ordinance.
The Department reciuests the Commission suspend Rules and vote to send this to
the City Council with a favorable recommendation.
7h. Docket No. 146-00 DP/ADLS; Development Plan and Architectural Design,
Lighting & Signage applications for Glendale Partners. The petitioner seeks
approval of plans for a 125,000-square-foot Home Depot. home improvement
store on 15.00± acres. The site is located southeast of West 106'h Street and
Michigan Road at West Carmel Center, Block F. The site is zoned B-3/business
and is located within the US 421 Overlay Zone.
The Department recommends, that this petition be forwarded to the October 3,
2000, meeting of the Special Studies Committee:
8h. Docket No. 151-00 DP/ADLS; Development Plan and Architectural Design,
Lighting & Signage applications for Opus North Corporation. The petitioner
seeks approval of plans to establish 3 multi -story, multi -tenant office buildings on
23.67f acres. The site is located on the northwest comer of Pennsylvania
Parkway and West Carmel Drive. The site is zoned B-2/business and is located
within the US 31 Overlay Zone.
The Commission will need to consider suspending Rules to hear this item,
assuming the proper Notice_ requirements for a Zoning Waiver have been met.
Should the item be: heard, the Department recommends it be forwarded to the
October 3, 2000, meeting of the Special Studies Committee.

The petitioner seeks approval to plat one lot on 3.533± acres. The site is located
at 550 West Carmel Drive. at Carmel Science & Technology Park, Block 14, Lot
3. The site is zoned M-3/manufacturing.

This petition .originally appeared on the Juanuary 18, 2000, Plan Commission
agenda; it has been in Special Study Committee since February 1, 2900. At the
July 11, 2000, Special Study Committee meeting this petitionreceived a vote for
negative recommendation. Since Secondary Plats within the Carmel Science &
Technology Park are directly affected by the specific project's Development Plan,
the Department recommends that a decision on this petition be suspended until a
vote has been taken on Docket No. 107-99 DP/ADLS.
2i. Docket No. 107=99 DP/ADLS; Development Plan and Architectural Design,
Lighting & Signage applications for Tower. Design Group, PC. The petitioner
seeks approval to construct seven self -storage buildings with office totaling
69,300 square feet on 3.533± acres to be known as Carmel Drive Storage. The
site is located at 550 West Cannel Drive. on Block 14, Lot 3 of the Cannel Science
& Technology Park. The site is zoned M-3/manufacturing.

This petition originally appeared on 'the January 18, 2000, Plan Commission
Agenda; it has been •in Special Study Committee since February 1, 2000. At the
July 11, 2000, Special Study Committee meeting this petition received a vote for
negative recommendation. The Department will have appropriate Findings -of -
Fact available for use at the meeting should the Commission deny this petition.
3i. Docket No. 109-99 DP/ADLS; Development Plan and Architectural Design,
Lighting, Landscaping & Signage applications for Meridian Hotel Partners. The
petitioner seeks approval to construct a 57,500-square-foot Wingate Inn on
4.066t acres. The site'is located at 1460 West Main Street (northeast corner of
East 131" Street and North Meridian Street). The site is zoned S-2/residential
within the US 31 Overlay Zone.
This item is currently tabled to the November 21, 2000, Plan Commission
meeting as a result of the City Council's August 7t' vote to extend Resolution No.
05-15-00-02 for an additional 90 days. All issues with resbect to the

Development Plan and ADLS petitions have been resolved to the Special Studies
Committee's satisfaction.
4i. Docket No. 57-00 PP; Primary Plat application for Mark Stout Development.
The petitioner requests approval to plat 31 lots on 23.945± acres to be known as
Hazel Dell Pond at Waterstone Subdivision. The site is located northwest of the
intersection of East 116' Street and Hazel Dell Parkway. The site is zoned R-
2/residence and is being developed as a Qualifying Subdivision under Chapter 7
of the Subdivision Control Ordinance (ROSO). The petitioner also seeks approval
of the following Subdivision Waivers:
57-00a SW SCO 6.3.7 to plat a cul-de-sac in excess of 600 feet in length
57-00b SW SCO 6.3.19(1) to taper the required landscape easement to under 20
feet in width.
57-00c SW SCO 6.5.7 to orient dwellings fronting on a thoroughfare
towards the street of lower functional classification
57-00d SW SCO 6:3.6 to plat local streets with 45-foot rights -of -way
This petition received a unanimous (0-7) vote for negative recommendation at the
July 11, 2000, meeting of the Subdivision Committee. Petitioner presented an
alternative plan. for discussion only to the Subdivision Committee, on September
5, 2000. Based on that experience, petitioner will request that the Commission
reassign this matter back to the Subdivison Committee for continued dialogue and
possible_ resolution of concerns. The Department supports this course of action,
and the item should only be heard at Committee if all documents for review,
including revised engineer drawings ca4 be provide to the Department and
Committee members consistent with Article V, Section 4 of the Rules of
Procedure.
5i. Docket No. 77-00 OA; Ordinance Amendment petition for the City of Carmel.
The petitioner seeks a favorable recommendation to. amend the Carmel/Clay
Zoning Ordinance to adopt the OM/Old Meridian District Ordinance.
The Department recommends that this be .referred to the City Council with a
favorable recommendation.

6i. Docket No. 78-00 Z; Rezone petition for the City of Carmel. The petitioner seeks
a favorable recommendation of a rezone from S-2; R-1; R-3; R-5; B-l; B-2; B-3;
B-5; B-7; I-1; M-3; and PUD to OM on 370.35± acres. The site is zoned S-
2/residence; R-1/residence; R-3/residence; R-5/residence; B-1/bu:siness; B-
2/business; B-3/business; B-5/business; B-7/business;. I-1/industrial; M-
3/manufacturing; and PUD/planned unit development.
The Department recommends that this be referred to the City Council with a
7i. Docket No. 82-00 OA; Ordinance Amendment petition for the City of Carmel.
The petitioner seeks a favorable recommendation for amendments to Chapter 7 of
the Carmel/Clay Subdivision Control Ordinance (ROSO).
The Subdivision Committee reviewed the recommended changes offered by the
City Council to this document, and with the exception of the Density Bonus,
agreed with the recommendations of the Council. The Commission should vote
to return this matter with a favorable recommendation to the City Council, calling
attention to the Density Bonus amendment.
8i. Docket No. 83-00 PP Amend; Primary Plat Amendment application for Estes
Chevrolet. The petitioner seeks approval to replat North American Park, Lot 3.
The site is located at 4102 West 96`h Street. The site is zoned B-2/business and is
located within the US 421 Overlay Zone.
Note: This item is paired with Item 6i. under Old Business (Docket No. 84-00
DPIADLS).
This petition received a favorable vote at committee, and is ready for favorable
consideration by the Commission.
9i. Docket. No. 84-00 DP/ADLS; Development Plan and Architectural Design,
Lighting & Signage applications for Estes Chevrolet. The petitioner seeks
approval to establish an automobile dealership at North American Park, Lot 3a.
The site is located at 4102 West 96`h Street. The site is zoned B-2/business and is

This petition received a favorable vote at committee, and is ready for favorable
consideration by the Commission.
Ili. Docket No. 131-00 DP/ADLS; Development Plan and Architectural Design,
Lighting & Signage applications for Chrysler Realty. The petitioner seeks
approval to establish an automobile dealership on 7.351f acres. The site is
located on Block 6, Lot 2 of Mayflower Park Subdivision. The site is on the
southwest corner of West 99' Street and Michigan Road. The site is zoned I-
1/industrial and is located in the US 421 Overlay Zone.
This petition received a favorable vote at committee, and is ready for favorable
consideration by the Commission. Petitioner has filed for BZA variances for
reductions in foundation and peripheral plantings; the Greenbelt requirement;
parking lot plantings; and sign variances, all of which will be heard on September
25, 2000.
12i. Docket No. 133-00 PP; Primary Plat application for Reserve at Springmill, LLC.
The petitioner seeks approval to plat 25 lots on 45.3± acres to be known as The
Estates of West Clay Subdivision. The site, is located on the northwest corner of
West 1315` Street and Ditch Road. The site is zoned S-1/residence and is being
platted as a Non -Qualifying Subdivision under Chapter 7 of the Subdivision
Control Ordinance (ROSO). The petitioner also seeks approval of the following
Subdivision Waivers:
133-00a SW SCO 6.3.4 forego connection. of stub to Village of WestClay
133-00b SW SCO 6.3.6 26' pavement width
133-00c SW SCO 6.3.19 plat lots within 50' of a Collector (both West 131s`
Street and Ditch Road)

This petition received a favorable vote at Committee. The Department remains
opposed to the approval of the Waivers requested, because the subdivison could
be designed in a manner Which would comply with the requirements of the
Subdivison Regulation.

13i. Docket No. 138-00 Z; Rezone .petition for Carmel Ace Hardware, Inc. The
petitioner seeks a favorable recommendation for a rezone from the R-2/residence
district to the B-7/business district 'on Lots 2 and 3 of Newark Village
Subdivision. The site islocated on the northwest corner of Pawnee Road and
Winona Drive. The site is zoned R-2/residence.
This item is coupled with Docket No. 139-00 DP/ADLS, which remains at Special
Studies Committee.
This petition, receiveda favorable recommendation at Committee, and is ready for
a favorable recommendation to they City Council by the Full Commission.
