performance charts, instructions, specifications and other
project data illustrating portions of the work as required
by the specification section. Such submittals, whether or
not referred to as shop drawings herein prescribed. Unless
otherwise noted in the specification sections, submit a
minimum of five (5) sets of shop drawings to Engineer. Two
(2) sets will be returned to Contractor unless otherwise
requested.
2. Do not commence any portion of the work requiring a shop
drawing or sample submittal until the submittal has been
approved as prescribed herein. All such portions of the
work shall be in accordance with approved shop drawings or
samples.

SECTION 02 10 -
SITE CLEARING
E CLE G
1, Scope of Work
Clearing and grubbing shall consist of cutting, removal and
satisfactory disposal of all trees, down timber, brush,
projecting roots, stumps, rubbish, boulders, broken con-
crete, fencing (as designated), and other material on the
project site within the construction limits.
2. All debris generated from the clearing operations stated in
Item 1 shall be removed and legally disposed of off the
project site; unless a 'Bury-Pit', approved by the Owner and
Engineer in advance, can be utilized in on area where it
shall not be beneath building areas and /or pavement oreos
and shall not be located in on area where any utility struc-
tures are located or where impoundment of surface drainage
may occur.
3. Materials shall riot be disposed of Uy burning unless op-
proved by the local Fire Marshall and Owner, and all re-
quired permits are obtained by the Contractor.
4. Traffic: Conduct site clearing operations to ensure minimum
interference with roads, streets, walks, and other adjacent
occupied or used facilities. Do not close or obstruct
streets, walks, or other occupied or used facilities without
permission from the appropriate governmental agency.
5. Protection of Existing Improvement: Provide protections
necessary to prevent damage to existing improvements indi-
cated to rennin in place.
a. Protect improvements on adjoining properties and or,
Owner's property.
b. Restore damaged improvements to their- original condi-
tions, as acceptable to parties having jurisdiction.
6. Protection of Existing Trees and Vegetation: Protect exist-
ing trees and other vegetation indicated to remq;n in place,
against unnecessary cutting, breaking or skinning of roots,
skinning and bruising of bark, smothering of trees by stock-
piling construction materials within drip line, excess foot
or vehicular traffic, or parking of vehicles within drip
line. Provide temporary fencing or approved guarding meth-
ods to protect trees and vegetation to be left standing.
SECTION 02210 - STRIPPING
1. The Contractor shop remove all topsoil in the areas to be
occupied by roads, parking areas, walks, buildings and
designated future building fill areas. Topsoil shall be
removed to a depth of six (6) inches or deeper, ;f neces-
sary, to remove organic vegetative matter where required.
See Soils Report for approximate topsoil thickness. If site
has been recently stripped, the topsoil shall be removed to
depth required to remove oil roots as required by Soils
Engineer, Street Inspector, Engineer and Owner.
2. Topsoil shall be kept separated from suitable fill materials
and sho p not be used as fill under pavement and building
or eas.
3. Topsoil shall be stored at a location where it does not
interfere with construction operations.
4. Topsoil shall be reasonably free from subsoil debris,
stones, ect.
5. Topsoil shall be spread over all areas to receive seeding
and landscaping. Landscaped ;stands and planting areas
shall have a m;n;mum of twelve (12) inches of topsoil and
seeded or sodded areas shall have a minimum of six (6)
inches of topsoil spread.
6. Excess topsoil to be stockpiled in the areas designated on
the Grading Plan, or removed from the site if directed by
the Owner or Engineer.
4. Perform earthwork grading and finishing operations to estoo-
lish required elevations and dimensions as designated on the
Plans.
5. Place topsoil to minimum depths indicated on the planting
plans in each respective area. Place topsoil in layers not
to exceed six (6) inches following light compaction and
develop smooth planting surfaces. Subgrocie shall be scori-
fied to 3" to 6' in depth before topsoil is spread. Remove
oil vegetution, stones, roots and rubbish from topsoil and
rake t o ev e n surface, Carefully all y s reo 4 topsoil to meet
walks, curbs, paving, adjacent properties and be free of low
spots. Contractor shall be responsible for insuring that
surface water drainage swoles shown on the plans ore uni-
formly finished graded to the designated minimum slopes and
elevations.

7. RemovaI from Owner's Property: Remove waste materials,
including surplus excavated moteriol, unacceptable excavated
material, trash and debris, topsoil, and legally dispose of
it off project site unless otherwise directed. The location
of dump and length of houl shall be the Contractor's respon-
sibility.
SECTION 02510 - STREETS AND PARKING LOTS
1. Scope of Work

and bituminous paving and related items, necessary to com-
plete the work ; ndicated on Plans and described in the
Specifications, including but not limited to:
All streets, parking areas in Contract I;m;ts
Curbs and Gutters
Sid�wolks
Sigrii, concrete slabs and exterior stops
2. Construction within Right-of -Way: All street construction
within the lines of dedicated right-of -way shall be in
occordance with the requirements of the Indiana Department
of Transportat;on (INGOT), latest revision, and the City of
C or rre 1.
3. Grading: Perform any necessary grading to that occompl;shed
in accordance with SECTION 02220 - EARTHWORK, to bring sub -
grades, after final compaction, to the required grades and
cross-section for site improvement,
4. Preparation of Subgrode: Contractor shot perform at top
soil stripping operations for street areas pursuant to SEC-
TION 02210 - STRIPPING and shall perform proof rolling and
earthwork construction operations pursuant to SECTION 02220
- EARTHWORK and to the requirements stated in section 207 of
INGOT, per latest revision.
5. Compaction of Subgrode: All roadway areas (including the
areas beneath the curbs.), regardless of whether they are
located in Cut or Fill, shall have the first six (6) inches
below the final subgrode elevation compacted to at least
100% of trio maximum dry density as determined by the provi-
sions of AASHTO T-99. Water shall be prevented from stand-
ing on the compacted subgrode.
6. Acceptance of Subgrude: The Eorthwork Contractor sholl
coordinate the preparation of subgrode with the appropriate
governmental agency iStreet Inspector), the Owner, and the
Paving Contractor. Subgrade shall be inspected and tested by
the Street Inspector prior to pavement construction. The
condition of the subgrode as finally and acceptably prepared
shall prevail at the time any paving material is placed
thereon.
Prepared 51bgr -ode damaged for any reason prior to accept
once by the Street Inspector and Paving Contractor snail be
repaired by the Earthwork Contractor at no additional cost
to Owner. Approved subgrode shall be paved with the initial
H.A.C. base course one day after acceptance by the Street
Inspector. Approved subgrode darrruged for any reason after
acceptance by the Street Inspector and the Paving Contractor
shall be repaired by the Paving Contractor at no additional
cost to Owner.
10uId the Poving Contr-octor refuse occeptance of the sub-
grode, he shall notify the Earthwork Contractor and the
Owner of the deficiencies. Should the Paving Contractor
fail to notify the Eorthwork Contractor and the Owner of any
deficiencies and /or proceed in the placing of the H.A.C.
base course, said actions shall constitute acceptance of
subgr aide.
The Owner sho p have the authority to adjust the construc-
tion schedules of the Earthwork Contractor and the Paving
Contractor as is required to meet the above requirements.
7. Utility Structures: Eorthwork Contractor shall check for
correct elevation of all manhole covers, valve boxes and
similar structures located within areas to be paved, and
crake, or have made, any necessary odjustments in structures.
Paving Contractor shall verify the above prior to placing
Pavement materials. Adjustments to utility Structures
required after placement of paving materials shall be the
responsibility of Paving Contractor.
8. Bituminous Pavement: All materials and construction methods
proposed for the construction of bituminous pavements sholl
comply with section 403 of INDOT, per latest revision. The
front face of curbs shall be tack coated where H.A.0 pave-
ment will be in contact. Unless specific approval is grant-
ed, paving will not be permitted during unfavorable weather
or when the temperature is 40 degrees F. and falling.
9. Tack and Prime Coats: If the previously constructed course
is granular and a prima Coot is required, priming shall
conform with applicable provisions of section 408 of INDOT,
per latest revision.
The took coot on H.A.0 base or binder shall conform w;th
requirements set out in section 409 of INDOT, per latest
revision.
10. Compacted Aggregate Base Course: shall conform with material
and construction method requirements set out in section 303
of INGOT, per latest revision. The thickness shown on the
Plans is the minimum thickness of the fully Composted aggre-
gate base course. Compaction shall be accomplished by
rolling with a smooth whoeled ratter weighing 8 to 10 tons.
Compact to 100 % of max;rrum dry density in accordance with
INDOT section 304. 05, latest revision. Along curbs, head-
ers, and walls and at all places not accessible to the
roller, the aggregate material shop be tamped with rnechoni-
cal tampers or with approved hand tampers.
It. Pavements built by stage construction, that is pavements
used to carry traffic before the full pavement structure is
in place, will have each stage used by traffic inspected by
the Street Inspector for distressed areas before the next
stage isstorted. Distressed areas will e repaired b e a r ed t h

satisfaction of the Street Inspector before on additional
stage is constructed.
12. Concrete: Plain concrete pavements shall be constructed in
accordance with
section 501 of INGOT, latest revision.
Concrete shall be ready -mixed concrete and shall be a mix of
proportioned fine and coarse aggregates with Portland cement
and water. Minimum cement content shall be 6 bags per
cubic yard of concrete and maximum water content shall be

the aggregate. Slump for normal weight concrete shall be a

mu o inches 1Ches and o minimum of 2 inches. The s lump of
machine placed concrete shall be no less than 1 -1/4 inches
nor more than 3 inches. Standard test ASTM C -143 shall be
used to measure slump. Compressive strength of concrete at
28 days shall be 4000 psi. All exterior concrete shall have
air entrainment of 5% to 8% by volume per ASTM C-260.
Retempering of delivered concrete will not be allowed.
Concrete shall be composed of:
A. Pcrtlond Cement: Conforming to ASTM C-150, Type IA or
Type IIIA,
B. Aggregates: Conforming to ASTM C-33.
C. Water: Shall be clear and free from injurious amounts
of Oils, acids, alkalies, organic materials or other
deleterious substances.
13. Welded Steel Wire Fabric: Where required for concrete
reinforcement shall conform to ASTM A185.
14. Prerrruulded Joint Filler: Shall be of non - extruding type
meeting ASTM 0-544, except that prernoulded joint filler used
in concrete work construction may be either- non - extruding or
re5;I;ent.
15. Placing Concrete:
A, Subgrocia: Place concrete only on a moist, composted
subgrode or base free from loose material, Place no
cLwicrete on a muddy or frozen subgrode. Refer to SEC-
TION 02220 - EARTHWORK and requirements Partaining to
subgrode described within this Section.
B. Forms: All forms shall be tree from warp, tight enough
to prevent leakage and substantial enough to maintain
their shape and position without springing or settling
when concrete is placed. Forms shall be clean and
smooth immediately before concreting.
C. Placing Concrete: Concrete shall be deposited so 05 to
require as little rehandling as practicable. When
concrete is to be placed at an atmospheric temperature
of 35 degrees F. or less, section 702. 10 of INDOT,
latest edition shall be followed.
D. Cur ;rig Concrete: Except as otherwise specified, cure
oil concrete by one of the methods described in section
501, 17 of INDOT, latest edition.
16. Concrete Curb and Gutter: shall conform to requirements set
forth in Section 605 of INDOT, latest edition.
A, Expansion Joints: Shall be 112 in thick premoulded at
ends of all returns and at a maximum spacing of 100
feet.
B. Contraction Joints: Unless otherwise provided, cont-
raction joints snail be sawed joints spaced 20 feet on
center'.
C. Finish: Tomp and screed concrete as soon as placed,
and fill any honey combed voids. Finish square corners
to 1/4 inch radius and other corners to radii shown.
U. Curing: Concrete curbs shall be cured with white
membr a-ie compound according to section 501.17(e) of
INDOT, latest edition.
17. Concrete Walks and Exterior Steps: shall conform to section
604 of INGOT, latest revision.
A. Slopes: Provide 1/4 inch per foot minimum cross slope.
Make adjustments in slopes at walk intersections as
necessary to provide proper drainage,
B. Dimensions: Walks and steps shall be one course con-
struction and of widths and details shown on the plans.
C. F in; Sh: Screed concrete and trowel with o steel trowel
to a hard dense surface after surface water has d;sop-
peared. Apply med;um broom finish and scribe control
joints of 5 foot spacing. Provide 112 inch expansion
joints where sidewalks intersect, and at a maximum
spacing of 48 feet between expansions joints.
D. Wheel chair rumps shall be provided as detailed.
18. Street and Other Signs: Street nom and other signs shall
be furnished at the Developer's expense and installed prior
to the release of the performance bond. The signs shall be
installed on one post at each street intersection at on
appropriate spot in the northeast corner wherever possible.
SECTION 02710 - UTILITIES
1. Utilities: It shall be the responsibility of each Contrac-
tor to verify all existing utilities and conditions pertain-
ing to his phase of work. It shall also be the Contractor's
responsibility to contact the owners of the various ut;li-
ties before work is started. The Contractor shall notify in
writing the owners or ,the Engineer of any changes, errors or
omissions found on these plans or in the field before work
is started or resumed.
2. If active utilities are encountered by not shown on the
drawings, the Engineer and utility representative shall be
advised before work is continued.
3. Inactive and abandoned utilities encountered in excavating
and grading operations shall be reported to the Engineer and
utility company. They shall be rerrr,ved, plugged or capped
as directed by the utility company and Engineer.
4. Rules and regulations governing the respective utilities
shall be observed in executing all work under this section.
5. Granular backfill shall be required for all crossings under
pavement areas except for utilities which are bored or
pushed under street.
6. Conauit shall be required for all crossings under pavement
areas. Contractor shall coordinate with each respective
utility for their location and installation. Conduit shall
be 4' PVC Schedule 40 or approved equal.
7. Existing storm sewers, sanitary sewers, water mains, gas
mlains, Electric ducts, telephone ducts, steam mains and
other underground structures have been shown on the plans
according to the best available information. The exact
location and protection of these facilities and structures,
their support and maintenance in operation during construc-
tion (in cooperation with the proper authorities of the
utility involved), is the express responsibility of the

SECTION 2715 - WATER LINE SPECIFICATIONS
1. See Sanitary Sewers for vertical Grid horizontal
separations
2. All water lines shop be in accordance with the
Standards and Specifications of the Indiana State
Board of Health. Sterilization of water mains shall
be in accordance with the Indiana State Boord of
Health for procedures and time of treatment.
3. Pressure tests for the water system shall be done in
occordance with manufacturer's recommendations.
4. Granular backfill shall be required for entire trench
if any portion of trench is within 5 feet from edge
of pavement in pub I;c right - of - way.
5. All water mains shop be PVC.
6. Pipe shall conform to ANSI A-21.51 or AWWA C -151
and at a minimum shop be Pressure Class 350.
" 7. Fittings for ductile cost iron pressure pipe shall be
ductile cast iron and conform to ANSI A -21.10 or AWWA
C-110 and shall have a thickness Class of 53.
B. Fittings for 4-inch to 12-irrch may conform to ANSI
A-21.3 or AWWA C-153.

SECTION 02720 - STORM SEWERS
1. Scope of Work
The work under this section includes all storm sewers, storm
sewer inl et

em including excavating and
bockfilling, necessary to complete the work shown on the
Plans.
2. Standard Specifications of the City of Carmel and the
Indiana Department of Highways Standard Specifications (INGOT),
latest edition, shalt apply for all work and materials.
Pipe shop be installed in accordance with Section 715 of INGOT.

3. A. All storm sewer pipe Shull be reinforced concrete pipe
conforming to ASTM Designation C -76 Class III, unless
otherwise noted, in accordance with Section 906 of
INDOT. Joints shall conform to ASTM C-433, latest
revision.
B. AIternote pipe moter1aI may be (aluminum coated) steel,
Type II material conforming to the current AASHTO M36
for pipe 18 inches and smaller with a helical corrugo-
tion of 2-213' x 112" and AASHTO M196 for pipe 21
inches and larger with a helical HyFlo corrugation of
3/4' x 3/4' x 7 -1/2'.
All CMP pipe shall meet the following minimum gages
unless specified otherwise:
12 inch through 36 inch shall be 16 gage
42 inch through 48 inch shall be 14 gage
54 inch through 84 ;nch shall be 12 gage
All sewers shall be installed so as not to exceed the
maximum allowable pipe strength per ASTM and manufac-
turer's requirements. If odditional pipe strength is
required for the probable earth live load condition,
the Contractor shall use a higher strength or bedding
method to satisfy the conditions.
C. Where shown on plan, use high density Polyethylene
IHDPE) Corrugated pipe with smooth interior (N =
0.012). Pipe and fittings which meet or exceed the
requirements of Type ill, Category 4 or 5, Grade P33 or
P34, Class C bedding per ASTM D1248. Joints shall be
split corrugated couplings at least 7 corrugations wide
and exceeding the soil tightness requ;remlents of AASHTO
standard specifications for Highway Bridges, Section 23
(2.23.3). Backfill and installation shall comply w;th
m nufucturer's recommendations.
4. Subdrainoge system sho p be installed as shown on Pions and
be of pipes designated in Section 906 of INDOT as follows:
Pipes to be installed for subsurface drainage only may be
one of the following:
A. Perforated corrugated drainage pipe in accordance w;th
AASHTO M252 or AASHTO M294. PVC shot hove minimum
cell classification conforming to requirement of
12454-C ASTM D-1784.
B. Concrete drain the in accordance with AASHTO MI78.
C. Vitrified clay the in accordance with AASHTO M179.
Where pipe is to be used for a collector of other subsurface
laterals and /or sump pumps and installed with provisions for
cleaning, it may be one of the following:
A. ABS or PVC composite in accordance with ASTM 0-2680.
B. PVC in accordance with ASTM D -3034 SDR -35.
C. PVC corrugated with smooth interior in accordance with
ASTM F949.
5. Baekf;ll around all structures and cuts under paved areas
and within five (5) feet of pavement edges with granular
material in accordance with Section 211 of INDOT.
6. See standard detail sheet for construction dimensions of
storm structures. Manholes, inlets and Catch basins shall
be in accordance with Section 720 of INDOT. Precast con-
crete and steel for manholes and inlets shot be in accord-
ance with ASTM C-478, latest revision. Steps shall be
ductile iron or aluminum integrally cost into each catch
basin sidewalks.
7. The Contractor stealI provide a minimum of one ( I) foot of
earth cover over all storm sewers. If pipe is to hove
construction traffic over it, Contractor shall provide a
minimum temporary earth cover of four (4) feet, until con-
struction period is complete. After completion of opera-
tions requiring construction traffic over pipe, Contractor
shall remove the temporary earth cover and grade the earth
to elevations shown on the Plans.
8. Rip -rop particles shop be a m;n;rrum of 6' and a maximum of
17" in size and shall be placed a minimum of 18" in depth.
Dimensions for rip -rap on this plan are for estimating
purposes only. Actual best placement of rip-rop shot be
determined by field conditions and shall be in accordance
with Section 616 of INDOT.
9. All drainage pipe and ditch outtolIs to receiving streams
shall be constructed in accordance with drawings, subject
however, to any modification required by Engineer at the
time of installation is completed and to any adjustments
needed for field conditions not adequately anticipated by
the design drawings.
10. Castings shall be as shown on detail sheet for manufacturer,
type and number. All castings shall be Neenah or East
Jordan approved equal. Castings shall be gray iron meeting
ASTM A-48, latest revision.
11. Install gaskets in accordance with manufacturer's recommen-
dotions for use of lubricants, cements and other special
installation requirements.
12. Place plugs in ends of incomplete piping at end of work day
or whenever work stops, and at stubs for future development.
13. Corry depth of trenches for piping to establish indicated
flow lines and invert elevot;ons. Notch under pipe bells
where applicable to provide solid bearing for entire body of
pipe.
14. Trenching: Lay all pipe in open trenches, except when the
local authority gives written permission for tunneling,
Open the trench sufficiently ahead of pipe - laying to reveal
any obstructions. The width of the trench shall be the
outside pipe diameter plus nine (9) inches each side for 12
inches above the pipe or 0.3 x O.D., whichever is greater.
Sheet and brace trench as necessary to protect workmen and
adjacent structures. All trenching is to Cortply with Oceu-
potional Safety and Health Administration standards. Con-
tractor shop employ a Registered Professional Engineer to
design trench safety systems for all trenches over twenty
(20) feet in depth. Keep trenches free from water while
construction is in progress. Under no circumstances lay
pipe or oppurtenances in standing water. Conduct the d;s-
charge from trench dewotering to drains or natural dr ainage
channels.
15. All pipes on steep slopes (over 20%) shall have concrete
anchors at makj w 40 feet intervals as shown on detail.
lo. Bocr,fiII;ng: For a depth of at least 12 inches above the
top of the pipe, backfill with earth or granular material
free from forge stones, rock fragments, roots or sod. Tomp
this Backfill thoroughly, taking core not to disturb the ~� '
Pipe. For the remaining trench depth, backfill with earth r. J 1 *.,,
or granular material which may contain stones or rocks not
forger than four (4) inches. Backfill under walks, parking .►►� �f
areas, driveways and streets shall be granular material only ti%
and shall be thoroughly composted by opproved methods to the
density specified. Trenches parallel to and within five (5)
feet of paved roadways shall be constructed the some. All
granular backfill shall be compacted to 95% Standard Proctor
maximum dry density.

crete, sewer pipe or brick, smoothly finished and of semi-
circular section conforming o the inside diameter of the
