As a current resident of Blackwell Park, I fully support variances to the current Carmel codes, if it allows Blackwell Park II to have the same lots/setbacks that the first phase of Blackwell Park enjoys. Such lots should enhance the appeal & property value of the Old Town section of Carmel --a process that I, as a current homeowner,would like to see continue. I am in support of more single-family homes in the neighborhood and appreciate the inclusion of a park space, which will be very popular with children. Both of these will continue making our neighborhood a wonderful example of how Carmel is leading the design of great places in the Midwest. While homes and park spaces are good, we also live on our streets and sidewalks. For the most part, cars move pretty slow in the neighborhood, which is a testament to good street design a generation ago. Blackwell Park Phase Two seems to deviate from the established street design at the intersection of 7th Street NE and the new 3rd Ave NE.The included curve will only allow cars to move faster and put pedestrians at risk. For the level of cars here, I believe a more appropriate design would allow 3rd Ave NE to meet 7th Street NE at "90 degrees" in the same manner as 2nd Ave NE today. Buses, firetrucks, and other heavy vehicles have all traversed this corner on a regular basis without issue.Second, I would request that a stop sign be present at all approaches at each intersection on this plat.Together, I believe this development and these two design elements would allow pedestrians to continue to have superiority over cars in our neighborhood and keep it one of the most desirable housing markets in the Indianapolis area. We have lived in the community for two years and have really enjoyed seeing the progress in the Arts and Design District. We love the community and are extremely thankful that we built a home here with Justin Moffitt and his company, Old Town Design Group. We feel that Justin has been very involved and instrumental in the growth of this community. The redevelopment of the property, including Burnett Court, will be a great benefit to the neighborhood and will continue the trend of improved property values for the entire area. The increased value of the newly constructed homes will bring much needed tax dollars to the city. A major draw to the community of course, is the proximity to restaurants and retail businesses in Old Town and Clay Terrace; those businesses will benefit from the expansion as well. Lastly, I'd like to comment on the proposed property lot sizes in Blackwell Park Phase II. I would argue that there is a demographic that finds a smaller lot size appealing. Busy families, empty nesters or families downsizing from a larger home may be interested in less maintenance. I personally like that I can step out on to my front or back porch and have a chat with a neighbor. For my family it's an increased sense of community and something that we really cherish. We have thoroughly enjoyed living in this great neighborhood. The closeness of the Monon and wonderful shops and restaurants are a real plus. It's no wonder this area has become very popular and many people desire to live here. We know change is difficult for many people. Not knowing how our lives will be affected by new things can be frightening. But we do know that Old Town is changing. The land is too valuable to leave undeveloped. We have watched the building that Old Town Design Group has facilitated for several years now. We believe they build a quality product and have been honest and aboveboard with their communications and dealings. At least one member of the development team lives in the neighborhood and thus has an invested interest in how the area grows. I have no objections to Old Town Design Group's plans and would much rather have them develop the land than an outside developer who has little knowledge of this area. In fact, the flow of homes, scenery, and sidewalks will be vastly improved.This will also increase tax revenues for the city,as the new homes will surely double revenue quickly. I live just down the street at 120 Sylvan Lane. We take 5th Street every day,and it needs to be widened and improved to handle the traffic. Carmel is a walking downtown area,and sidewalks would improve family life, allow for more safety, and be welcome to the eye as well as to the added cars/traffic. Please ensure this is addressed. It will lie outside the Character Sub-Area of the Old Town District Overlay Zone, but it will embody the spirit of the area by extending the same architectural characteristics. Others could develop this area in a way that is less responsible to the vision of the OTDOZ concept because of its location. I was unsure how the first Blackwell Park development would impact those of us who already lived here. I was concerned about losing the green space, construction traffic, property values,parking, new neighbors.... Now that phase one is complete, I have to be honest....
