CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, May 21, 2014
Place: Dept. of Community Services Conference Room, 3rd Floor, Carmel City Hall.
Time: 9:00 a.m.
9:00 a.m. Docket No. 14040023 SP: Saddlebrook at Shelborne Sections 3 & 4.
The applicant seeks secondary plat and construction plan approvals for 48 lots on 40.25 acres. The site is zoned
S-1/Residence and is located at 12121 N. Shelborne Rd. Filed by Brian Robinson of Stoeppelwerth &
Associates, Inc., on behalf of HHM Enterprises, LLC.
Brian Robinson with Stoeppelwerth & Associates, and Michael Stikeleather, Roger Tucker & Carol Tucker
with Leeds, LLC presented the project. This project is 48 lots on approximately 40-acres. Mr. Robinson said
all of the sanitary sewer will be discharged, and water will be tied into existing infrastructure.
Gary Duncan – City of Carmel Department of Engineering
- Have not yet developed comments, comments are forth coming. Comments have been issued based on the
primary plat dated April 15, and Mr. Duncan said he hopes these comments will be reflected in the secondary
plat. Mr. Duncan said he looked at the major issues and it appears most have been addressed from the earlier
comments. Mr. Stikeleather said there has been discussion on connecting the sanitary sewer to the existing
manhole on the west side of Shelborne Rd. Mr. Duncan said he was not aware of this. Mr. Stikeleather said
he was told the developers will not be able to bore underneath the roundabout. Spoke on behalf of David
Littlejohn concerning the size of the bike path for the property. Commitment of bike path width and size was
reassured by
Chris Ellison – City of Carmel Fire Department
- Mr. Ellison expressed concerns with connection to the south and ability to turn emergency vehicles around.
Darren Mindham – City of Carmel Landscaping
- Plans that have been received so far are OK to approve.
Ryan Hartman – Clay Township Regional Waste
- Suggested a trenchless method instead of an open cut for boring underneath Shelborne Road. Stated that
the township requires a 2% slope on directional drilling. Waiting for consensus and recommendation of
method on revised plan sets.
Greg Hoyes – Hamilton County Surveyor’s Office
- Review is 95% complete, and will be sent later in the day.
Angie Conn– City of Carmel Planning and Zoning
- Letter sent. Department is waiting for official response. Client would like to change the name of the
project to the Woods at Shelborne. Ms. Conn said this would need to be submitted to Pam Lux in the
Building and Code Department to make sure these names are not being used by anyone else in the county.

9:10 a.m. College Park Congregation of Jehovah's Witnesses, Kingdom Hall.
The applicant seeks BZA special use approval; in order to have a place of worship land use on a business-zoned
property.
Docket No. 14050007 SU ZO Chptr. 16.01: Permitted Uses.
The site is located at the northeast corner of Commerce Dr. & Retail Pkwy., at 10439 Commerce Dr. The site is
zoned B-5/Business and is not located in any overlay zone. Filed by Kory Jones, on behalf of College Park
Congregation of Jehovah's Witnesses.
David Shelton with DeFur Voran, representing, Steve Shaw and Todd Cook with Indiana Regional Building
Committee presented the project. Mr. Shelton apologized for not providing the appropriate size plans for the
necessary departments.
Greg Hoyes – Hamilton County Surveyor’s Office
- No objection to the use variance, but the department will need a full set of plans to complete technical
review. Did not receive full drainage reports.
Gary Duncan – City of Carmel Department of Engineering
- Does not anticipate any issues with the Zoning. Mr. Duncan said regarding the thoroughfare plan, the
developer is required to construct the improvements stipulated by the thoroughfare plan, or commit money
equal to the value of that. was mentioned to David Shelton and Steve Shaw regarding the bike path along
the frontage and possibly East side of Commerce Drive. Pushed the bike path recommendation for David
Littlejohn and Thoroughfare Plan compliance. Wanted confirmation on the 90-foot Right-of-Way specified
in the Thoroughfare Plan.
Chris Ellison – City of Carmel Fire Department
- The building will use sprinklers, and because of that, there are a lot of issues that will need to be addressed
on the plans. Some of these items include Fire Department Connections (FDC), post indicator valves for the
fire suppression system, and fire hydrants. Mr. Shelton said there is a CFD shown attached to the
building. Mr. Ellison said the CFD requires that FDC’s be remote, as to not pose a collapse hazard to the
firefighters. Mr. Ellison said the petitioner will need to locate a fire hydrant on the property within 100-feet
of the building. Mr. Ellison said regarding the emergency gate that the petitioner has inquired about, the gate
would need to be 20-feet wide and accommodate a 75,000-pound piece of machinery.
Darren Mindham– City of Carmel Landscaping
- Wanted more trees in the landscaping plan. Concerned about the amount of trees in the buffer area and the
area south of the building between the neighbors. Mr. Shaw asked if the landscaping would be required on
the back of the building because very few people would see it. Mr. Mindham said the purpose is to beautify
the site for the people using the building and not necessarily just for people who have line of sight to the back
of the building.
Ryan Hartman – Clay Regional Township Waste District
- Comments have been sent. Mr. Hartman would like it to be cored through the bench wall, still maintaining
the 10ft recommendation. Mr. Shelton said there will be no kitchen facilities, just a microwave oven.
The seller would be cooperative with the sewer easement.
Angie Conn – City of Carmel Planning and Zoning
- No comments on the special use. Department will have comments when the petitioner is ready to submit to
Plan Commission.
Alexia Donahue-Wold – City of Carmel Planning and Zoning
- Encouraged a connection with another parcel with the office facility to the north. Petitioner noted a
possible emergency gate connection. Mr. Shaw said the hours for this meeting hall would be off peak, while
the office building’s hours would be approximately 8-5, Monday through Friday and evenings and weekends.
Mr. Ellison also recommended connection to the office building to make it easier for fire department access.
Mr. Shaw said the issue is that the neighbor is adamant about not wanting a parking lot connection and
shared parking.

9:20 a.m. Mi Escuelita Preschool, Re-Approval.
The applicant seeks the following use variance re-approval for a small preschool use on a residentially zoned
property, which was originally approved by the BZA in 2011.
Docket No. 14050008 UV ZO Chptr. 8.01: Permitted Uses.
The site is located at 120 Third Street NW. It is zoned R-2/Residence and lies within the Old Town Overlay,
Character Subarea. Filed by Giovina Cecili of Mi Escuelita, Inc.
Giovina Cecili and Vicky Rodriguez presented the project. The petitioners would like to expand the size of
their small preschool for the purpose of adding more students. The daycare currently has 8-9 students and
would like to potentially have 12-13.

- No comments.
Gary Duncan – City of Carmel Department of Engineering
- Concerned about possible traffic flow impact due to increase in student drop-off and employee parking.
Mr. Duncan asked if more staff would be required to accommodate the extra children. Ms. Cecili said there
will be one more staff member.
Chris Ellison – City of Carmel Fire Department
- Concerned with traffic congestion and if fire apparatus could maneuver through the 18-foot wide street.
Notified them of their recent violation due to a health and safety inspection. Questioned the applicants on
the licensing of their operation and potential application for extending the hours of operation. Ms. Cecili
said the current hours are 8:30am-3:00pm, and added that the petitioners were unsure whether they wanted to
extend the hours, apply for a daycare permit, or become a private school. An architect was consulted
according to the applicant.

Alexia Donahue-Wold – City of Carmel Planning and Zoning
- Ms. Donahue-Wold said she would require all fire department and other issues to be addressed, prior to
gaining a use variance. Ms. Cecili said the petitioners would be out of town the entire month of July. Ms.
Donahue-Wold said the petitioner could go forward with the public notice, and then table the item if needed.
