Please include the.landscape plan with the construction drawings. The entrance plan notes a landscape plan, but one is not included with the submitted drawings. 2. Our department feels it is necessary to maintain an inlet at the center of the entrance drive. The current plan shows removing the existing inlet casting and replacing it with a solid casting. It appears that a manhole also exists just behind the existing inlet. We would request an open casting to be placed on the manhole. If this is not possible, think a double inlet should be utilized on the south side of the Acel/Decel lane.' 3. Speed limits for residential streets can not be less than 25 mph. The revisions are as follows: Plat Comments 1. A 20' radius has been added to the corner of the R/W at Prelude Lane &Hazel Dell Road as requested. 2. The two Common Areas have been delineated as "Common Area A" and "Common Area B" on the plans and plat. 3. The most current commission certificate has been added to the plat. 4. The commission certificate now only shows on the first sheet of the plat. 5. The monumentation descriptions have been expanded in the plat legend. City Engineer—Hazel Dell Parkway Comments 10. Signage notes have been added to the entrance plan and traffic control plan denoting path closure requirements and the possible need for temporary measures. 11. All trees to be relocated because of the path relocation and auxiliary lanes are noted on the entrance plan. Specifics of relocation are shown on the landscaping plans. 12. Separate landscaping plans have been submitted by the developer and reviewed by Scott Brewer. After revisions to the plans, the plans have been approved according to the developer, contingent upon showing the tree location information on these plans. 13. The traffic control for the entrance work has been added on the traffic control plan and the traffic control plan has been renamed to the street sign plan. 14. The saw cut note is shown on the entrance plan. Project Comments 15. No pavement cut is planned for the sanitary sewer installation. 16. I appreciate your help. I would like to address your concerns by paragraph as follows: 1. The planting details and specifications you requested are attached to this letter (enclosure 1). I have the utmost confidence that our nursery, Rancho Alegre, will do an excellent job planting the trees. We have a very simple maintenance plan. Rancho Alegre and I work together to ensure the success of these trees. They have a trained person look at the trees every week to ensure that they are not stressed from either too much or too little water. If needed, Rancho will water those trees not covered by the irrigation systems. They will also be fertilized in the spring in addition to the nutrients they receive from the seasonal turf fertilizations. The removal of the stakes and wires is a determination made by Rancho after the first season and is dependent on stability of trees and wind strength. Mulching and weeding, while monitored by Rancho and I, is the responsibility of the firm hired by the homeowners association management company. I welcome you to look at the quality of the care provided the trees in Section 1. 2. We will consider your comments on species types. We use a well-respected landscape architect and nursery, so are very comfortable with our plant selection. However, we take your comments very seriously and will give them our full consideration. 3. Enclosure 2 is a tree preservation plan. I would like to point out that the entire northern perimeter was included in section 1 construction. The nearest construction to the northern trees will be over 100 feet away, but we will put a fence along there to preclude any accidental intrusions. The plans were drawn by Carole Boleman and delivered to the Office of Community Services today. Comments are as follows: 1. Landscape plans submitted for Architectural Design, Lighting, Signage review and development must include location of plants, types, numbers, and sizes of plants, planting legend,planting details and specifications, and mounding locations and details. The plans submitted lack planting details and specifications. Also included must be a maintenance plan for at least the first year after installation including, but not limited to, watering,pruning, removal of stakes and guy wires, mulching, weeding, etc. 2. Species concerns: A. The crabapple (Malus)variety `Snowdrift' is not recommended for planting in this area due to intense disease pressure. Please see the attached list of recommended crabapple species from the Indiana Urban Forestry Council to select an alternative. B. One of the tenets of a manageable and sustainable urban forest is biodiversity. Any one species should not make up any more than 15% of the total trees at a given location. Sugar Maple, Blackgum, Ginko (male plants only), Yellowwood, Tri-color Beech, Tulip Tree, Swamp White Oak, or Bur Oak would all be suitable substitutes for Red Maples and crabapples. A list of alternative species for evergreens could include Colorado Spruce, and White Fir. Deciduous evergreens include species such as Larch, Bald Cypress, and Dawn Redwood. 3. In the primary plat filed on November 17, 1998, the tree lines along the perimeter of the East and North side of the parcel are scheduled to be preserved. This project will require an IDEM permit for sanitary sewers. The I.A.C. 330 will not be signed and returned until the Board of Public Works and Safety has approved availability. 9. Carmel Utilities will provide a separate review of this project. HAZEL DELL PARKWAY ISSUES: 10. The demolition of the existing asphalt path at the Hazel Dell Parkway entrance and the relocation and reinstallation of the new path must be coordinated to minimize the period of time the path is not accessible to the public. This office will require the asphalt path be reopened to pedestrian traffic within two(2)weeks of closing,weather permitting. In addition,adequate signage in both directions (as advised by this office) will be required,both in advance of path construction and at the actual closure location. 11. Indicate all existing Hazel Dell landscaping on the plans. Perhaps the entrance plans would be the best place to indicate the landscaping. A separate sheet could be utilized to illustrate landscaping issues also. 12. Any proposed plans for removal and/or relocation of existing trees within the Hazel Dell right-of-way or existing landscape easements must be coordinated with this office and the Department of Community Services Urban Forester; Scott Brewer. Any relocations/removals must be indicated on the constriction plans. However,the Developer is responsible for the relocation of landscaping, not the City of Carmel. 13. Any lane closure or traffic impediment on Hazel Dell Parkway associated with the construction of the Section 2 entrance'must be coordinated with this office. In addition,proper advance signage will need to be utilized if lane closures will occur-(i.e. lane closed ahead, merge left, etc.). This is of particular importance due to the close proximity of the site to the 126th Street roundabout. Please submit traffic control plans as part of the'construction plans. 14. All existing curbs to be removed are to be saw cut from the pavement and noted on the constriction plans. PROJECT COMMENTS 15. It appears the Hazel Dell Parkway asphalt pavement will be impacted by the bore under Hazel Dell and the sewer connection to the North-South Interceptor. Please be aware that any pavement cut will require the approval of our Board of Public Works and Safety. In addition,the Board may require extensive resurfacing of the area surrounding the pavement cut. This office requests that other alternatives be researched in order to avoid open pavement cuts on Hazel Dell Parkway. 16. The temporary construction entrance at Hazel Dell Parkway will also require Board of Public Works and Safety Approval. 17. Substitute stone cradles-for concrete cradles wherever applicable. 18. Storm Sewers/Drainage: • Please provide this office with drainage calculations. • There are seven lots(20 through 26) of rear yard drainage•to one inlet. 600' of ditch, even with 1`%,slope, will have potential for drainage to be a problem. At a minimum, show flow direction with arrows. • The final approved drainage design shall be reviewed at"as built" state for approval. EXISTING PERIMETER STREET IMPROVEMENT REQUIREMENTS 19. The installation of traffic control signs must be coordinated with our Street.Department_ Traffic control signs require approved.city ordinances for installation. 20. The Hazel Dell Parkway Entrance Plan revisions are to include acceleration and deceleration lanes and storm sewer and inlet relocations. This work must adhere to the conditions outlined previously under the section"Hazel Dell Parkway Issues". 21. Maintain the existing cross slope of Hazel Dell Parkway across the new acel/decel lane to the new curb and gutter. These comments are based upon the Engineering Department's initial and thorough review. Please provide this office with a follow-up letter addressing our comments and revised drawings,which reflect all revisions. A second and subsequent reviews will focus only on revised items. It is critical that this office he made aware of all modifications nude on the plans being re-submitted,particularly if any such changes are considered"new"or falls outside of our initial review.
