Gentlemen:
We are requesting your review and approval for variances to the
building code for this project as follows:
1 . Delete one hour floor assembly and open center stair at all
levels <Stair enclosure Section 3308(a)>. Provide supervised
automatic sprinklers throughout the entire building tied to
local fire department.
2. Delete requirement for rated corridor walls including elevator
lobby vestibules <Section 3304(8&h)>. Provide supervised
smoke detectors in all public corridors. Tie supervision to
local fire department.
The leasable office space market is so competitive that building
owners need to offer greater flexibility for interior office
development conventional codes will allow in this proposed
building location on the meridian corridor. Alternative systems
proposed actually improve life safety features of the project by
greatly improving response time to stopping fires and protecting
occupants.
Two separate checks for $150.00 each are submitted along with this
letter. Checks are made out to "State Building Commissioner
Fund".
Five sets of plans for the proposed building are submitted. Plans
for supervised sprinkler system and smoke detection system will be
submitted on contractor's shop drawings for review by agency
staff.

Dear Mike:
In summarizing our January 7th meeting with Mr. Frank M. Deal, Jr. , we reviewed
the open center stair proposed for the Wainwright Building. As discussed, it is
now probable that this center stair will serve as a required exit due to leasing
considerations. Use of this stair as an exit means compliance or variance with
several specific code requirements.
Based on our meeting with Frank Deal, some design options available are:
1 . Open stair at first floor, stair enclosed at second and third floors,
provide supervised automatic sprinklers throughout the first floor,
provide supervised smoke detectors in first floor public corridors, with
all supervision tied to local fire department or approved central alarm
station. Building would have 1-hour fire resistive floor ceiling
assembly throughout. We would need to obtain, a variance on the stair
enclosure [Section 3308 (a)] and we could apply for a variance on first
floor corridor walls [Section 3304 (g&h)]. The issue of elevator lobby
vestibules on the second and third floors needs to be resolved.
2. Open center stair at all levels, provide supervised automatic sprinklers
throughout the entire building , with supervision tied to local fire
department or approved central alarm station, and provide a 1-hour fire
resistive floor ceiling assembly throughout (Type II 1-hour construc-
tion) . We could obtain variances on stair enclosure [Section 3308 (a)]
and corridor walls [Section 3304 (g&h)] including all elevator lobby
vestibules.

Dear Mr. Kiphart:
We, as architects for the Wainwright Meridian Plaza project at
106th and U.S. 31 , are filing for a variance with the Dept.
of Fire Prevention & ' Building Safety. We would appreciate.
your review of the plans enclosed and our summary of variance
items being requested as stated below:
1 . We would like to delete the enclosure wall on 3 sides of
the central stair. Two additional stairs are enclosed.
The owner wishes a more pleasing and inviting central stair.
2. We would like to delete the one hour wall requirement at
the north end of the 1st floor corridor where the entry
to the branch bank exists. One hour construction destroys
the aesthetic intent of the bank entry.
In order to provide equivalent or better life safety conditions,
we are proposing the use of sprinklers around the open sides of the
center stair plus sprinklers throughout the first floor lobby and
core area. Sprinkler heads will also be placed at the bank entry
at the north corridor end where approximately 6 lineal feet of one
hour wall is deleted.
We would appreciate your review of_ this variance proposal so
that we can complete plans by January 1 , 1985. A copy of the
Dept of Fire Prevention and Building Safety variance format is en-
closed also for your reference. We would also appreciate your
helping us obtain a letter as described in Paragraph 1 (f) . from
the appropriate official .
