Docket No. 05030024 PP: Sweet Charity Estates The petitioner has not responded to the May 18,2005 TAC review comments from the Department of Engineering and to our knowledge, has not addressed the concerns raised at that time. The following are the major points to be addressed: a. Please provide for the potential development of the properties to the north, south, and east of Sweet Charity Estates by providing internal stub streets. This should facilitate connection to these properties and eliminate the need for additional accesses from Ditch Road and 116th Street. b. Provide detention volume for the fully developed site and for the fully developed thoroughfare plan right-of-way for the Ditch Road and 116th Street frontages. This requirement shall apply regardless of watershed limits. Please provide adequately sized pipes to carry water from the streets to the proposed ponds. c. Any new pavement placed in the Ditch Road and 116th Street Road rights-of-way for widening, for auxiliary lanes and for each entrance up to the mainline right-of-way limit shall meet the following section: 1.5 inches HMA #11 surface on 2 inches HMA #8 binder on 3 inches HMA #5D base on 7 inches #53 stone on 4 inches #2 stone or match existing, whichever is greater. e. Provide 1" milling with 1.5" H.A.C. #11 resurfacing for the entire width of the existing roadway across the property frontage or to the limits of the auxiliary lanes, whichever is greater. Performance Guarantees/Engineer's Estimates The required multi-use path in the right of way of 116th Street and all road improvement required on 116th Street will require an Engineer's Estimate for 1000/0 of the cost of materials and labor for construction. A Performance Guarantee for Right of'vVay Improvements, in the amount of the Engineer's Estimate, will be required. Additionally, a 15% 3-year Maintenance Guarantee will be required for the Right of Way Improvements path after the Performance Guarantee has been released. 7. Street CutIRight of Way Permit and Bonding Requirements Any work in the dedicated right of way of 116th Street will require a Right of Way Permit. If the work in the right of way is not included in the scope of work ofa Performance Bond, a separate License & Permit Bond will be required. The bond amount will be determined by the number of instances of work in the right of way @ $2,000.00 per instance. Open pavement cuts in dedicated streets require approval by our Board of Public Works and Safety. Please contact our Right of Way Manager, Fred Glaser, to arrange permitting and bonding. PRELIMINARY PLAT COMMENTS 8. Please dimension the entrances to Sweet Charity Estates on Ditch Road and 116th Street. Each entrance shall be a maximum of 46 feet wide including the width of the median~ 9. Please label the streets that are aligned with each of the proposed entrances. 10. The left turn lanes of the proposed entrances and the drives or streets opposite them must be aligned. 11. Please label the existing and proposed rights-of-way for Ditch road and 116th Street. If existing right-of-way is less than that prescribed on the 20 Year Thoroughfare Plan, additional right-of-way must be dedicated. 12. Please dimension the auxiliary lanes at each of the entrances. The auxiliary lanes must meet the dimensional standard based on road classification. 13. Please label the curb return radii at each entrance. The curb return radii must be a minimum of 40 feet. 14. Please label the right-of-way of the interior streets. This must be a minimum of 50 feet. 15. Please indicate and la1Jel the pavement radius for each cul-de-sac. Please add a note to the site plan that all existing pavement shall be sawcut to a clean edge where new pavement (for \videning or for auxiliary lanes) is to be installed adjacent to existing pavement. Any new pavement placed in the Ditch Road or 116th Street rights-of-way for widening, for auxiliary lanes and for each entrance up to the mainline right-of-way limit shall meet the following section: 1.5 inches HMA #11 surface on 2 inches HMA #8 binder on 3 inches HMA #5D base on 7 inches #53 stone on 4 inches #2 stone or match existing, whichever is greater. Please delineate this section with hatching on the plans and appropriate reference in the legend. 19. The City typically requires 1" milling with 1.5" H.A.C. #11 resurfacing for the entire width of the existing roadway across the property frontage 116th Street and Ditch Road) or to the limits of the auxiliary lanes, whichever is greater. The roadway would then also need to be restriped with thermoplastic striping. Please develop a plan for the restriping and for striping of the auxiliary lanes. Please add a note to this plan that all striping shall be thermoplastic. Please delineate the inilling and resurfacing areas \vith hatching on the plans and appropriate reference in the legend. 20. Please provide detention volume for the fully developed thoroughfare plan right-of-way for the Ditch Road and 116th Street frontages. This requirement shall apply regardless of watershed limits.
