Re: Central Park
As you know,the City Council has informally asked the Park Board to consider
an exchange of real property located within the Central Park for real property
owned by the City contiguous to Central Park and south of 116th Street. The
City's real property is made up of three(3)parcels commonly referred to as the
Ward Property,the Silverman Property and the Estridge Property. Various
members of the Park Board and the Township Board toured the City's parcels on
Friday, December 28th. Since that time, I have compiled the following due
diligence list in no particular order. It is meant to be comprehensive and is just a
draft. It will become more complete as I add issues that you may have thought of
and/or that arise as a result of due diligence.
1. Review Central Park closing documents for use
requirements/restrictions;

2. Review Township Bond documents for use requirements/restrictions;

3. Review closing documents of the 3 parcels owned by the City;
4. Define the exchange properties;
5. Draft mirror resolution as required by I.C. 36-1-11-8;
6. Assess additional scope of services for SmithGroup BR made
necessary by the exchange;
7. What are the plans for the 116th Street improvement including the
access road for the Donneybrook subdivision residents?
8. Township Board directed the Park Board to notify all neighbors prior to
exchange to allow concerns to be heard/addressed;
9. What type of truck will be used by the Street Department, during what
hours and with what noise devices?
10. Can there be an entrance into the Park from 116th Street across from
Fairgreen Trace?

11. Is a road entrance onto WestfieldlRangeline from the Park land
possible/acceptable?
12. Does the exchange affect the use of the Park land purchased for a
centrally located large facility park?
13. What should be required of a Street Department facility to maintain
the "campus" of the Park?

. There are many questions that need to be considered, a few of which are as follows:
• How much acreage does the street department need? 20 acres is a huge amount.
• Will they need additional acreage for future expansion?
• What environmental and physical features within Central Park would be of
concern- wetlands, legal drains, Panhandle Eastern Pipeline?
• How much truck traffic would be generated?
• Should truck traffic be a cause for concern?
• Will trucks beep when backing up?
• If desirable, is it possible to minimize traffic from the large trucks?
• What kind of road and bridge construction will be required to handle the heavy
trucks?
• Would an entrance for the street department on 111th cause concern from
residents along 111th St. and College Ave?
• Would a land swap make it possible to have a beautiful park entrance off of
116th?
• Would truck traffic detract from that beautiful park entrance?
• If a fueling depot is part of the new street department facility would the fuel
tankers get in by traveling over residential streets or would they come in through
the park entrance?
• How will lighting be handled? Light pollution
• Would some form of decentralization for the street department be a beneficial
possibility?
• What exactly is going to be located in the City's facility?
• If everything looks favorable, would the City pay to expand SmithGroup JJR's
scope of services so that there is a continuity of design? 40% of our consultant's
fees are being paid by Township taxpayers and we need to be sensitive about this.
• Does SmithGroup JJR have the time needed to expand their scope of services?
• Would a land swap alter our proposed timeline for the Central Park planning
process?
• Does this swap include the Silverman and Ward houses?
• Would a lease arrangement have advantages for us? More control over what
happens.
