The technical review and comments are intended to evaluate the completeness of the Construction/Stormwater Pollution
Prevention Plan for the project. The Plan submitted was not reviewedfor the adequacy of the engineering design. All
measures included in the plan, as well as those recommended in the comments should be evaluated as to their feasibility
by a qualified individual with structural measures designed by a qualified engineer. The Plan has not been reviewed
or other local, state, or federal permits that may be required to proceed with this project. Additional information,
including design calculations may be requested to further evaluate the Plan.
All proposed stormwater pollution prevention measures and those referenced in this review must meet the design criteria
and standards set forth in the "Indiana Stormwater Quality Manual" from the Indiana Department of Natural

Stormwater Pollution Prevention Plan - Construction Component (Section B)
The construction component of the Stormwater Pollution Prevention Plan includes stormwater quality
measures to address erosion, sedimentation, and other pollutants associated with land disturbance and
construction activities. Proper implementation of the plan and inspections of the construction site are
necessary to minimize the discharge of po llu tan ts. The Project Site Owner should be aware that
unforeseen construction activities and weather conditions may affect the performance of a practice or the
effectiveness of the plan. The plan must be aflexible document, with provisions to modify or substitute
practices as necessary.

approved for construction until all Engineering Department and Carmel Utilities issues have been
resolved. The design engineer must certify all drawings submitted for fmal approval. We will
require a minimum of three-sets of drawings for approval after all issues have been resolved. The
drawings will be stamped as approved and will be signed by the City Engineer. One set will be
distributed to the Owner/Developer to be maintained on the construction site. The Engineering
Department will retain two sets. Ifmore than one approved/signed set is desired, we will approve
a maximum of two additional sets for a total of five. However, the additional sets must be
submitted with the required three sets.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel's Board of Public Works and Safety.
6. We are enclosing copies of the following information for yoUr use:

BONDING REQUIREMENTS
7. Upon initial review, it appears the following bonding requirements may apply to this project:
Performance Guarantees/Engineer's Estimates
Individual Performance Guarantees will be required for the following subdivision improvements:
. Right of Way Improvements, to include curb and median cuts, asphalt path and all other
improvements.
It is our assumption that the storm sewers/storm drainage system will be privately owned and
maintained.
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost of labor and materials to construct the individual improvements, to be provided by the
design engineer. Please provide detailed Engineers Estimates for each improvement including
unit costs, quantities, materials and types of materials, etc. Upon completion and release of
individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The
Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and
Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees
may be Performance or Subdivision Bonds or Irrevocable Letters of Credit. Please reference the
enclosures for more detailed explanation of our procedures.
RightoofWayPermit and Bonding
Any work in the dedicated right of way of Pennsylvania Parkway will require a Right of Way
Permit. If the work is included in the scope of work of a posted Performance Guarantee, no
additional bonding will be required. If it is not included, a License & Permit type Right of Way
bond will be required in the amount of $2,000.00 per instance of work in the right of way. Any
open cut in the pavement of Pennsylvania Parkway will require separate Board of Public
Works and Safety approval.
8. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted to this office for review. We will share Crossroad's comments as they are received.
When construction plans are submitted for review for this development, please provide 2-sets of
plans and calculations to allow us to send the extra set to Crossroad to save some time in the
review process. Please contact Crossroad Engineers to obtain a drainage review checklist. The
Department will expect the design submitted forO the development of construction drawings to
adhere to this checklist.
CONSTRUCTION PLAN COMMENTS
9. The proposed plan (August 2, 2005) is not in accordance with the fax from the City Engineer's
office to Ryan Gallmeyer on June 6, 2005. This fax was the result of a review of the proposed
access to this development between the City Engineer, the Assistant City Engineer, and

Landscaping, Lighting & Signage Applications
Dear Mr. Simmons:
This letter is in response to your DP/ADLS Application for Meridian Corporate Plaza. Members at the TAC
Meeting will make additional comments on August 17. Please complete the following items:
1. Please add the docket number to the site plan, 05080011 DP/ADLS.
2. Please submit the Findings of Fact sheet that accompanies the Development Plan Application, which can
be found at http.//www ci c~rn1e-l1n lls/serviceslr)OC~s/r)OrSA htn1. Remember to include this page in
your info packets.
3. Provide a site plan that includes the adjacent buildings and roads to the site.
4. Label the building dimensions on the site plan.
5. Lighting: provide details/graphics of all lighting on the site, such as wall sconces, security lighting, etc. to
show uniform design, color, etc.
6. Pole Lighting: show flat lens or provide shielding on lights adjacent to residences.
7. Pole Lighting: reduce the height of the parking light poles to 15-ft within 90-ft of residential uses.
8. Lighting Plan: the foot-candles exceed .3 at the west property line; please correct.
9. Please1abel the half right of way of 1-465.
10. Update the label for the 45-ft 12 R/W of College Ave to include the word half.
11. Prepare a certificate of dedication of road right of way for Pennsylvania Pkwy and College Ave, pursuant
to the 20-yr thoroughfare Plan. Contact the Carmel Engineering Dept for more instruction at 571-2441.
12. Show/label the Build-To-Lines on each road frontage per chapter 23B.08.01. Variance approval will be
needed from the BZA for building locations.
13. Signage: provide external lighting details of the ground signs. Also, sign permits will be required.
14. Signage: what material is the ground sign face made of? Please label on the sign detail.
15. Signage: provide the current signage details on the site.
16. Signage: ground signs must be at least 10-ft from the proposed road right of way.
17. Please denote truck turnaround areas on the site plan.
18. Label building materials on the building elevation.
19. Provide the Golden Section analysis of the elevations, per Chapter 23B.09.G.3 & 23B.09.B.
20. Please provide the computer-generated rendering as viewed from a further distance, to encompass most of
the site.
21. Provide color elevation/rendering or a photo of the existing building and explain how the proposed
