I am trying to establish whether or not Zaring ever applied for and was approved for their plan amendment for their
common area drainage easement. Apparently the pool and a structure had been placed in the easement. If you

Please find enclosed one copy of the secondary plat for the above referenced development by
Zaring Homes of Indiana. We will be presenting this project at the October 18, 2000 meeting of
the Carmel Technical Advisory Committee. The purpose of this replat is to eliminate the
existing "blanket"drainage, utility and sewer easement the covers the two parcels in their
entirety. Additional easements have been added where appropriate or needed. The common are

RE: ILP #1107.99, Lot CA3 of The Lakes at Hazel Dell: Community Pool.
On May 31, 2000, our office completed, and approved, a final building inspection for the
above-referenced project. However, as noted on the ILP application receipt, this project also
requires a site inspection before a full Certificate of Occupancy (C/O) can be issued. During the
site approval process, a Temporary Certificate of Occupancy is available and may be issued. All
Temporary C/Os for new construction are contingent on successfully passing a site inspection.
Information regarding this project was turned over to me to complete the site inspection.
I have made a preliminary inspection and found discrepancies in the planting plan schedule or,
other developmental issues approved by the Plan Commission or Board of Zoning Appeals. One
or more of the following situations exists.
1. Some species of landscape have been substituted and are not as desirable.
2. Difficulty in obtaining an"as-built" or"as-planted"plan.
3. Some omissions from the approved Landscape Plan have been noticed.
4. Some other developmental issues such as lighting,parking, etc.
At present, this project has discrepancies that are preventing moving toward a full C/O,
and could be in jeopardy of other sanctions that would affect the existing occupancy status. We
would appreciate your timely response to our office to begin the necessary steps toward obtaining
a full Certificate of Occupancy.
