However, he forgot to have Corby Thompson sign the plats. He asked if you could proceed with the approval, he will come back and get the plats for Corby's signature. Said Corby will not be available until next Monday. He wants to make sure this gets on the 12/6 agenda: He will get them back to me in time for the Board's approval. The revisions are as follows: Support Information 1. A copy of the covenants is attached. 2. A copy of the addresses from Carmel Communications is attached for street name verification. 3. A copy of the "Rule 5" checklist from the Hamilton County SCS is attached showing that the plans satisfy the requirements. 4. No landscaping plan is needed for this section. 5. The Carmel street department defers comments to the City Engineer. A copy of the letter to DOCS and the Engineer's office is attached addressing their concerns. 6. Bonding information will be provided to the Engineer's office by the developer. Secondary Plat 1. The surveyors certification is complete. 2. The surveyor address has been updated. 3. The source of title is shown on sheet 1 of the plat. 4. The monumentation in the legend has been updated. 5. The monumentation is now shown on the plat including rebars at all lot corners and the section perimeter as discussed between Corby Thompson and Steve Engelking. 6. Lots 215 and 224 have been reviewed and no encroachments were found. 7. A parking detail from the approved Primary Plat is attached. The support items and revisions are as follows: Support Information 1. The Subdivider Agreement form was provided in TAC. 2. The secondary plat fees were paid after TAC. Plat Comments 1. The street name change is now reflected on the plat and plans. 2. 126th Street has been labeled as "East" 126th Street. 3. A key map has been added of sheet 1 of the plat. 4. The monumentation descriptions in the legend have been expanded and centerline monuments have shown on the plat. Construction Plans 1. Rear yard grades have been checked and corrected as requested by the Hamilton County SCS. 2. No mounding is proposed for the rear yards along the lake. 3. The existing lake was lined with clay from the site. 4. No Zone A is located on this site. 5. The individual lot erosion control detail has been modified to show the silt fence at the easement line and to not disturb the grading in the easement. 6. The casting types and pipe sizes have been added to the storm sewer structure data table. The existing pavement grades at the edges of the existing pavement on the street profiles and the development plan are the existing pavement grades. Occasionally this is not the case because the previous section is not yet constructed or the final surface has not been added. 8. The water and sewer laterals have been adjusted slightly as suggested by the Carmel inspector in the field during construction of the previous section. Board of Public Works and Safety Approvals: ■ Wafer Availability Approval ▪ Sanitary Sewer Availability Approval • Plat Acceptance • Any improvement installed within the dedicated right of way I an enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines for you use. Any submission to the Board requires prior final approval by the Carmel Plan Commission and/or Board of Zoning Appeals and completion of project review by the Technical Advisory committee. Availability requests must be accompanied by copies of: a.) Notice of Intent to Construct a Water Main Extension (if applicable) b.) Capacity Certification /Allocation Letter Alhu'ritten requests to be placed on the Board's agenda must include the date (or dates) of approval by the Plan Commission and/or BZA. 2. Water and Sanitary Sewer Availability (acreage) fees a) Availability (Acreage) Fees are based upon total acreage (legal description) (ti- $1,010.00 per acre for water and $1,365.00 per acre for sanitary sewer. It is necessary for our office to obtain acreage of the entire parcel being developed in order to calculate the availability fees. This acreage should include all land, including the road portion. Infrastructure improvement construction cannot .start until appropriate avai/ahi/ilv.fecs have been paid and all requirements have been satisfied. 5. T.A.C. Review/Drawings submitted for approval: We request that all comments and continent letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for constniclion until all issues have been resolved. All Cannel Utility issues must also be resolved. The design engineer must certify all drawings submitted for review. This office will require five (5) sets of approved drawings after all issues have been resolved. The drawings will be stamped approved and signed by both the City Engineer and by the Director of Carmel Utilities. The Developer /Owner will receive one (1.) set which must be maintained on the construction site. Carmel Utilities will receive two (2) sets. Our Public Works inspector will receive one (1) set and one (1) set will be maintained in the Department of Engineering. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated easements will require a Consent to Encroach Agreement between the Owner and the City of Carmel. The Agreement requires Board of Public Works and Safety Approval. Installations within dedicated City right of way requires separate Board of Public Works and Safety Approval. 7. I am including copies of: • Subdivision and Project Approval Procedures • Performance Release Procedure • Permit Data, Contacts, etc. • Street Signage Requirements I will send a copy of our Residential Subdivision and Commercial Irrigation System Requirements upon request. 8. This project will require an 1DEM permit for sanitary sewers. The I.A.C. 33Q will not be signed and returned until the Board of Public Works and Safety has approved availability. 9. In addition to the "Holey Moley" notation on the sheets, reference should be made to the fact that Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all sanitary sewer and water main locations. 10. Carmel Utilities will provide a separate review of this project. 11. All drawings submitted for review and approval must be certified by the design engineer. PROJECT COMMENTS 12. Is a mound proposed between lots.205 -211? Based on the proposed corner lot elevations, the top of the pond bank will be level with the rear property lines of these lots. How do you propose to handle the drainage in this portion of the lots? Please provide this information on plans. 13. Was the lake lined? 14. If there is a flood plain limit for Mitchner Ditch, please identify it on the plans. 15. Please modify the erosion control detail and/or erosion control plan to include placement of erosion control fence along the entire length of drainage easement boundary lines. We have recently had situations where these easements have been modified during the construction of homes in developments, and we must ask developers to enforce the plan throughout the construction process. 16. Please include a stricture data table including structure type, casting type, & pipe sizes. 17. The plan / profile sheets do not. indicate a sanitary / storm sewer crossing, yet a concrete cradle is detailed on the plans. If this situation does exist, please replace the concrete cradle with a stone cradle. 18. Include existing - pavement elevations on the plan / profile sheets to verify matching of new and exisling street grades'at the beginning and end of the construction limits. The above continents are based on the Engineering Department's thorough review. Please provide our office with a follow up letter and revised plans, indicating all revisions. A second review will focus only on revised items. It is critical that our office be made aware of all modifications made on the plans being re- submitted, particularly ifany such changes are considered "new" or fall outside of our initial review. We had also talked about a street name problem w/ another development, Kiawah Court being in another sub - division. We have noticed that there are currently 3 honks occupied in Plum Creek Fvins addition on Kiawah Cnurt, However there are no homes even built in Delaware Trace, Kiowa Court. Our department is currently attempting to contact the developer of Delaware Trace, to have theta cone up with another name to replace their Kiowa Court in Delaware Trace. We would like for you to change Kiawah Court to Kiawah Drive at the point where it meets with the street named Stanwich Place. The separating point for the two streets will be between lots 103 and 104, wilco:. lot 103 will bi= addressed of Kiawah Drive and lot 104 will be addressed off of Kiawah Court.
