CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, June 18, 2014
Place: Dept. of Community Services Conference Room, 3rd Floor, Carmel City Hall.
Time: 9:00 a.m.
9:15 a.m. Docket No. 14050013 Z: Green House Cottages of Carmel PUD Rezone.
The applicant seeks approval to rezone 4.61 acres from R-2/Residence to PUD/Planned Unit Development, for 6
skilled nursing cottage homes and 1 administration building. The site is located at 140 and 130 E. 126th Street,
east of Range Line Rd. Filed by Andrew Greenwood of Green House Cottages of Carmel, LLC.
Andrew Greenwood and Matt Griffin with Greenhouse Cottages of Carmel presented the project. Mr.
Greenwood said this will be 6 cottage style nursing homes, which is an innovative product that has not yet been
done in the state of Indiana. Mr. Greenwood said instead of a massive 150-bed nursing facility, it will be broken
down into little cottages. This type of facility reduces the resident to patient levels are reduced and it has more of
a feeling of living at home.

- This project is not in HCHD jurisdiction.
John Thomas – City of Carmel Engineering Department
- This project is still being reviewed. Mr. Thomas said in the PUD’s, the storm water aspect needs to be left
out so it can go through the Board of Public Works for approval.
Chris Ellison – City of Carmel Fire Department
- No comments on the rezone. Mr. Ellison wanted to make the developers aware of some of the items which
will need to be addressed when plans are submitted. Mr. Ellison said the fire department will need an
emergency vehicle simulation plan, since the volume of runs to a care facility is much higher than other types
of businesses. Also, Mr. Ellison said since all of these buildings will need to be sprinkled, so he will need to
see the Fire Department Connection (FDC) locations on the plans. Mr. Griffin asked if the FDCs would need
to be located on the buildings. Mr. Ellison said the department has allowed these to be located on buildings
for residential projects, but if they elect to do remote connections, they will need to have an individual
connection for each building.
Angie Conn – City of Carmel Planning and Zoning
- Review comments sent. Ms. Conn said the main concern was the level of detail for the construction
documents that were submitted. Mr. Greenwood said the developer has a lot of fixing to do, and the details
of the PUD will need to be revised. Ms. Conn introduced Harry Davis, a Planning and Zoning intern, to the
developers.
9:25 a.m. Docket No. 14050014 SP: The Preserve at Bear Creek, Section 1.
The applicant seeks secondary plat and construction plan approvals for 46 lots on 35.46 acres. The site is located
at the southeast corner of 146th St. and Little Eagle Creek Ave., at approximately 14501 Little Eagle Creek Ave.
The site is zoned Bear Creek PUD/Planned Unit Development (Z-589-14). Filed by Alan Rosenwinkel of
Williams Creek Consulting, on behalf of Pulte Homes of Indiana LLC.
Alan Rosenwinkel and Jim Rinehart with Williams Creek Consulting and Ashley Bedell with Pulte presented the

project. Mr. Rosenwinkel said this project is 35.5 acres and encompasses 46 lots.
David Lucas – Hamilton County Highway Department
- There are a few minor issues on the secondary plat regarding how the common area is termed on the plans.
Mr. Lucas said the department would need to verify that the right-of-way is correct, and added that he was
not sure if 166 feet was the correct amount. Mr. Lucas said the statement on the secondary plat would need
to read that the “right-of-way that is not heretofore dedicated is hereby dedicated to the public.” Mr. Lucas
asked if there is sufficient room for a traffic calming circle that the department has requested. Mr.
Rosenwinkel said this option is still being considered.
John Thomas – City of Carmel Engineering Department
- Plans are being reviewed by Crossroads Engineering, the City’s drainage consultant.
Chris Ellison – City of Carmel Fire Department
- Mr. Ellison has concerns with the spacing of the fire hydrants. Specifically, after the turn-in to the
neighborhood, it is about 700-feet between hydrants, and the requirement is 500-feet or less. Mr. Ellison said
the drawings do not show valves at each hydrant, so the developer will need to contact Carmel Utilities for
feedback and revise the drawings.
Ryan Hartman – Clay Township Regional Waste District
- Plans are still being reviewed. Mr. Hartman said the department is trying to set up a meeting with the
Highway Department to review what will be required to relocate the sanitary sewer.
Angie Conn – City of Carmel Planning and Zoning
- Review comments sent. Department is awaiting an official response.
9:35 a.m. Docket No. 14050015 ADLS: Kroger Expansion.
The applicant seeks site plan and design approvals for a 13,596 sq. ft. building addition, north towards Executive
Dr., also with landscaping and other building modifications. The site is located at 1217 Rangeline Rd. The site
is zoned B-8/Business and lies within the Carmel Dr. – Rangeline Rd. Overlay. Filed by Paula Gartner of
EMH&T, on behalf of Kroger Limited Partnership.
Paula Gartner with EMH&T, Greg Kaufman with PDT Architects, Russell Brown and Elizabeth Williams with
Clark Quinn Law, and Matt Bala with Kroger presented the project. Ms. Williams said there will be one storm
sewer pipe that will need to be moved. She added that this project will cause very nominal disturbance and the
developer will work to keep the disturbance under one quarter acre. Mr. Kaufman said the architects will try to
enhance the building and add classical details to it and carry this design throughout the expansion. The design
will also incorporate a storefront appearance on the north side of the building, even though this side will not be
the main entrance.

- This project appears to be over one quarter acre of disturbance, so it will require a storm water permit,
SWPPP, and two post-construction BMPs (Best Management Practices) to treat storm water quality volume
leaving the site. Mr. Thomas said the department will also need an initial plan sheet showing the existing
conditions and then the initial storm water controls that will need to be put in during demolition. Mr. Thomas
said the drainage and engineering will be reviewed by Crossroad Engineers and the department will handle the
SWPPP in house.
Chris Ellison – City of Carmel Fire Department
- Mr. Ellison will need a full life safety and exiting drawing for the new section and the existing as well. Mr.
Ellison said there have been some issues in the past with stock blocking the main entrances. Mr. Ellison
said he spoke with an assistant manager and hopefully this will solve the issue.

Angie Conn – City of Carmel Planning and Zoning
- Rachel Keesling from Planning and Zoning has sent comments on this project and the department is waiting
for a response. Ms. Williams asked about the parking and if there was an option for a waiver or variance.
Ms. Conn said since the petition at Plan Commission didn’t require public notice, it may be easier to keep
these grouped together.
9:45 a.m. Docket No. 14050016 DP Amend/ADLS: Meridian & Main, Phase 1, Lot 1.
The applicant seeks site plan and design approvals for 2 commercial/retail buildings on 3.1 acres. The site is
located at 1435 Pennsylvania Way, at the northeast corner of Main St. and Pennsylvania Way. The site is zoned
B-6/Business and lies within the US 31 Overlay Zone. Filed by Jamie Browning of Browning Investments, for
Meridian 131, LLC.
Jamie Browning and Angela Wethington with Browning Investments, and David Lach with Cripe Engineers
presented the project. Mr. Browning said this project is two retail buildings at Meridian St. and Main St. The
first building is 15,000 square feet and the second is 12,000 square feet. Mr. Browning said the 12,000 square
foot building does not currently comply with the Carmel zoning requirements so the developer is attempting to
get a variance.

John Thomas – City of Carmel Engineering Department
- This project will require a storm water permit, with an operation maintenance manual for the post
construction BMPs. Mr. Thomas said he believes there is a master plan for the one BMP and there is a dry
basin on the site. Mr. Lach said the Indianapolis list for water quality is set differently for determining the
water treatment volume. Mr. Thomas said the developer will need to use Carmel’s flow rate calculation,
which is the runoff from the first one inch of rain. Crossroad Engineers will be doing the drainage and
SWPPP review for this project. Mr. Lach said the developers have already received the comments from
Crossroad. Mr. Thomas said there will be an access and BMP easement over the water quality unit and there
is an easement legal document that will need to be created and submitted to the Board of Public Works.
Chris Ellison – City of Carmel Fire Department
- Regarding the westernmost structure, there is a fire department connection located directly in front of a
parking space. Mr. Lach said this will be adjusted. Mr. Ellison said another concern is with fire hydrants
and FDCs located at main entrances because it cuts off CFD access. Mr. Lach said they will be able to meet
on site to figure out the best locations for these.

- This project is outside CTRWD service area.
Angie Conn – City of Carmel Planning and Zoning
- Rachel Keesling has sent comments on this project, including a list of variances the department feels the
project will require from the BZA. Mr. Lach said unfortunately Shirley Hunter with Duke Energy is not in
attendance, because there is a concern with the power lines which were moved from overhead to underground
impacting the entrance at Main Street. Ms. Conn said she can email Shirley Hunter to get her comments on
the project. Mr. Browning said one of the issues that is causing confusion is the builder followed the
development plan in 2007 and regarding the right-of-way, the developer feels that they have satisfied the
requirements.

9:55 a.m. Docket No. 14050019 PP: Tallyn's Ridge Primary Plat.
The applicant seeks primary plat approval for 27 lots on 18.5 acres for single-family detached homes. The
applicant also seeks the following Subdivision Control Ordinance waivers:
Docket No. 14050020 SW: SCO Chptrs 6.03.19 & 6.05.07 – Access to Arterials; and 2 houses not facing
146th Street.
Docket No. 14050021 SW: SCO Chptr 6.03.15 – Curvature radii for the cul-de-sac, future street
extension.
Docket No. 14050022 SW: SCO Chptr 6.04.01 – Block length less than 250-ft.
The site is located 3225 W. 146th St., east of Shelborne Rd. The site is zoned S-1/Residence. Filed by Brian
Robinson of Stoeppelwerth & Assoc., on behalf of Lombardo Homes of Indiana, LLC.
Brian Robinson with Stoeppelwerth and Associates, Alyson Donica with Faegre Baker Daniels, and Jeff Boland
with Lombardo Homes presented the project.
David Lucas – Hamilton County Highway Department
- Mr. Lucas said it appears that all county requirements have been incorporated into the primary plat,
including deceleration lane length and drainage. The only thing to add is that any access to 146th Street will
require commissioner approval. Mr. Robinson asked if the developer needed to provide the full 75-feet for the
right-of-way. Mr. Lucas said he cannot give variances, and the Highway Department cannot provide
variances. These variances would need to come from the Commissioners.
John Thomas – City of Carmel Engineering Department
- This project will require access and BMP easements to be shown on the plans. Mr. Robinson said this
project is not far enough in the design to size a water quality unit. Mr. Thomas said the department would
typically like to see the location of the easement. Crossroad Engineering will be completing the drainage
review, and the department will be handling the SWPPP and drainage reviews in house.
