President of the Indiana Municipal Power Agency. \ye offer the following comments: 116 11' STREET This office will request an agreement to dedicate the 116'1' Street right of way that is required Ior the current road project. terms of which will include: • The dedication will not be required until the I16"'Street project land acquisition stage is active • The City \trill agree to reimburse owner to repair, restore or relocate all sprinkler. landscaping and sign improvements based upon appraised value of such improvements. • The Owner/Developer will not be required to construct the multi-use asphalt path in the 11611' Street right of way. The path will be constructed with the 116th Street project. COLLEGE DRIVE SIDEWALK We request this sidewalk be constructed with the building addition or the Owner/Developer agree. by a recorded commitment. to install this sidewalk at the Owner/Developer's expense at such a time as Ilse City and the Developer(MTC) prepare and initiate an overall park sidewalk plan. While we agree that no other sidewalks exist in the park. sidewalks/multi-use paths are a priority development issue in this community. We believe this development must start somewhere and this is an appropriate starting point. CONSTRUCTION DRAWINGS This office'has reviewed the revised plans for this project that were received on October I I. 2000. The revisions and drawing are approved. Please provide this office with three-(3) set of certilicd construction drawings for approval. The Owner/Developer will receive one set to be maintained on the construction site Our Public \Vorks Inspector will receive one set and the final set will be maintained in the Department of Engineering. We offer the following comments: GENERAL INFORMATION 1. The project site is located within existing Cite of Cannel Corporate Limits. 2. Jurisdictions: • Streets and Right of Way—City of Cannel. • Water—Indianapolis Water Company Service Area. • • Sanitary Sewers—Clay Township Regional Waste District Service Area. • Storm Sewers/Drainage—City of Cannel. 3. Board of Public Works and Safety Approvals: • Commercial Curb Cut Approval. Please provide a letter of request in care of this office. An 8 '/x 11 reproducible drawing of the requested curb cut should accompany the letter. Include all pertinent information in the letter and pertinent dimensions on the drawing including driveway width, overall width at the street, distance from nearest intersection,etc. Include all opposing driveways if applicable.. • Temporary Construction Entrances. Same as above. • Any improvement installed within the dedicated right.of way. I am enclosing a schedule of Board of Public Works and Safety meeting dates and agenda deadlines for your use. Any submission to the Board requires prior approval by the Carmel Plan Commission and/or the Cannel Board of Zoning Appeals and completion of project review by the Technical Advisory Committee. All written requests to he placed on the Board's agenda must include the date(or dates) of approval ht'time Plan Commission and/or the Board of ZoningAppeuls. 4. T.A.C..Review/Drawings submitted for approval: We request that all comments and comment letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all issues have been resolved. The design engineer must certify all drawings submitted for approval. This office will require three (3)sets of approved drawings(civil only)after all issues have been resolved. The drawings will be stamped and signed by the City Engineer. The Developer/Owner will receive one set, which must be maintained on the construction site. Our Public Works Inspector will receive one set and the final set will be maintained in the Department of Engineering. If the Owner/Developer wishes more than one set to be signed, the additional drawings must be submitted the three(3) required sets. 5. Installations within dedicated right of way require prior Board of Public Works and Safety approval. 6. PROJECT COMMENTS 7. Indicate and label College Avenue, 116d' Street and Technology Drive right-of-way boundary lines on all applicable drawings. 8. We do not believe all of the Technology Drive right of way has been dedicated to the City of Cannel. Please indicate the extent of the dedicated right of way, if known, on all applicable drawings. 9. Please label all curb cuts as either existing or proposed. Please differentiate between existing and proposed on the development plans. Labeling in combination with lighter and darker shading should help. 10. Dimension all proposed curb cuts including driveway width,overall width with radius at the street, distance from nearest intersection, etc. 11. All pavements in right of way of dedicated streets must match the existing pavement section of the public street. Include this specification on the site and drainage.details sheet. 12. Please include sidewalks/asphalt paths in dedicated right of way of 116`1'Street and College Avenue as follows: • 116i1' Street-We request the Developer/Owner provide a written commitment to the future installation of a multi-use asphalt path in the 116`''right of way adjacent to the south property line of this development. • College Avenue-We request the installation, with this project, of a 5-foot wide concrete sidewalk in the right of way of College Avenue adjacent to the east property line of this development. 13. Storm Sewers/Drainage: • Provide drainage calculations. • Provide storm structure inverts. • Please include a structure data table to include T.C., inverts,structure and casting type. • Is the catch basin detail on sheet 5 to be used for all inlets? This office requests inlets with curb castings instead of curb turnouts. • Regarding the spillway detail on Sheet #3, unclear as to location of spillway in regards to the proposed beehive. Where is the swale located? The centerline of the Swale should be located on the plans. 14. Our office requests an additional grant of right of way on 1161h Street per our Il6°' Street improvement project(approximate total requirement of 90-foot half on the north side of 116th Street). Please coordinate right of way dimensions with Farrar, Garvey and Associates, the project engineer for the City of Carmel for this project. 15. Please add an entrance detail for the proposed College Avenue curb cut. Additionally, this office must be notified prior to any lane restrictions during the construction of the College Avenue entrance and curb cut. 16. All parking lots must be curbed. It appears a small section of curb was omitted near the building. BONDING REQUIREMENTS 17. We are requesting Certified Engineer's Cost Estimates for 100`%,of the cost of labor and materials for the construction of the 5-foot wide concrete sidewalk in the right of way of College Avenue. S Mr. Adam DeHart September 19, 2000 Page 3 18, Performance Guarantees in the amount of the engineer's cost estimates, in the form of Performance Bonds or Irrevocable Letters of Credit, must be posted with this office. Upon completion of sidewalk and release of the Performance Guarantees, three-year Maintenance Guarantees wilI be required. Currently, the 4.404 Acre site is occupied with and existing 9,514 sq. ft. Office/Meeting building and lies within the B6 zoning classification. This portion of Meridian Technology Park was not platted. We propose to install a 10,363 sq. ft. (footprint) two-story office building addition on the north side of the existing structure. T`e site is designed to accommodate current needs of the new facility, and maintain existing vegetation along the north property line. The Indiana Municipal Power Agency provides control, support, billing and administrative services to 28 municipalities providing their own electrical power utility (i.e. Anderson, Crawfordsville). Associated parking and utility access will be provided north and west of the building addition. The structure will be of Contemporary design with full height masonry and EIFS, colors to match the existing structure. Roof drainage from the structures will be conveyed to the storm sewers in the parking area and then to the storm main along the west property line. The remainder of this site's storm water will be collected via existing catch basins Indianapolis, IN• Chicago, IL • St. Louis, MO • Cincinnati, OH • Henderson, KY- Jacksonville, FL and distributed via storm sewer as shown. The off-site regional detention facility for Meridian Technology Park is located across Technology Drive to the west. The water and sanitary services for the facility have been slightly modified to provide necessary domestic service and fire protection. The fire service connection and fire suppression system also has been reviewed in a meeting with the architect and the fire department. The interior parking areas will provide security lighting from the pole lights as shown on the attached landscaping and lighting plan. The landscaping plan reflects required plantings along the west and east street buffer yards, and internal plantings within the internal areas and parking. Canopy lights will provide entrance lighting and bollard lights at the new main entrance along the west elevation. The signage package for this project is based on the project being classified as a single tenant facility. The site has frontage along Technology Drive, College Avenue and 116th Street, therefore, we are proposing one ground mounted identification sign along Technology Drive and one existing wall identification sign on the southeast elevation of the existing building. The proposed signage will match the color, style, material, and lettering of the existing signage on the southeast elevation. Please note, the existing park signage at the intersection of 116th Street and College Avenue is a park identification sign lying within a 60' buffer yard along 116th Street per Covenants and Restrictions of the Meridian Technology Park. As you know,this office cannot approve curb cuts. This authority rests with our Board of Public Works and Safety. However,the City Engineer does make recommendations to the Board regarding proposed commercial curb cuts.
