The Home Depot presented their West Carmel Marketplace Home Improvement Store
plans at your November 1, 2005 Special Studies Committee meeting. The case was continued to
the December 6, 2005 meeting to allow time to respond to several outstanding issues. Among
those issues were the variance request for the fa9ade projections, the landscaping plan, the
lighting plan, and public comments regarding loading hours and other noise related site issues.
This letter is to inform you of Home Depot's progress in these areas.
Fa9ade Projections: The Board of Zoning Appeals will hear this variance request at their
November 28, 2005 meeting. The variance applies only to the south and east sides of the
building. The front of the building meets the Ordinance requirements for projections, while the
north side of the building will connect to a future use. The south side of the building meets the
requirement for frequency ofprojections (60 feet) but not the depth of projections. Projections
must be at least 8 feet in depth. As shown, they are approximately 8 inches in depth. The east
side of the building also includes projections of 8 inches in depth. These are between 65 and 70
feet apart. These projections are consistent with those approved for the Target to the north.
Landscaping Plan: Home Depot's engineer has been working with Urban Forester Scott
Brewer to revise the landscaping plan. Only minor issues remain. However, as a result of
negotiations with neighboring property owners, the plan will once again be updated to increase
the buffering of the project to the south and east. This revised plan will be submitted to the
Special Studies Committee at the meeting on December 6,2005. In the meantime, the engineer
will be meeting with Scott Brewer to discuss the new plan. We hope to have final approval prior
to your meeting on the 6th.
Lighting Plan: The lighting plan has been revised to fix the areas where the light
measurements were too high in the right-of-way of Commerce Drive. The revised plan will be
submitted at the December 6, 2005 Special Studies Committee meeting.

Following please. find our responses to your letter dated August 29, 2005:

1. Please add the docket number to the site plan, 05080039 DPIADLS.
Please see sheet C-l.O for the docket number.
2. Remember to include the Findings of Fact sheet in your info packets.
The findings of fact sheet will be included in the Plan Commission packets.
3. Bring materiallcolor samples to the Plan Commission meeting.
Material samples will be available at the Plan Commission meeting.
4. On the site location/topography map, the site location is actually where the "North Augusta
Subdivision " text is located. Please amend.
The site location map has been revised and resubmitted with this letter.
5. Flood map: the site is actually more south that what is shown on the zoomed in flood map. Please
amend.
Please see the revised flood map submitted with this letter.
6. Common Area Block E does not exist unless there is a Secondary Plat Application and approval.
Only a primary (preliminary) plat exists. Please rename this area "open space".
We have removed the Common Area Block E designation. We have renamed this area as "open
space". Please see sheet C-l.O.
7. Please showllabel the wetland preservation areas just east of the site.
We have shown and labeled the wetland preservation area east of the site. Please see sheet C-l.O.
8. Per the Alternative Transportation Plan, please showllabel the 10-ft asphalt multi-use path,
along Commerce Drive.
We have shown and labeled the 10-foot wide asphalt multi-use path along Commerce Drive.
9. Showllabel the 45-ft halfroad right of way of Commerce Drive. Please prepare a certificate of
dedication of road right of way, also.
We have sho\\'n the proposed 45-foot half road right-of-way for Commerce Drive. Please note that
Duke Realty is working with the local officials to complete the road extension of Commerce Drive
and are preparing the certificate of dedication of road right-of-way.

10. Showllabel the building setback linefrom Commerce Drive road right of way (60-jt).
We have shown the 60' building setback line from the Commerce Drive right-of-way. Please see
sheet C-l.0.
11. Showllabel the side yard setbacks as 15 feet, per Chapter 23C.08.03.
The 15 foot setback has been added to the south side of the property. The building will continue to
the north, connecting to the next user. Therefore, no setback is required.
12. Showllabel all easements on the site.
All known easements have been added to the plans. If additional utility easements are proposed,
we will forward that information to your office.
13. Please provide the dumpster enclosure screening detail.
A detail of the trash compactor area is included on the elevation drawings.
14. Per Chapter 23C.I0.02.1, showllabel the 30-ft greenbelt.
The 30-foot greenbelt has been shown on the Site Improvement Plan. Please see sheet C-l.O.
15. Per Chapter 23C.l 0.02. 02, foundation plantings must be located on all sides of the building.
We are currently working with Scott Brewer to provide adequate foundation plantings for the
building. We have shown foundation plantings along the west and south sides of the building in
planter areas. Similar to the Super Target to the north of the development, we have moved the
foundation plantings along the east side of the building to the landscape area located along
Commerce Drive.
16. Peripheral parking lot plantings are required, per Chapter 23 C.l 0.03.5.
We have added additional peripheral parking lot plantings to the Landscape Plan. Please see sheet
L-l.
17. Please work with the Urban Forester, Scott Brewer, to address the landscape plan.
A revised landscape plan is included. A response letter will be delivered to Scott Brewer in
reference to his e-mail dated September 19, 2005.
18. Lighting: please showllabel the foot-candle measurements all the way to the property lines.
A revised lighting plan has been submitted.
19. Lighting: provide details/graphics of all lighting on the site, such as wall sconces, security
lighting, etc. to show uniform design, color, etc. Per Chapter 23C.12.B, show how your light
fIXtures complement those of the A & B shops of West Carmel Marketplace.
New lighting fixtures are being proposed. Cut sheets are included in this submittal. All light
fixtures will be bronze, including the parking lot poles. These lights are the same design and color
as the lights approved for Duke, although they are supplied by a different manufacturer. Home
Depot's lights will also use 400 and 250 watt fixtures, as opposed to the 1000 watt fixtures supplied
by Duke.

20. Provide more details on the parking pole lights and if they will have a 90-degree cutoff with flat
lenses.
Parking lot poles will be 24 feet in height. A flat lens will be used. These light fixtures will match
the fixture selected by Duke.
21. Will there be any directional signage? Ifso, please showllabel.
The only directional signage proposed is located on the lumber canopy. These will be "enter" and
"exit" signs. Each sign will be less than 3 square feet in area. These signs have been added to the
plans.
22. On Sheet C.I.O, the legend shows the symbol of the letter E within a hexagon denoting a pylon
sign. Where is this sign on the site plan? Provide the signage details.
There will not be a pylon sign. The notation has been removed from the plans.
23. Please provide the signage details for the enter/exit signs on the canopy. Each of these signs must
be less than 3 sq jt in area.
See the response to number 21 above.
24. Provide material and lighting details (cut sheet) of all signs. Note that sign permits will be
required.
Cut sheets for the signs are enclosed with this submittal. Sign permits will be applied for at the
appropriate time.
25. Signage: the commitments of West Carmel Marketplace will have to be amended to allow the
orange signage. (An alternative could be white letters or bronze letters.)
The Duke DP/ADLS omitted Block G, of which the Home Depot site is a part. Therefore, the Duke
commitments for color do not apply to the Home Depot Store. Home Depot will move forward for
DP/ADLS approval, seeking approval of their orange sign.
26. Signage: per Chapter 25.07.02-8.b, multiple variances will be required to have 4 signs notfacing
the Commerce Drive road frontage, to have 4 total signs, and for the signage square footage.
Home Depot will be filing a variance for the number of signs, sign area, and orientation of the
SIgnS.
27. Please place the flagpole at ground level. The Department will not support a flagpole located on
the roof.
The flagpole will not be placed on the roof. Home Depot will mount the pole to the sidewalk along
the front of the store.
28. In an effort to reduce the number of parking spaces, please provide the actual sales area square
footage of the building, rather than the total square footage.
The actual sales area square footage of the building has been used for the parking calculation.
Please note that one parking space has been removed from each row of front parking to
accommodate Scott Brewer's request. Therefore, 411 parking spaces have been provided or a ratio
of 4.0 per 1,000 square foot of sales area.
