CONSTRUCTION STANDARDS AND SPEGFlCATIONS OF THIS IMMEDIATE PROJECT
AND THE CONSTRUCTION STANDARDS AND SPECIFlCATIONS ADOPTED BY THE
LOCAL GOVERN AGENCIES, THE HIGHER OR MORE RESTRICTIVE STANDARD OR
SPECIRCATION SHALL APPLY.
A. STANDARD CONDITIONS
1. The Contractor shall be responslble for obtalning or
verifying that all permits and approvals are obtained from
the respective city, county and state agencies pnor in
starting constructioa
2 It shall be the responsibility of each utility, contractor
ond/or sub-controctor to obtaln oll permits and approvols
to open cut any rood Prom the appropriote tlepmtment_
3. IL shall be the Contractor s responslbility to determine
the ezact locaCion of all ezisting utilities In the viclnity
of the construcPion area prior to starting construction.
4. It shall be the Contractor's responsibllity for nofification
and coordination of oll construction with the respective
utJfty companies.
5. It shall be the responsibllity of the Developer ond
Controctor to mointaln quahTy wntrol throughout the
project; foiWre to do so moy resWt in removol ond
replocement of the defective work_ It is recommended thot
[he Developer have a quallfied inspector on the ]ob slte at
oll times during construcCion.
6- It Is essenYiol thot the work be done in conIunction with
thls project shall be installed accarding to these
specifimtions. The engineer will be required ta certify to
certain portions of this praject upan completion. Therefore,
it is necessary to obtaln approval and acceptance by the
city, county, slate or govem agency that construction was
done m compliance with these plans and speafim[ions.
B. CLEARING AND GRUBBING
1. Clearinq and grubbing shall consist of cutting removal and
satisfactory dlsposal of all trees, down timber, brush,
projectin9 roots, stump s, rubbish, boulders, broken concrete,
Pencing (as desig nated) and other material on the project
site and with'm the boundary as shown on the construcYion
documents and/or w deslgned by 'construction fimits'.

G TREE REMOVAL FD PROTECTION
1. Trees should only be deared only where the area is to be
occupied by road and surfaced areas in accordance with
specificaPians of the city, munty, state or govem agency.
2. Trees shall be removed from the project slte or buried
wlth'm the project as directed by the �eveloper and only In
the areas designoted.
3- Trees shall be removed from the project where they
intertere directly with the placement o! storm or sanitary
sewers and thot such excavatlon is or will be fotol to such
adjacent trees.
4. The Contractor shall endeavor to save and prntect trees of
volue and work whlch do not 'mp olr constructlon of
'mp rovements w desig noted. In the event cut or fill exceeds
0-5 foot over the root areq the Developer sholl be consulted
wlth respect to protective measures to be taken, if ony, to
preserve such trees.
5. The controctar shall be responsible for determining the
method for protection of tops, trunks and roots of existing
trees on the project site that are to remaln. Exlsfing trees
subjed to construcfion damage shall be boxed, fenced or
otherwise protected before any adjacent work ls started.
Earth or material or equipment shall not be stackpiled or
stored wlthin the spread of branches. 6ranches whlch need to
be removed or are broken shall be neatly trimmed and shall be
covered with tree paint.
D. STRIPPING OF TOPSOIL
1. The contractor shall verify that all topsoll has been
removed in the areas to be occupied by roads, walks and
desig nated bulldin� areas. Topsoil shall be removed to a

2. Topsoil shall be kept separated from suitable fill
materiols and shall not be used to PJI under pavement and�or
buildiny areas-

subsoil debris and stones.
E GR4DING
1. The controctor shall pertorm all groding operatlons to
bring subgrodes, after finol wmpoc6oq to the requlred
grodes and sectlons of site improvements.
2- Subgrode sholl be proofrolled wlth sultable equlpment and
all spongy and otherwise unsuitable matenal shall be removed
and replaced with swtable matenal.
3. Subgrode shall be prepared in compliance wl[h I N.D.QT.
Standard Sped(7caGOns, 1993 Edltfon , Sec[ion 207, as
revised, with [he city, state or govern agencies approving
the subgrade before paving.
4. NI fill materials shall be Pormed from soil free of

F. SANITARY SEWERS
1. GENERAL

3. GRAVITY SANITARY SEWERS MATERIALS
a. Polyvinyl Chloride Pipe
1. Pipe'. Polyvinyl Chloride (PVC) grovity sanitary sewer plpe
shall be the mtegral wall bell and spigot type with
elastomenc seal �oints and smooth mner walls meeGng or
exceeding all the requlrements set (orth on ASTM F-679 for
pipe diameters greater than 15 inches.
2 For diameters 15 'mches or less, the pipe shall hwe a
mmimum cell dassificotion of 12454-e or 12454-C and for
dlameters greater lhat 15 inches, the plpe shall have a
mmimum cell dassification 12454-Q with all pipe having
a minimum tensile sUength o( 3450 MPA as defined m ASiM
D-1784.
3. PVC sanitary sewer pipe shall have a minimum stiffness o(
46 PSI (or each dlameter when measured at 59 vertfcal ring
de(lection and tested fn accordance with ASTM D-2412.
4. Polyvinyl Chbnde (PVC) ribbed sewer p1pe meeting or
exceeding requlrements set forth In ASTM F-949-86a or ASTM
F- 794 Is acceptable. ihe m'mimum cell dassfficatfon acceptable
shall be 12454-B or 12454-C as defined in ASTM D-U84 PVC
ribbed sewer pipe shall have a minlmum p'pe sGffness o! 50

Areas Subject to Vehicular Traffic
1. In areas under proposed or existing paved roads or
withfn five feet of pavement, sidewalks, curbs, qutters or
similar structures, granular backfill material complying
with the requlrements of the Indiono Department of
Transportation Standard Specificatlons, 1993 Edition,
as revised, shall be used.

Workmanship
. Laying of Plpe In Cold Weather
1. The Engineer reserves the ri ht to order pipe installation discontinued
whenever, in our opinion �here is danger o( the quafity
of work bemg impaired because of cold weather. Ihe
Contractor shall be responsible for heating the pipe
jointing motenal so as to prevent freezing of joints.
5. Design'. The minimum wall thickness far PVC sewer pipe and
lateral sewer pIpe 55- inches or less In diameter shall
wnform to SDft-35 Type PSM os specified in ASTM D-3034. The
minlmum woll thlckness for PVC sewer pipe greater thon 15-
inches In diometer sholl conform to T-1 as speclfied in ASTM
F-679.

7. CerGficatlon: The conhactor upon re9uest shall furnlsh the
Department with manufacturers certficaYion stating that the
pipe supplied meets or exceeds all requirements of the
applicable ASTM standards and these standards.
a. Joinls
L Flexlble gasketed joints shall be compression
type so that when assembled, the gasket inslde the bell will
be compressed radially on the pipe spigot to form a
watertight seal. The assembly oP �oints shall be In 5
accordance with pipe monufocturers rewmmendations and
ASTM D-3212 The gasket sealing the joint sholl be mode of a
rubbec of speciol composltion hoving o texture to
assure a watertight and permanent seal, ond sholl be the
product of a manufacturer having at least (5) frve years
experience m the manufacture of rubber gaskets for pipe
jomts. The gasket shall be a continuous nng of flexible
�oint rubber of a composition and texture which is resistant
to common ingredlents of sewage, industnal wosles and
groundwater, and which endure permanently under the
condltions likely to be imposed by this service The gasket
shall conform the requiremwts of ASTM F-477.
2. NO WLVENT CEMENT JOINTS SHALL BE ALLOWE�.
b. FitYings

b. DUCTILE IRON PIPE
1. Material: Ductile iron pipe in diameters from eight (81
inches through thirty six inches (36) shall be centnfugally
cast and shall conform to ANSI SpeciPica6ons A-21 51 and
AWWA C-151 latest revision Ductfle lron pipe shall be class
5Q 51, 52 or 54 wall thfckness dependent upon site
conditions and provided in minimum laying lengths of
elghteen (18) Peet. Ducfile iran pipe larger than thirty sIx
(36) feet In diameter shall be approved on a case by case
bwis by the department.
2 Fittings FFttings shall be standardzed for type the
pipe of plpe and Jolnt specified and shall compty with AN51
A-21.10, AWWA C-� 10. c.
3. Jo'mts: Mechonlcal joints, sllp or Flonged joints sholl
be provided.
4. Weig hts and Morking: Weights of plpe fittings sholl
conform stnctly to requirements of AN51 Specifications- The
class designations for the various classes of pipe and
fittfngs shall be cast onto fittings fn raised numerals, and
cast or stam ed on lhe outsde of each �oint of I e. Wei hts

shall be plainly and conspiwously painted in white on the
outslde of each joint of pipe and each Otting after the
ezterior coating has hardened.
4_ Bedding and Backfill-Sanitary Sewers

a. Bedding-Sanitory Sewers
1. Trenchinc� where the bottom of the tr nch is of
undesrable material, an addifional six�6) 'mches of
trench bottom sholl be ezwvoted and a stable foundation
sholl be constructed using compocted No. 2 crushed stone.
2. All sanitary sewer pipe shall be laid to the fines and
grade shown on the approved design plans unless
otherwise opproved by the departmenL
3. Bedding material shall be compacted No. 8 crushed stone
or No. 8 fractured face aggregate and shall be placed
the trench bottom such that after the pipe has been
placed thereon, lmbedded to grade and aligned, there d
remalns a 4-'mch minimum depth of matenal below the
pipe barrel and a minimum of 3-mches below lhe bell.
4. The bell holes sholl be excmoted so thot the entire Pipe
barred rests on the bedding. The following presents the
bedding requirements for each pipe dassiOcatlon:

1. No. 8 crushed stone or No. 8 fractured face

droins, and sewer structures which ore to be abandoned
in place shall be filled with Sand or Cellular Concrete and
plugged, unless otherwise Indiwtetl on the Plons.

Departmenl shall order bulkheads ploced No timber
bulkheads shall be allowed. All castings on such
abandoned structures are lhe property of the Depar[ment
and shall be salvaqed by the Conhador and delivered as

manholes, catch basins, and inlets shall be remaved ta
o depth of three(3) feet below the proposed or estabGshed
grade or ezisting street grade, whlchever Is lower.
Dewatenng ond Control of Surfoce Water
�� Where groundwater is encountered, the Contractor shall
make every effort necessary to secure a dry trench
bottom before loying plpe. The Controctor shall provide,

piping, wellpoints, eta., necessary to depress and
maintain the groundwater level below the base af the

will prevent the accumulation of woter within the
construction orea.
4� UNDER NO CIRCUMSTANCES SHALL SURFACE WATER AND�OR
GROUNDWATER BE DISCHARGED TO , DISPOSED OF OR ALLOWED
TO FLOW INTO THE CIiY'S SANITARY SEWER SYSTEM.
Trenching
1. The width of the trench at and below the top of the
sanitary sewer shall be only as wide as ls necessary
for proper lnstallation and backfilling, and consistent

a hand or pawer saw and the cut end shall be beveled usin� o
file or wheel to produce a smooth bevel of opproximotely 15
ond be a minimum depth of one third the pipe wall thickness-
Reld cut pipe will only be allowed to be Installed at
monholes, at prefobricated trees and wyes, and at the
connectfon of new sanitary sewer to existing sanitary sewer_
6. NOTE: Only smooth exterior pipe shall be used at manhole
connections.
g Point of Commencement and Direction of Laying
1. The point of commencement for laying of sewer pipe shall be
the lowest pomt in the proposed sewer line. Lay the pipe
with the bell end of bell and spigot pipe or with the
receivmg groove end of tongue and groove pipe polnting
upgrode- Any other procedure shall be fallowed only with
permission o( the Department.

4_ All connection fittings shall be sealed with watertight
stopper.
5. The Contractor shall extend the building wye lateral to
the rfght-o(-way and shall place a one(1) inch cast
ironbcator rod or magnetic locator tape above the end of
the pipe to with'm three(3) leet o! the ground surloce. The
purpose ls to provide for case of IocaGOn of the wye
stub.
h. Construction Bulkheads
1. Before extending a sanitary sewer,
the Con[ractor shall provide a waterGght bulkhead
in the existing sewer immedlotely downstream of the
point of connection. This bWkhead shall be left in ploce
until the new sanitar sewer has been deaned of oll

accumuloted water and debns and accepted by the
Department

cement fining. CUTTING TORCHES SHALL NOT BE USE�.
i_ RELATIONSHIP TO WATER MAINS
1. Horizontal Separation
a_ Sewers shall be laid at least 10 feet (3.0 m)
homm�tally lrom any existing or proposed water main.
The dlstance shall be measured edge to edge In cases
where it ls not practical to maintain a ten (oot
separation, the appropriate reviewing agenty may allow
deviation on a case- y-case basis, lf supported by data
from the design engineer such deviation may allow
installation of the sewer closest to the water main,
provlded thot the water that the water maln is In o
separote trench or on on undlsturbed earth shelf located
an one side oP the sewer and at an elewtion so the
bottom of the water moln is ot least 18 lnches (46 cm)
above the top of the sewer_
2 Crossings
a- Sewer crossing water mains shall be laid to provide a
minlmum vertroal distance of 18 'mches (48 cm) beteen
the outside of the water main and the outside of th,e
sewer. This shall be the case where woter main is either
above or below the sewer. The crossing shall be arranged
so that the sewer joints wlll be equldistant and as far
as possible from the water main joints. Where a water
moin crosses under a sewer, adequate structural support
shall be provided !or Ihe sewer to prevent damage to
the water main.
3. Special Conditions
a. when it is impossible to obtain proper horizontal ond
vertical separation is stipulated above, the sewer sholl
be designed and constnacted equal to water plpe, and
sholl be pressure tested to assure watertightness prior
to backfillfng.
j_ Testing Grovity Sanitary Sewers
�� Generol
a. The contractor shall bear the complete cost and supply all
equipment necessary to preform the test required.
b- All test sholl be conducted under the observotion of the
Departmenfs Observer. It sholl be the Controclor's
resonsibility to schedule testing with the Observer.
a Certifications: The Contractor upon request sha0 fumish the
department with certffied reports sta6ng that fnspection and
specdied test have been made and that the results thereo!
comply with the appGcable ANSI Speafications and these
standards for each.
