We will need suite numbers on the doors similar to Clay Terrace with vinyl lettering on the back doors. Need to remove trees from the 100 -year Flood Elevation. You need to meet the regulations for 421 Overlay. You will need one Shade, one Ornamental for every 100 -feet and you fall short. Switch species to be in compliance Bald cypress looses it needles in the winter so relocate it around the pond for esthetic reasons. I would recommend you make sure you are familiar with the Pre - submittal process for Building and Code Enforcement. How many tenants occupying building? One or two -story building? Will need address on front of building with suite numbers on the doors. Plans have been received and reviewed. Revisions have been requested. Revised plans along with the District Application need to be submitted before a Sewer Connection Permit can be issued. Most of the utilities are out there. Is the service separate? It will be separate and Water is out there. I sent a letter. Is this a private road? So use under the road SSD Laterals? Yes. You may have to lose some of the Tree Preservation area. You will need to complete the sidewalk here (pointing to the plan). The responsibility to install falls on the other side on the undeveloped adjacent lot to complete the sidewalk. It is a requirement that we can talk about later. Connect the walk from the east to West Park. Connect the walk segment on the south side from Crooked Stick to your Bella Terra. I faxed a letter to G. Murray. We are asking back of curb back to curb be twenty -eight feet (28'). Does a driveway that is an easement need to be... ...we are following the Frontage Place Requirements. I do need access down that road. What is the width? Sixteen (16). The Ladder Truck will not fit. What is the distance from edge of payment to edge of pavement on Towne Road? Seventy feet (70') off the existing pavement. I would need to get a Ladder down that street. Can we get another two feet on that street? ... and no curbside parking posted or in covenants as a recorded document. County Engineer specifically said twenty -eight feet (28'). Should we eliminate the street and use a drive? The School Bus and Garbage Truck will need access. We did not receive comments from the School. This is intended to be an oversized driveway for access to the homes. We can talk about it more. In our Permit Ordinance anything that serves more than five home sites is public street access. If you get backing from the City then we usually do not take issue. We looked at this from the emergency and school bus access. What about the Moving Truck for the people moving in? By Ordinance it needs to be bigger at the entrance. Shorten the radius to the inlets. This is out of our jurisdiction. I left a phone call. Show plantings on the plan around the entrance need specific details on the plan. No plantings allowed in the easements. Show Tree Preservation area on plan with specifics on what is being preserved. You need to show where and what is being preserved. No further. All homes have been addressed off of Towne Road. List completed. Did I send (Gary Murray) a copy? Sanitary Sewer Construction Plans need to be submitted for review by the District's Engineers. The District has received one set of plans; two are required. Two sets of plans need to be submitted for review by the District's Engineers. District Project Application 1/19/05 TAC Minutes 3 needs to be completed and sent to the District. I did not get a set of plans need them sent. Faxed letter. I had an issue with general labeling on the site plan. We have Gas out there. Need Meter Bank information. Need location of meters and separation. Contact is Jerry Breech. Submit plans to and get comments from Cinergy too. still reviewing your project. We need to prepare a single Plat that will show the whole site and dedicate the right -of- way. Make sure we have a complete and clear understanding for the street improvements on 3rd Avenue. Also show Main and 3rd Avenue rights -of -ways dedication. Is there a form? Yes. I think the Plat will give a benchmark to use. Prepare a document of the rights -of- ways to the City. The ingress /egress issue has not changed with the exception of contemplation of using Bub's parking lot to allow access onto your site. We did not talk access. We need access. Need hydrants all over this site. All these buildings will be sprinkled. Then that makes a difference. We will discuss location of hookups. What type of construction? Townhomes, multi - family with fire, party wall, two -hour rated. Is there a supply problem or pressure problem over there? No, we have 40 or 50 PSI and there is a twelve -inch on Main Street. Any plans to extend First Street NW further west? No. Utility Plan and Conservation areas are conflicting. You have plantings over Storm Sewers and Utilities. We are fixing that. Would like Structural Soil Plans as soon as possible. The City has taken over with DLZ to do that. Forward their contact information to me. You show Yellow Woods I would like to see those changed out to something else at a 2.5 caliper. Need more creativity on the walk area getting people from that point to there... (pointing to plan) also connect at far west end to building four. That may be a private yard. I do not what a grass path there. 4 Hoyt: This is retail and residential? Could it be restaurants? Leazenby: Yes but only along Main Street. Akers: I will be requiring street names. Is 3rd Avenue NW remaining? (ask J. Dobosiewicz) Townhomes or Apartments? If Apartments how many units? How many floors? Where are front of buildings? Will need approximately 5 -6 street names for project. Gary Hoyt will have further comments on this in regard to addressing scheme Blanchard: It appears a total of eight structures are to be removed. No earth moving may take place until the proper Demolition Permits have been obtained from the Building & Code Enforcement office 1st floor, City Hall. Are there any abandoned wells, septic tanks, and/or fuel tanks on site? If so —no earth moving may take place until the proper Demolition Permits have been obtained from the Building & Code Enforcement office and Morris Hensley has been contacted. (571 -2673) Will there be a construction trailer, a model home, and/or a temporary sales office? If so —the proper Temporary Use Permit Applications will need to be obtained. (Applications are available in the Building & Code Enforcement office; 1st floor, City Hall) How many stories are the buildings? Are these to be constructed as town home construction or as multi - family construction? If these are to be town home construction, specific details for the two -hour fire separation wall from foundation to roof will need to be submitted. If the buildings are not sprinkled, draft stopping shall be installed: a. To subdivide attic spaces not to exceed 3,000 square feet. b. The method of draft stopping must be included in the submitted construction plans c. Ducts penetrating the ceiling of fire- resistive floor /ceiling or floor /ceiling assemblies shall be equipped with fire dampers in accordance with Section 715.5, IBC (675 IAC 13 -2.4). d. Duct penetrations of fire barrier walls shall be protected by fire dampers in accordance with Section 715.5, IBC (675 IAC 13 -2.4). e. Draft stops shall be installed in accordance with Section 716.4 IBC (675 IAC 13 -2.4). f. Smoke detectors shall be provided and installed in Groups R -2, R -3, R -4, and I -1 in accordance with section 907.2.10.1.2, IBC (675 IAC 13 -2.4). g. All ground floor dwelling units shall be adaptable for accessibility in accordance with Section 3.0(c) 2 and 3, part 2, Subpart A, Chapter 11, IBC (675 IAC 13 -2.4). What will the approximate square footage be, from the smallest to the largest? What is the estimated cost of construction? Will any parts of any of the buildings be used for commercial purposes? (business /retail) Contact Bill Akers of the Carmel Communication Department regarding addressing for all units. A Pre - submittal Meeting will be required. No Building Permit will be issued before the Pre - submittal Meeting. Contact Sarah Lillard at slillard @ci.carmel.in.us for permitting procedures and/or copies of applications, and to schedule the Pre - submittal Meeting. You will need to have all proper City, County, and State office and agency approvals that were required for your project prior to requesting the Pre - submittal Meeting. Barnes. Need drainage calcs and comments from letter. What type of cover are you using for the pipes? Need elevations inside the swales for positive drainage. There is a private tile that crosses the site. We are concerned about the fifteen feet (15') clearing on both sides of the easements. We understand the concept behind saving trees but the drainage issue remains. Did you do a tree inventory? We could cut down on some width. G. Hoyes the Department would be willing to be part of an onsite discussion. We want to make sure it remains positive drainage toward the beehive after final grading. We also have a problem with clearing ten feet (10') outside the forty feet (40') right -of- way on Lett Circle to keep trees out of subsurface drains. Can you use the Geo Textile wrap around the pipes to alleviate the drain concern? Would the Surveyor's Office be in favor of that? Possibly. Is it safe to assume there will not be trees in the four feet (4') back of curb and right -of -way? Yes. Your requirements insinuate we trench the tile completely across the site and it is located in the tree area. We believe we can address your concerns without digging up the entire tile. I faxed letter to D. Barnes. Have issues with landscaping approvals. Add a crosswalk at the intersection of the right -of -way and Dolan Way. There is proposed monumentation within the right -of -way that will require BPW approval for encroachment. Our main stops at the last house along there and easement up to the last house. Where is the Water? It extends through the woods. Faxed you comments, no further. We would like a separate meeting with Engineering with regard to the trees and the entrance. Can we include G. Hoyt in this meeting? Okay. Southbound Lane is in only on Dolan Way? Northbound is out left or right? On West Road? That is correct. Is it more the angle or the separation? Both. Can we angle it further east on Dolan Way then come back at a ninety degree intersection with right -of -way? We would like to discuss this further in another meeting. Another question we have about Standards is all the streets widths are twenty -eight feet (28'). We know why we did it on (inaudible) Lane but why are the rest twenty -eight feet (28')? They are all cul -de -sacs. Why do you want them reduced? We have been trying to reduce the width of median openings on our mainline roads. The median open on this will be 2- hundred feet wide. We will have a meeting with G. Hoyt and M. McBride on this. Amenity planned? No. I need another copy of the Landscape Plan. Add some notes regarding the installation of the path and Tree Preservation. 6 Akers: Feltner: Is there going to be a monument sign that separates Claybourne from Glen Oaks on Dolan Way? I would like to have a Secondary Plat received instead a Site Development Plan. Plans have been received and reviewed. IDEM Permit has been received. Pre - construction Meeting will be required. Two existing homes in Section One we will be demolishing the south home and keeping the north home but demolishing the outbuildings. We will be constructing a Lift Station and Sanitary lines over to the Lift Station. Need to get you a comment letter. I faxed a letter to you. Issues with labeling on the Plat for example approved street names for A, B, and C, and the Soils Map location. On sheet C200 you show the pedestrian path as eight feet (8') and it should be ten feet (10'). We are at Claybourne. Hand delivered comments to you this morning Sanitary issues, mains are in the right -of- way. Shift manholes into the easements. We are requesting Entrances configured like this reduce the twenty -four feet (24') exit lane and push the left turn lane in front of the median island narrowing the entrance. Another issue is the detention of the right -of -way. It may or may not be possible with the grade but can it accommodate the roadside drainage? On the entrance question did you acquire the necessary right -of -way from the owner to the north to accommodate the d/cell tapers and path? We will check into that. I will get you in touch with the Safety Burn Program for those buildings you are demolishing. Amenity building? Yes, Block "B" similar to Long Branch Estates. We will want a Knox -box on that and how quick will the sections come together and will they connect to the subdivision to the south? No interconnection with that subdivision. We will commit to temporary cul -de -sacs on a "as need" basis until we have a better idea of the construction sequence. Are you doing additional mass grading? No only around the Sanitary Sewer. In Section Two you have three (3) eyebrows get with Engineering on design. Graphic Planting Details need to read "plant Root Flare at grade level and remove stakes after one year ". You show twenty -two (22) Austrian Pines. They are not consider hardy suggest substituting. I will pass you information on the Austrian Pine. You have planted Washington Hawthorn around the Football fields? I suggest substitute for thorn less trees. I would suggest another type of ornamental. The Hawthorns were an oversight. If you want to wait on the connection of the path here and here (pointing to the plan) until Section Two or Three that is fine. Have the Lacrosse Fields been filed to the BZA?
