Dear Members:
The Carmel/Clay Plan Commission offers you the following recommendation for a
resolution to adopt the plans for the Illinois Street Corridor into the Thoroughfare Plan of
the Comprehensive Plan.
The Carmel/Clay Plan Commission's recommendation on the petition is FAVORABLE.
At its regularly scheduled meeting of November 21,the Carmel/Clay Plan Commission
approved the requested Amendment to the Comprehensive Plan by a vote of 10 in favor 2
opposed(Ron Houck, Bob Modisett) one no-vote (Pat Rice).

AN RESOLUTION APPROVING AN AMENDMENT TO THE CARMEL/CLAY
THOROUGHFARE PLAN REGARDING THE ILLINOIS STREET CORRIDOR
WHEREAS, pursuant to the Advisory Planning Law of the State of Indiana(contained
in IC 36-7-4), each unit of local government that wishes to adopt land use and zoning
ordinances must first approve by resolution a comprehensive plan for the geographic area
over which it has jurisdiction; and
WHEREAS, the 2020 Vision Comprehensive Plan (the"Comprehensive Plan") was
approved and recommended by the Carmel Clay Plan Commission on August 20, 1996,
and duly approved by resolution of the Common Council on September 24, 1996, and is
therefore the official Comprehensive Plan of the City of Carmel and Clay Township; and

WHEREAS, pursuant to IC 36-7-4-505the Comprehensive Plan envisions that the
Department of Community Services should be substantially financed not by the taxpayers
of the community but by the revenue generated by reasonable filing fees charged to
landowners and developers who wish to make zoning changes and/or construct structures
on their property;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Cannel, Indiana, that,pursuant to IC 36-7-4-602(b)(1), it hereby adopts this Resolution to
require the Cannel Clay Plan Commission to prepare an amendment to the Cannel Clay
Zoning Ordinance that substantially includes increases in the filing fee schedule as set
forth in Exhibit A (containing Section 29.6 of the Zoning Ordinance, "Filing Fees"), and
to promptly forward such amendment to the Council with its recommendation thereon, all
in accordance with IC 36-7-4-607 and other applicable laws. The amendment should also
include a provision authorizing the Director of the Department of Community Services to
annually adjust the filing fee schedule to reflect future increases that may occur in the
Consumer Price Index published by Federal agencies.
After its adoption,this Resolution shall be filed in the office of the Clerk-Treasurer of
the City of Cannel, who shall also forward one (1) copy of this Resolution to the
secretary of the Carmel Clay Plan Commission, all in accordance with IC 36-7-4-
602(b)(1) and other applicable laws.
