10. Docket No. 05080039 DP/ADLS: West Carmel Marketplace - Home Depot
The applicant seeks site plan and building approval.
The site is southeast of 99th St. & Michigan Rd. and is zoned B-3/Business within the
US 421 Overlay. Filed by Mary Solada of Bingham McHale for Home Depot.
The applicant seeks approval for a 150,000 sq. ft. retail building, associated site design, and
signage. The public hearing for this item was held at the October 18th Plan Commission meeting.
One person spoke in opposition to the project. Please see the updated informational packet
prepared by the applicant for an overview of the project.
The following items were requested to be presented to the Committee for review:
1. Revised structure facades that have offsets not less than 8 feet deep at intervals no less
than 60 feet, as per the requirements of the US 421 Overlay Zone. It is crucial to comply
with this requirement for structures of this size and scale. Please note that as proposed no
elevations meet this requirement.
2. Flag poles revised to be ground mounted and not protrude or extend from the building
front fa~ade.
3. Updated lighting plan that complies with the requirements of the 421 Overlay Zone.
4. A more current aerial photo of the site to review context.
5. Elevation plans broken down and put on 2 sheets with all material and color details called
out.
6. Exploration of buffering options to limit undesirable views and noise from the
surrounding residential uses.
7. Distances to surrounding subdivisions exhibit revised to show nearest proximities.
8. A revised, current proposed condition list.
9. Exhibit that identifies pedestrian and bike access to the entry from the adjoining street
system.
10. Material and color samples of building fa~ade and signage. As illustrated in the packet,
the exterior brick color is "orange". Please utilize a more earth tone palette that relies on
hues of brown and red.
The landscape plan for this site has not been approved. Submitted revisions do not fully address
outstanding issues or supply requested details.
The Department recommends that the Special Studies Committee continue the request to
the December 6th meeting to allow petitioner to submit all requested items for review and
further consideration.
