Purpose
This Technical Memorandum documents a corridor review of proposed Illinois
Street from 96th Street to 146th Street in the City of Carmel. (See Location Map,
next page.) The purpose of this review is to identify potential alignments,
determine probable grades (roadway elevations), and evaluate how the proposed
roadway would fit with the surrounding terrain and development. Based on the
alignment proposed, a cost estimate is provided to support programming of the
project.
Approach
Technical investigations in this study began with aerial photography provided by
the Carmel Department of Community Services. Using elevation data associated
with the photographic images, a digital terrain computer model was developed so
that three dimensional roadway design software could be applied. Typical
roadway sections were generated and applied to preliminary centerlines both
horizontally and vertically, producing a vertical view of the roadway,
superimposed on actual terrain, at any point along the centerline. The results
were reviewed with the U.S. 31 Task Force, and alignments and options were
finalized.
Report Format
Information in this Technical Memorandum is presented in three sections.
Section 1 illustrates the typical roadway cross sections considered for Illinois
Street. Generally, planning is based on an ultimate width of five lanes (or four
lanes with center median), as shown on the first sheet. The second sheet shows
a three -lane section with shoulders. If constructed as an initial stage, this section
could easily be widened to five lanes later. The third section represents a curbed
three -lane section. This option was not selected by the U.S. 31 Task Force.
Section 2 provides aerial views of the proposed Illinois Street alignment from
south to north. Accompanying each sketch is a location map and text to place
the segment in context and to highlight any pertinent review comments. Where
options still exist at this stage, these are identified and discussed. Section 3
provides a cost estimate for construction of the alignment identified.
Related Studies
This study is closely related to a separate Technical Memorandum entitled U.S.
31 Depressed Roadway Review (Draft), dated October 5, 2000. Both studies are
based on the same aerial photography and digital terrain model. This insured a
consistency of base assumptions and results for both studies.

96t Street and Spring Mill Road to 106t Street
• The Illinois Street Corridor Study begins with a roundabout at the 96th
Street and Spring Mill Road intersection.
• Existing Spring Mill Road has two lanes. The two lanes widen to three
lanes just north of the bridge over 1 -465. A curve to the east directs Spring
Mill toward the Illinois Street corridor 500 feet north of the bridge. At this
curve, existing Spring Mill will be realigned to tee into the Illinois Street
Corridor. The corridor widens to five lanes at the proposed realignment of
Spring Mill and Illinois Street.
• North of the existing 103rd Street traffic circle, three alternatives for Illinois
Street have been defined.
Alternative 1 allows the most distance between Illinois Street and the
proposed Urban Interchange at 106th Street and U.S. 31. This distance
allows for reasonable approach length for turning movements to the
interchange. It also maintains a more direct route north / south for the
corridor. This alignment proceeds to the west of the two businesses
located on the north side of 106th street, minimizing the impacts on the
properties. However, a property to the south of 106th street will be
impacted by this alignment alternative.
Alternatives 2 and 3 do not affect the property to the south of 106th street,
but they impact either one or both of the properties to the north. These
alternatives offer a less direct north / south route than Alternative 1. More
importantly, they are spaced so closely to the proposed urban diamond
interchange at U.S. 31 that proper establishment of lanes to serve the
106th Street interchange appears infeasible.
Alternative 1 is recommended due to the service conflicts caused by
Alternatives 2 and 3 at the 106th Street/U.S. 31 interchange. Due to the
probability that U.S. 31 access will not be available at 103rd Street, good
service at 106th Street will have added importance in the future.

1061 Street to 111' Street
• A roundabout is proposed at the intersection of 106th Street and the
proposed Illinois Street corridor,
• In coordination with the proposed U.S. 31 freeway, it is recommended that
Tottenham Drive have a cul -de -sac closing the existing access at 111th
Street. The elevation or depression of U.S 31 will inhibit the grade of
111th Street to accommodate access to Tottenham Drive. An access point
onto Illinois Street south of 111th Street is recommended. Future
development and intersection spacing should be analyzed for proper
placement of the access point.

• A roundabout is proposed at the intersection of 111th Street and the
proposed Illinois Street corridor.
As with the access issues on 111th Street, it is recommended the Fidelity
Plaza's entrance onto 116th Street be closed. The proximity of the
proposed Urban Interchange at 116th Street with U.S. 31 does not allow .
for acceptable lane configurations and grades. Access points along the
Illinois Street corridor south of 116th Street are recommend in this area as
well.

116t Street to 126' Street
• A roundabout is proposed at the intersection of 116th Street and the
proposed Illinois Street corridor.
• North of 116th Street, three alternatives have been defined for Illinois
Street. All three alternatives direct the corridor to the east into close
proximity with U.S. 31 for a short distance. Consideration of the grade of
the proposed U.S. 31 freeway will determine the elevation of Illinois Street
at this location. The need for retaining walls will be likely.
All three alternatives satisfy appropriate design criteria. They differ
primarily in their impact on the land through which they pass. Ultimately,
discussions with the property owner, the City and planners could aid in
determining the °best -fit" alternative for the corridor through this area for
future development.
Although the alternatives are equivalent in terms of transportation service,
Alternative 1 is recommended in this study since it appears to maximize
the development potential of adjacent properties.
• Aligning the corridor to the west of the existing commercial development
north of 116th Street would provide a smoother transition for north / south
movement, but would require the removal of existing homes and would not
serve existing businesses effectively.
• Two alternatives have been defined for Illinois Street connecting with 126th
Street. These alternatives vary in their proximity to U.S. 31 and where
they intersect with 126th Street.
Alternative 1 aligns Illinois Street to the west of existing office buildings on
126th Street, allowing for smoother grade transition at the crossing of 126th
Street and U.S. 31.
Alternative 2 keeps Illinois Street close to U.S. 31. The proximity of this
access point on 126th Street with U.S. 31 poses a probable steep grade
depending on the elevation of the proposed U.S. 31 freeway alternative,
but Tess developable property is impacted.
Alternative 1 is recommended as the best long term option since it
eliminates concerns related to placing a roundabout next to the 126th
Street bridge over U.S. 31.

126` Street and 131St Street
• A roundabout is proposed at the intersection of 126th Street and the
proposed Illinois Street corridor.
• The Illinois Street corridor utilizes existing pavement through this section.
Minor widening may be necessary to establish a cross section consistent
with the rest of the Illinois Street corridor.

131st Street to 136t Street
• A roundabout is proposed at the intersection of 131St Street and the
proposed Illinois Street corridor.
• Illinois Street will follow existing pavement to the northeast to its existing
terminus. The corridor will continue northeast and connect with a
roundabout in the proposed 131st Street / U.S. 31 Interchange. The
proposed configuration will provide continuity (connectivity) of Illinois
Street with Pennsylvania Parkway.
• North of the Illinois / Pennsylvania roundabout, the Illinois Street corridor
runs parallel with the U.S. 31 alignment and terminates at the intersection
of 136th Street and Oak Ridge Road with a roundabout.

A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL,
INDIANA, AMENDING RESOLUTION NUMBER CC- 07- 16- 01 -08, REGARDING
THE ILLINOIS STREET CORRIDOR
WHEREAS, the Common Council, approved Resolution No. CC- 07- 16 -01 -02
(formerly Resolution No. CC- 01- 08- 01 -02) on July 16, 2001; A Resolution of the
Common Council of the City of Carmel, Indiana, Approving an Amendment to the
Carmel/Clay Thoroughfare Plan regarding the Illinois Street Corridor which determined
the proposed alignments for the extension of a north -south thoroughfare between U.S.
Highway 31 and Spring Mill Road to be known as Illinois Street; and
WHEREAS, the Common Council, on July 16, 2001, approved Resolution No. CC-
07-16-01-08, The resolution in the form of a memorandum outlining items regarding the
implementation of the Illinois Street Corridor;
WHEREAS, the Common Council, on July 16, 2001, sent Resolution No. CC- 07 -16-
01 -08, to the Plan Commission for possible amendment;
WHEREAS, the Carmel Clay Plan Commission has duly approved, and recommended to
the Common Council, amendments to Resolution No. CC -07- 16- 01 -08;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Carmel, Indiana, that, it hereby adopts this Resolution to amend Resolution No. CC-07-
16 -01 -08 regarding implementation of the Illinois Street Corridor.
The amended language (provided below) has been added in italics and deleted language
noted in strilcethrough.
1. Staging of Roadway Segments.
Given the project's primary purpose of access to commercial developments rather
than through travel, it need not be constructed as a single project. Ina similar
manner to Pennsylvania Parkway, consideration should be given to implementing
project segments on an as- needed basis to provide necessary access.

Although the need for four lanes (plus turn lanes) is ultimately anticipated, some
areas could be served by a two -lane roadway until development intensifies.

3. Context - Sensitive Design.
On portions of the roadway passing through andlor adjacent to residential areas,

produce a continuous visual and sound buffer. To achieve this buffering, the
alignment of the Illinois Street right -of -way may be shifted.
4. Traffic Refinements.
The plan should be reviewed and refined, if necessary, when updated traffic
forecasts become available as a result of current INDOT studies for upgrading
U.S. 31 to a freeway. The capacity and layout of access points should be
determined, and intersection controls (roundabout versus traffic signal) should be
re- evaluated to ensure feasibility and effective system operations.

Dear Members:
After considering the directive of the Common Council made July 16, 2001 as Resolution
No. CC- 07- 16 -01 -08 and hearing citizen concerns, the Carmel/Clay Plan Commission
recommends that the following changes be made to the Illinois Street Corridor aspect of
the Thoroughfare Plan. The amended language (provided below) has been added in
italics and deleted language noted in striethrough.

Wherever practicable, consistent with good engineering practice, along all
segments that are adjacent to established neighborhoods, the Spring Mill Place
Subdivision between 106m and 111m Streets as an example, Illinois Street should
be aligned, to provide a 100 foot buffer zone from the western residential
property lines. Buffer zones should be designed in a manner incorporating the
use offences and/or walls, coniferous and deciduous trees and variable mounding
to produce a continuous screen between 8 -12' in height.
4. Traffic Refinements.
The plan should be reviewed and refined, if necessary, when updated traffic
forecasts become available as a result of current INDOT studies for upgrading
U.S. 3.1 to a freeway. The capacity and layout of access points should be
determined, and intersection controls (roundabout versus traffic signal) should be
re- evaluated to ensure feasibility and effective system operations.

Illinois Street Corridor aspect of the Thoroughfare Plan is "FAVORABLE."
At its regularly scheduled meeting of October 16, 2001, the Carmel/Clay Plan
Commission voted 11 in favor, one opposed (Nick Kestner) to forward the above
language to the Common Council for consideration as Amended Resolution No. CC -07-
16-01-08.

A RESOLUTION APPROVING AN AMENDMENT TO THE CARMEL/CLAY
THOROUGHFARE PLAN REGARDING THE ILLINOIS STREET CORRIDOR
WHEREAS, pursuant to the Advisory Planning Law of the State of Indiana (contained
in IC 36 -7-4), each unit of local government that wishes to adopt land use and zoning
ordinances must first approve by resolution a comprehensive plan for the geographic area
over which it has jurisdiction; and
WHEREAS, the 2020 Vision Comprehensive Plan (the "Comprehensive Plan ") was
approved and recommended by the Carmel Clay Plan Commission on August 20, 1996,
and duly approved by resolution of the Common Council on September 24, 1996, and is
therefore the official Comprehensive Plan of the City of Carmel and Clay Township; and
WHEREAS, pursuant to IC 36 -7 -4 -506 a thoroughfare plan may be included in the
Comprehensive Plan and may determine lines for new, extended, widened or narrowed
public ways in any part of the territory in the jurisdiction; and
WHEREAS, after a thoroughfare plan has been included in the Comprehensive Plan,
thoroughfares may be located, changed, widened, straightened, or vacated only in the
manner indicated by the Comprehensive Plan; and
WHEREAS, the Carmel Clay Plan Commission has duly approved, and
recommended to the Common Council, an amendment to the community's Thoroughfare
